About this file
This is a technical specification document for aggregates used in earthwork operations for West Manchester Township's Maintenance & Emergency Contract (Excavation), Project No. 7297.0444, located in Pennsylvania. The specification outlines requirements for coarse and fine aggregate materials to be supplied for the project, which encompasses emergency and maintenance work on the township's sanitary sewer and storm sewer collection and conveyance systems. Coarse aggregate materials specified include PennDOT 2A, AASHTO No. 57, AASHTO No. 8, AASHTO No. 3, and Select Granular Material (2RC), all meeting PennDOT Publication 408 standards. Fine aggregate materials include Bituminous Concrete Sand Type B, Mortar Sand, Sieve Size #1, #3, and Filler Type C, with detailed gradation requirements specified across multiple sieve sizes. All aggregate materials must originate from PennDOT-approved sources and be furnished from a single source throughout the work. The sealed bid submission deadline is 10:00 AM local time on Wednesday, May 20, 2026, with bids to be received and publicly opened online through PennBID. No pre-bid conference is scheduled for this project.
Bid security in the form of a Certified Check or Bid Bond is required in an amount not less than 10% of the bid submission. All aggregate materials must be certified by manufacturers to meet or exceed specified requirements, with materials source documentation required as part of the submittal process. Stockpiling requirements mandate that materials be stored at locations directed by the township, with different aggregate types separated to prevent mixing and surface water directed away from stockpile sites to prevent erosion or deterioration. Upon project completion, all stockpiles must be removed and the site restored to a clean, neat condition with proper grading to prevent standing surface water. The specification references PennDOT standards, AASHTO guidelines, and ASTM International test methods to ensure material quality and compliance with established construction standards.
