About this file

This is a Project Meetings specification document for West Manchester Township's Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444, prepared by Herbert, Rowland & Grubic, Inc. The specification establishes protocols for project meetings required during contract execution. A project starting meeting will be held following contract award to establish the work progress schedule, partial payments schedule, and sequence of work operations. The Owner or Engineer will set the date, time, and place of this initial meeting and may schedule additional meetings as requested by any contract party, with written notice provided to all parties regarding the date, time, place, and agenda. All contract parties must be represented at these meetings by personnel with decision-making authority, and determinations made at meetings become binding on all parties regarding procedures, sequence of operations, and time schedules. The Contractor may not claim delay or damage compensation if failure to comply with agreed-upon procedures and schedules occurs.

This specification contains no provisions regarding pricing, set-asides, incumbents, or funding sources, as it exclusively addresses project meeting administration and contractual obligations related to meeting participation and compliance. The document serves as an administrative framework to facilitate coordination between the Owner, Engineer, and Contractor throughout the project lifecycle and does not establish substantive project requirements, quantities, or financial terms.
