About this file
This is a Project Record Documents specification section for Contract 2026-01: Maintenance & Emergency Contract (Excavation) issued by West Manchester Township in Pennsylvania for Project No. 7297.0444. The specification establishes requirements for contractors to maintain comprehensive project record documents throughout construction, including marked-up work order drawings, specifications, addenda, change orders, reviewed shop drawings, and manufacturer's instructions. Contractors must record actual revisions and installations on-site, with entries completed no less than weekly, maintaining one separate set of record documents distinct from working documents. Record drawings must accurately document dimensional changes, utility locations and depths, electrical circuitry revisions, equipment locations, concealed internal utilities, and field conditions using erasable red-colored pencil marks with cross-references. The contract involves emergency and maintenance work for West Manchester Township's sanitary sewer and storm sewer collection and conveyance systems, including repair of existing facilities upon issuance of work orders by the owner. Sealed bids were due by 10:00 AM on Wednesday, May 20, 2026, with bid security of not less than 10% required in the form of a certified check or bid bond.
All record documents, including PDF electronic files of marked-up documents, must be submitted to the engineer for review before requesting final release of the sanitary sewer escrow. Miscellaneous records including material and equipment test reports, inspection reports, and delivery slips must also be assembled, bound, and identified. New drawings may be prepared where original work order or shop drawings cannot adequately depict actual installations, particularly when change orders result from accepted alternates or substitutions. Bidding documents were available through the PennBID website at https://pennbid.bonfirehub.com/, with all official notifications and addenda provided exclusively through this designated portal. No pre-bid conference was held for the project.
