About this file
This is a References section from the specification documents for Contract 2026-01: Maintenance & Emergency Contract (Excavation) – Project No. 7297.0444, issued by West Manchester Township in Pennsylvania. The document establishes standardized definitions, industry standards, and abbreviations that apply throughout the contract specifications. Key definitions include "Approved," "Directed," "Indicated," and "Regulations," which govern how the Engineer communicates with the Contractor throughout project execution. The contract incorporates industry standards by reference as of the specification date, requiring all construction entities to comply with applicable standards such as those from ASTM, ACI, AASHTO, and NFPA unless more stringent requirements are specified. The project involves emergency and maintenance work for West Manchester Township's sanitary sewer and storm sewer collection and conveyance systems, including repair of existing facilities upon issuance of Work Orders by the Owner. Sealed bids were to be received online through PennBID until 10:00 AM local time on Wednesday, May 20, 2026, with bids opened publicly at that time. Bid security of at least 10% in the form of a Certified Check or Bid Bond is required, and no pre-bid conference was scheduled.
The References section provides comprehensive listings of industry organizations, code agencies, and government agencies whose standards and regulations apply to the project, including the American Concrete Institute (ACI), American Society for Testing and Materials (ASTM), Occupational Safety and Health Administration (OSHA), and the Pennsylvania Department of Transportation (PennDOT). All bidding documents, addenda, and official notifications are available exclusively through the designated PennBID website, with the Owner and Engineer assuming no responsibility for documents obtained from other sources. The contract structure allows for flexible work scope through issuance of Work Orders by the Owner, enabling emergency response and maintenance activities as needed rather than fixed quantities of work.
