Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road Tallahassee, Florida 32399-2400
Subject: Scope of Work and Level of Effort Annual Monitoring
Koastal Kleaners 14286 Beach Boulevard, Unit 28
Jacksonville Beach, Duval County, Florida 32250 FDEP Site ID No. ERIC_4520
Dear Ms. Aduwa, Geosyntec Consultants, Inc. has prepared this Scope of Work (SOW) and Level of Effort (LOE) for annual groundwater monitoring activities at Koastal Kleaners (ERIC_4520, the Site) located in Jacksonville Beach. A copy of the CEF and LOE is provided as Attachment A. Annual volatile organic halocarbon (VOH) monitoring proposed in this SOW is consistent with the recommendations provided in the March 2025 Site Assessment Report (SAR). Additional groundwater monitoring for per- and polyfluoroalkyl substances (PFAS) has also been proposed in this SOW in accordance with the September 2024 guidance provide by the Florida Department of Environmental Protection.
On 6 June 2025, Geosyntec confirmed the Site Access Agreement (SAA) was executed with 286 Beach RMR LLC, on 24 May 2023, as the real property owner of the Koastal Kleaners Site (ERIC_4520) located at the above address. The Duval County Property Appraiser database indicates the property owner since 1 June 2015 is 286 Beach RMR LLC, and that the property has not changed ownership since then.
Subtask 1 Project Management
Austin Kelly, Project Geologist, will be the project manager (PM), and his PM hours are directly computed.
Ms. Sarah Aduwa 29 September 2025
Subtask 2 Groundwater Monitoring
Geosyntec will collect six (6) groundwater samples from the current monitoring well network per the recommendations in the March 2025 SAR; however, surface water sampling recommended in the SAR (to support potential delineation of groundwater to the south) will not be pursued until an additional round of groundwater data is generated and evaluated. Depth to water measurements will be collected within a 24-hour period from the monitoring well network. Each of the six monitoring wells (MW001 through MW006) will be conventionally sampled using a peristaltic pump. The six groundwater samples will be analyzed by a fixed-based lab for volatile organic halocarbons (VOHs) by Environmental Protection Agency (EPA) Method 8260B.
Purge water generated during sampling activities will be placed in a 55-gallon drum and manifested for off-Site disposal. Investigation derived waste (IDW) will be staged in the rear of the facility near the active dumpster. Historical analytical results (VOHs) indicate IDW has been non-hazardous; however, to verify applicability with the current waste profile, Geosyntec proposes the collection of a liquid IDW sample for analysis of PFAS. Geosyntec has assumed disposal of the IDW drum as non-hazardous and non-PFAS impacted; however, if concentrations in the waste profiling sample indicate exceedance of hazardous limits, a change order will be submitted for the additional disposal costs. Bid costs prepared by the waste disposal companies are included in Attachment A.
Subtask 3 - Groundwater Monitoring Report
Geosyntec will prepare an Annual Groundwater Monitoring Report documenting the results of the depth to groundwater measurements and chlorinated solvent concentrations. The report will contain tables summarizing field/laboratory groundwater data, one figure showing groundwater flow direction(s), one groundwater results figure, and a summary of the groundwater monitoring event. The report will be signed and sealed by a Florida-licensed professional geologist. A final signed waste manifest for IDW transport and disposal will also be included in the Groundwater Monitoring Report.
Subtask 4 PFAS Sampling and Reporting
Geosyntec will conduct PFAS groundwater screening activities concurrently with those described in Subtask 2. These sampling activities are proposed to evaluate for the presence of PFAS in Site groundwater. There are no upgradient monitoring wells at this time and four of the five monitoring wells had GCTL exceedances of at least 1 VOH during the site assessment. Therefore, groundwater samples will be collected from the following three monitoring wells MW001 (interior well), MW005 (downgradient well), and MW003 (farthest downgradient well).
PFAS samples will be collected using low-flow purging via a peristaltic pump in accordance with draft SOPs for PFAS sampling developed by FDEP and the SOPs for PFAS sampling prepared by Geosyntec for use at FDEPs Site Investigation Section firefighting training facilities. PFAS free water will used to decontaminate the water level meter between sampling wells.
Geosyntec understands that the FDEP laboratory will analyze the three (3) groundwater samples for PFAS constituents, and the FDEP will ship the sampling kits to Geosyntec. Geosyntec anticipates shipping the samples to the FDEP laboratory upon completion of sampling.
Geosyntec will prepare an email deliverable with attachments including one figure with groundwater analytical results for PFAS (showing PFOA, PFOS, and PFOA + PFOS concentrations for each well sampled and no isoconcentration lines), certified analytical laboratory report, and field forms including equipment calibration logs, groundwater sampling forms, and an IDW drum log. The email deliverable will be submitted to the FDEP within two working days of receipt of the final certified analytical laboratory report from the FDEP laboratory. Geosyntec assumes the final analytical laboratory report will be emailed by the FDEP laboratory to Austin Kelly (austin.kelly@geosyntec.com) after the report is finalized. The email deliverable will be submitted to Sarah Aduwa, and additional FDEP staff will be copied including Mubeen Darji, Benjamin Grubbs, Jen Farrell, and Breck Dalton.

Good morning Larry, In light of the update you recently provided about LES, I was hoping you might be able to prepare an updated IDW disposal quote (previous version attached) for use as part of future proposals. Please see the below list of scenarios I need updated waste disposal costs for through the remainder of 2025. We will reach out again at the beginning of 2026 for updated rates.
Scenario 1
FDEP drycleaner site where VOC concentrations are below hazardous levels for both soils and groundwater, and PFAS has not been investigated for at the site. $260.00 per drum solid or liquid less than 50 miles- Add $95 per additional 50 miles
Scenario 2
FDEP drycleaner site where VOC concentrations are below hazardous levels for both soils and groundwater, and PFAS has been detected at concentrations above the laboratory's method detection limit but is below the current provisional groundwater cleanup target level of 70 ng/L. $915.20 per drum solid or liquid- Transportation per drum/load up to 10 drums- $380.00
Scenario 3
FDEP drycleaner site where VOC concentrations are below hazardous levels for both soils and groundwater, and PFAS has been detected at concentrations above the current provisional groundwater cleanup target level of 70 ng/L. $915.20 per drum solid or liquid- Transportation per drum/load up to 10 drums -$380.00
Scenario 4
FDEP PRP site where VOA concentrations are below hazardous levels for both soils and groundwater. $260.00 per drum solid or liquid less than 50 miles- Add $95 per each additional 50 miles
Please let me know if you have any questions or if you need anything else from me to support your efforts on this. If any of the above scenarios requires additional analytical results beyond those described, please let me know so I can include those in the overall cost evaluation. I really appreciate your help with this!
