About this file
This is a technical specification document for aggregate base courses prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township in Pennsylvania, related to Contract 2026-01: Maintenance & Emergency Contract (Project No. 7297.0444). The specification establishes requirements for aggregate subbase and aggregate base course materials to be used in the township's sanitary sewer and storm sewer collection and conveyance systems repair projects. Materials must comply with PennDOT No. 2A, Type C aggregate standards and be sourced from PennDOT-approved suppliers. Work includes substrate verification through proof rolling with loaded triaxle vehicles, aggregate spreading and placement, and compaction to 98 percent maximum density according to established standards. Field quality control requires laboratory and field compaction testing in compliance with ASTM standards at a minimum frequency of one test per 200 linear feet of sewer main trench. Tolerances are specified at 1/4 inch variation from flat surfaces and thickness, and 1/2 inch variation from elevation. The sealed bid deadline is 10:00 AM on Wednesday, May 20, 2026, with bids submitted online through PennBID.
The specification requires bid security of not less than 10 percent in the form of a Certified Check or Bid Bond. All aggregate materials must originate from single sources throughout the work and meet PennDOT specifications. Contractors must submit materials source certification, manufacturer's certificates, and material slips documenting the amount of materials utilized from producers. The work constitutes emergency and maintenance services for the township's existing utility infrastructure, with specific work items and scope defined through Work Orders issued by West Manchester Township. No pre-bid conference is scheduled, and all official notifications and bidding documents are available exclusively through the PennBID website at https://pennbid.bonfirehub.com/.
