About this file
This is a Scope of Work specification document for sinkhole remediation services related to West Manchester Township's Maintenance & Emergency Contract (Excavation) Project No. 7297.0444 in Pennsylvania. The specification outlines the complete scope of sinkhole repair work, including excavation of earth from collapsed or detected sinkholes, placement of concrete and grout in bedrock openings, and backfilling of excavations to natural ground elevation or as directed by work order. The work encompasses remediation of sinkholes encountered during foundation excavation and construction, trench excavation and utility construction, and site grading operations. Key products and materials specified include geotextile fabric meeting ASTM standards with specific tensile strength, tear strength, puncture strength, and permittivity requirements; concrete for bedrock plugging with minimum 2000 psi 28-day compressive strength; and Portland cement grout for filling bedrock openings. The sealed bid deadline for the overall contract was established for 10:00 AM local time on Wednesday, May 20, 2026, with bids to be publicly opened on PennBID. A pre-bid conference was not scheduled for this project. All bidding documents and official notifications are available exclusively through the PennBID website at https://pennbid.bonfirehub.com/.
Bid security in the form of a Certified Check or Bid Bond is required in an amount not less than ten percent of the bid amount. The work is to be performed only when the Engineer is present, with the contractor required to notify the Engineer upon discovery of any sinkhole, cooperate with the Engineer's exploration and directions, notify affected utility companies before starting work, and protect existing structures and utilities from damage. All sinkhole locations, extent, and depth must be recorded as project closeout submittals. The contract represents a maintenance and emergency work arrangement for West Manchester Township's sanitary sewer and storm sewer collection and conveyance systems, with work to be issued through individual Work Orders by the Owner.
