About this file
This is a technical specification document for thrust restraint systems for utility piping, prepared by Herbert, Rowland & Grubic, Inc. for West Manchester Township's Contract 2026-01: Maintenance & Emergency Contract (Excavation), Project No. 7297.0444. The specification details requirements for pipe joint restraints installed at bends, tees, and directional changes in sanitary sewer and storm sewer systems. Three types of restrained joint systems are specified: mechanical restrained joints with ductile iron follower glands rated for 250 psi minimum working pressure with 2:1 safety factor; push-on restrained joints including TR Flex, Flex-Ring, Snap-Lok, and Field Lok 350 systems manufactured by US Pipe, American Cast Iron Pipe Co., and Griffin Pipe Products; and restraint harnesses for PVC pipe manufactured by EBAA Iron, Inc. or approved equivalents. The specification references AWWA standards C110, C111, C151, and C900, as well as ASTM A536-80 for ductile iron properties. All restraint devices require phosphate coating, heat-cured fluoropolymer or polyester-based epoxy coatings for corrosion and UV resistance. Installation must follow manufacturer requirements to mechanically lock joints and prevent separation.
Submittals required include manufacturer catalog information, shop drawings with restrained joint details and locations, design calculations and assumptions for restrained lengths from a licensed Professional Engineer in Pennsylvania, and manufacturer installation instructions. The manufacturer and fabricator must have a minimum of three years' documented experience in producing specified products. Materials must be delivered in original manufacturer packaging, inspected for damage, and stored in clean, dry locations protected from moisture and dust per manufacturer instructions. Field measurements must be verified prior to fabrication and indicated on shop drawings. All components must meet or exceed specified requirements and conform to applicable AWWA and ASTM standards.

A. Provide pressure pipeline with restrained joints at each bend, tee, and change in direction.
Herbert, Rowland & Grubic, Inc. 33 05 09.33 - 3 007297.0444
2.2 RESTRAINED JOINTS
A. Mechanical Restrained Joints: Mechanical joint restraint consisting of follower gland which when actuated imparts multiple wedging action against the pipe, increasing its resistance as the pressure increases. ASTM A 536-80 ductile iron follower gland of dimensions such that it can be used with AWWA C153 mechanical joints. Restraining devices shall be made of ductile iron, heat treated to a minimum hardness of 370 BHN.
Twist-off nuts shall be used to insure proper actuating of the restraint device. Restraint device shall have a 250 psi minimum working pressure with 2:1 minimum safety factor.
Coating for restraint devices shall consist of the following:
1. All wedge assemblies and related parts shall be processed through a phosphate wash, rinse, and drying operation prior to coating application. The coating shall consist of a minimum of two coats of liquid fluoropolymer coating with heat cure to follow each coat.
2. All casting bodies shall be surface pretreated with a phosphate wash, rinse, and sealer before drying. The coating shall be electrostatically applied, and heat cured. The coating shall be a polyester based powder to provide corrosion, impact, and UV resistance.
B. Push-on Restrained Joints: Restrained joint bell joints and/or fittings shall consist of one of the following restraint systems:
