About this file
Summary
This is a technical specifications document for Public Sanitary Sewerage Gravity Piping prepared by Herbert, Rowland & Grubic, Inc., for West Manchester Township in Pennsylvania. The specification outlines requirements for sanitary sewer piping installation including gravity piping, connections to existing manholes, wye branches and tees, sanitary laterals, and pile support systems. The work involves PVC plastic pipe (SDR 35/PS 46 and SDR 26/PS 115) and ductile iron pipe depending on depth of cover, with specific requirements for pipe diameters, joint types, and installation methods. Key requirements include minimum 4-foot cover in non-traffic areas and 5-foot cover in traffic areas, bell-and-spigot joints with rubber-ring-sealed gaskets, and compliance with ASTM and AWWA standards. The specification mandates 24-hour advance notice to the Township before pipe laying operations, proper bedding and backfill procedures, watertight joint construction, and comprehensive field quality control testing including television inspection, air testing, and mandrel testing. Installation must proceed upgrade with proper line and grade adherence, with the Township Representative or Engineer maintaining oversight of all critical operations.
The specification establishes strict performance standards requiring the Contractor to conduct all testing at no additional cost to the Township, with defective pipe replacement and any necessary relay work at the Contractor's expense. Contractor responsibilities include excavating test pits to determine subsoil conditions and utility conflicts, protecting existing utilities and sewer lines, preventing pipe flotation and collapse, and maintaining pipe cleanliness throughout installation. Service laterals must be constructed with 6-inch gravity sewer pipe at minimum one-percent slope with watertight joints and cleanout installations near the curb or right-of-way. The specification references related sections covering earthwork soils, aggregates, excavation, trenching, backfilling, concrete manholes and inlets, and utility identification signage, establishing a comprehensive framework for quality sanitary sewer construction and maintenance work under West Manchester Township's Contract 2026-01 Maintenance & Emergency Contract.

E. Dig bell holes sufficiently large to permit proper joint making and to ensure pipe is firmly bedded full length of its barrel.
F. Remove large stones or other hard materials that could damage pipe or impede consistent backfilling or compaction.
G. Protect and support existing sewer lines, utilities, and appurtenances.
H. Utilities:
1. Maintain profiles of utilities.
2. Notify Township, Township Representative, or Engineer if crossing conflicts occur.
3.3 INSTALLATION
A. General Requirements for Open Cut Pipe Installation:
1. Give ample notice to the Township in advance of pipe laying operations, minimum 24 hours.
2. Lay pipe proceeding upgrade true to line and grades given. Lay bell and spigot pipe with bell end or groove upgrade unless otherwise directed by the Township or Engineer.
3. Contractor’s attention is called to the fact that portions of construction may be conducted at minimum allowable grade. The Contractor shall use care in setting lasers or the other means that he plans to utilize for construction of the sewers:
a. If not constructed at the required grade, the Township Representative or the Engineer shall have the option of directing the Contractor to relay the pipe to the required grade at no additional cost to the Township.
4. Exercise care to ensure that each length abuts against the next in such manner that no shoulder or unevenness of any kind occurs along the inside bottom half of the pipeline.
5. Center spigot end in bell or socket end of previously laid pipe, shove tight and secure.
6. No wedging or blocking permitted in laying pipe unless by written order of Engineer.
7. Before joints are made, bed each section of pipe full length of barrel with recesses excavated so pipe invert forms continuous grade with invert of pipe previously laid:
a. Do not bring succeeding pipe into position until the preceding length is embedded and securely in place.
8. Walking or working on completed pipeline, except as necessary in tamping or backfilling, not permitted until trench is backfilled 1 foot deep over top of pipes.
9. Take up and relay pipe that is out of alignment or grade, or pipe having disturbed joints after laying.
10. Take up and replace with new, such in place pipe sections found to be defective.
Replace at Contractor’s expense.
Herbert, Rowland & Grubic, Inc. 33 31 11 - 7 007297.0445
11. Take necessary precautions to prevent newly laid pipe from floating as a result of water accumulation in the trench, or the collapse of the pipeline from any cause.
Restore or replace pipe as necessary at Contractor’s expense.
12. Bed pipe using materials specified in Section 31 23 16.13.
13. At the close of each day’s work, and at such other times when pipe is not being laid, protect open end of pipe with a close-fitting stopper.
14. Cut pipe using only equipment specifically designed for that purpose such as an abrasive wheel, rotary wheel cutter, a guillotine pipe saw or a milling wheel saw.
The use of chisels or hand saws will not be permitted. Grind smooth cut ends and rough edges. Bevel slightly, cut end for push-on connections.
15. Where cutting of pipe is necessary, minimum laying length shall be five feet.
B. Specific Requirements:
1. Install plastic pipe and fittings and assemble joints according to ASTM D2321.
2. Refer to Section 31 23 16.13 for backfilling requirements. Place sufficient compacted backfill on each section of pipe, as it is laid, to hold firmly in place.
3. Refer to Section 33 05 97 for utility identification and signage requirements.
4. Clean and inspect each section of pipe before joining. Assemble to provide tight, flexible joints that permit movement caused by expansion, contraction, and ground movement. Use lubricant recommended by the pipe and fitting manufacturer for making joints. If unusual joining resistance is encountered or if the pipe cannot be fully inserted into the bell, disassemble joint, inspect for damage, reclean joint components, and reassemble joint.
5. Clean interior of the pipe as work progresses. Where cleaning after laying is difficult because of small pipe size, use a suitable swab or drag in the pipe and pull forward past each joint immediately after the jointing has been completed.
6. Connections to the existing sewers shall be made under the direct observation of the Township or his authorized representative. Do not permit any water, earth, debris or other materials to enter the existing sewer system
7. As soon as connections are completed, install an adequately sized plumber’s stopper in the existing manhole and brace to prevent a “blowout.” The stopper is to prevent flow from the new line from entering the existing system and it shall not be removed until written authorization to do so is given by the Township.
Routinely remove any accumulated ground and surface water from the line upstream. The Contractor shall be totally responsible for any damages To existing facilities.
C. Service Connection Fittings:
1. Make connections to sewer using fittings of same material and joint configuration as the sewer at the planned point of branch connection.

3.5 LATERALS
A. In accordance with the details shown on the Standard Detail Drawings, the Contractor shall construct building laterals as designated. In general, building laterals shall consist of 6-inch gravity sewer pipe laid on as steep a grade as conditions will permit to drain the lowest level of the building, but not less than one percent:
1. All house lateral pipes must have watertight joints. All service laterals shall be reconnected as shown on the Standard Detail Drawings.
B. Any lateral installed will have a new cleanout near the curb or right-of-way as shown on the Standard Detail Drawings.
C. In connecting house laterals to the Y-Branch in the main sewer, or to the line extending from the building, an approved fitting shall be used as shown on the Standard Detail Drawings.
D. The determination as to the type of riser, slope and depth of lateral pipe at the termination point will be made by the Township’s representative in the field. Four inch diameter laterals shall be installed at a slope of 1/4 inch per foot from the main to the cleanout or plug. The minimum depth under streets shall be 5 feet. Any deviations in lateral size or slope must be approved by the Township’s Representative prior to installation.
