About this file
This is a technical specification document for sanitary pressure sewer piping issued by Herbert, Rowland & Grubic, Inc. for West Manchester Township (Project No. 007297.0444) in Pennsylvania. The specification establishes requirements for the installation of low-pressure sanitary sewer pipelines, service connections, air release valves, and associated components as part of the township's Maintenance & Emergency Contract (Contract 2026-01). The work includes polyethylene piping sized at 3-inch nominal and smaller, combination air valves rated 2-250 psig, forced sewer assemblies, and poly or stainless steel ball valves, all of which must comply with applicable ASTM and AASHTO standards. Installation requirements detail bedding placement, pipe laying to specified slopes, minimum 12-inch compacted bedding thickness, and proper backfilling and compaction procedures. The specification references related sections covering concrete, earthwork, trenching, fill materials, hydrostatic testing, and utility identification signage. Sealed bids for the contract were to be received by West Manchester Township online until 10:00 AM local time on Wednesday, May 20, 2026, with bid security required in the form of a Certified Check or Bid Bond in an amount not less than 10 percent.
The specification establishes product quality standards through manufacturer certifications and compliance with industry standards, requiring submittal of product data, manufacturer instructions, and field quality-control test results. Materials must include AASHTO No. 8 aggregate for bedding and cover, with soil backfill suitable per PENNDOT 2A specifications depending on trench location. Acceptable combination air valve manufacturers include H-TEC (Model 990-00), ARI (Model D-26), and APCO (Model ASU), while forced sewer assembly manufacturers include Lateral Connection Corp., E/One, or equals. Field quality control requires inspection prior to and immediately after bedding placement, with pressure testing conducted per specified hydrostatic testing requirements. The contract represents ongoing emergency and maintenance work for West Manchester Township's sanitary and storm sewer collection and conveyance systems, with specific scope and pricing established through individual Work Orders issued by the owner.
