About this file
This is a specification document for utility line removal work prepared by Herbert, Rowland & Grubic, Inc., for West Manchester Township in Pennsylvania as part of Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444. The specification details the abandonment and removal of existing sewers, junction structures, manholes, service lines, and force mains through two primary methods: cutting and capping with cement-based grout plugs or manufactured plugs, and abandonment in place using flowable backfill conforming to PennDOT Publication 408, Section 220. The work requires contractors to submit detailed shop drawings, technical information regarding grout injection rates and pressure control methods, and a comprehensive abandonment plan at least 15 days prior to commencing work. The project mandates that existing utility services remain operational throughout construction, with all work conducted only after replacement sewers have been constructed, tested, and approved for use. Contractors must call the Pennsylvania One Call System at least three working days before performing work to locate underground utilities and are responsible for removal and disposal of all liquids, solids, and demolished materials from the site.
Key execution requirements include demolition of manhole structures to a minimum depth of 18 inches below finished grade, drainage of all sewers and structures prior to filling, and placement of flowable backfill continuously from manhole to manhole under pressure with proper venting to prevent air entrapment. All removed materials must be legally disposed of off-site with documentation of hazardous waste acceptance by licensed landfill facilities. The specification emphasizes worker safety, equipment operation at controlled pressures to avoid damage to existing utilities, and continuous site cleanup with no on-site storage or burning of materials permitted. Project record documents must accurately reflect actual locations of capped and abandoned utilities, and all work must comply with established backfill procedures outlined in Section 31 23 16.13 regarding trenching and site restoration.

3.1 PREPARATION
A. Section 01 73 00 - Execution Requirements: Requirements for installation preparation.
B. Call Pennsylvania One Call System, Inc. at 1-800-242-1776 not less than three working days before performing Work:
1. Request underground utilities to be located and marked within and surrounding construction areas.
C. The Contractor shall be responsible for removal and disposal of the liquid and solids from manholes, structures, and pipes.
3.2 DEMOLITION OF SEWER MANHOLES AND PIPELINE STRUCTURES PRIOR TO ABANDONMENT
A. Remove manhole frames and covers and castings from existing pipeline structures.
Deliver castings to Owner for future use.
B. Demolish and remove precast concrete adjustment rings and corbel section or brick and mortar corbel and chimney, or other pipeline structures, to minimum depth of 18-inches below finished grade.
C. Drain manholes and sewers prior to filling.
D. When adjacent sewer lines are not to be filled, place temporary plugs in each line connecting to manhole, in preparation for filling manhole.
E. Excavate overburden from sewers to be abandoned at locations indicated on Drawings.
Cut existing sewers, when necessary, to provide an end surface perpendicular to axis of pipe and suitable for plug to be installed. Remove sewer piping material remaining outside of segment to be abandoned.
3.3 CUTTING AND CAPPING OF MAINS
A. Do not begin cut, plug, and abandonment operations until replacement sewer has been constructed and tested and the sewer has been approved for use.
Herbert, Rowland & Grubic, Inc. 02 41 13.23 - 3 007297.0444
B. Existing Services to Be Removed or Abandoned: Locate, identify, disconnect, and seal or cap off indicated utility services serving areas to be selectively demolished.
