About this file
This Task Assignment (TA) is a state and local contract indefinite delivery vehicle entered into between the State of Florida Department of Environmental Protection (FDEP) and Geosyntec Consultants, Inc. The contract, numbered HW683 with task assignment number DC005E, was executed on October 28, 2024, with an effective completion date of the same date. The underlying contract HW683 serves as the governing agreement under which this task assignment operates.
The task assignment authorizes Geosyntec to conduct semi-annual natural attenuation monitoring at the Walker Plaza site located at 603–617 North Maryland Avenue, Plant City, Hillsborough County, Florida (ERIC 4783). The scope of work includes four subtasks: project management, semi-annual groundwater sampling from 19 accessible monitoring wells and 6 specified wells (MW002, MW006, MW010, MW011, MW013, and MW016) with analysis for volatile organic halocarbons using EPA Method 8260B, investigative derived waste (IDW) management and disposal through Erwin Remediation, and preparation of a groundwater monitoring report with statistical analysis and recommendations. The total task assignment value is $9,841.74 on a fixed unit rate basis, with deliverables scheduled for June 28, 2024 (groundwater sampling field forms at $4,651.60) and September 27, 2024 (groundwater monitoring report at $5,190.14). The cost estimate reflects 59 total labor hours allocated across various professional categories, vehicle rental costs of $240.00, laboratory analytical costs of $621.00, field equipment expenses of $760.00, and IDW transportation and disposal costs of $214.50, with a completion fee of $727.84 applied to the subtotal of $9,113.90.

Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Scope of Work and Cost Estimate Form/Level of Effort Semi-Annual Monitoring - 2024
Walker Plaza 603 – 617 North Maryland Avenue Plant City, Hillsborough County, Florida
FDEP Facility ID ERIC_4783
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and Cost Estimate Form/Level of Effort (Attachment A) for semi-annual monitoring of volatile organic halocarbons (VOHs) at the Walker Plaza site (herein, the “Site”; Facility ID ERIC_4783) located in Plant City, Florida. Semi-annual monitoring of VOHs proposed in this SOW is consistent with recommendations provided in the Annual Natural Attenuation Monitoring Report (Report) dated February 2024 and approved by the Florida Department of Environmental Protection (FDEP) on 27 February 2024.
Geosyntec confirmed that Site Access Agreements were executed by Ms. Karen Davis on 27 April 2022 as the property owner of Walker Plaza (ERIC_4783) located at the above address and by David Ligon on 30 October 2018 as the property owner of the parcel adjacent to Walker Plaza located at 1502 East Baker Street, Plant City, FL.
Subtask 1 – Project Management
James Mills, P.E. will serve as Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.
Subtask 2 – Semi-Annual Groundwater Sampling
This subtask includes costs associated with semi-annual monitoring activities tentatively scheduled for June 2024. As recommended in the 2024 Report, Geosyntec will collect depth-to-groundwater measurements from 19 accessible monitoring wells at the Site and groundwater samples from six monitoring wells. The monitoring wells include six surficial aquifer wells (MW002, MW006, MW010, MW011, MW013, and MW016). Groundwater samples will be collected in general accordance with FDEP’s Standard Operating Procedures and will be submitted for laboratory analysis of VOHs by Environmental Protection Agency Method 8260B. Geosyntec will containerize the purge water in a 55-gallon steel drum and one investigative derived waste (IDW) characterization sample will be collected from the drum for analysis of VOHs.
Geosyntec has assumed that this subtask can be completed by one field staff in two field days including round trip travel.
Subtask 3 – IDW Management
This subtask includes costs associated with the transportation and disposal of IDW generated during groundwater sampling activities. Geosyntec will containerize purge water in one 55-gallon steel drum, which will be labelled, covered with plastic, and wrapped in orange construction fencing. The drum will be transported off-Site and disposed of under the existing non-hazardous waste profile by Erwin Remediation, Inc. Based on per- and polyfluoroalkyl substances (PFAS) screening completed as part of Task Assignment HW013A, it is assumed that the drum will need to be disposed of as PFAS-impacted waste. Quotes for the transportation and disposal of IDW are included as Attachment B. Erwin Remediation, Inc.
remains the lowest cost provider. It is assumed that oversight of the IDW pickup will not be required.
Subtask 4 – Groundwater Monitoring Report Preparation
This subtask includes effort for Geosyntec to prepare a Groundwater Monitoring Report summarizing sampling activities and results, and provide conclusions and recommendations based on data evaluation. The report will contain field forms, the final signed waste manifest for IDW transport and disposal, tables summarizing field and laboratory data, figures showing groundwater flow directions, and a textual summary of the groundwater monitoring event. As part of the report preparation and to evaluate the path forward, Geosyntec will evaluate plume stability and attenuation of the groundwater plume using Mann-Kendall statistical analysis. The report will be signed and sealed by a Florida-licensed geologist and one electronic copy of the final report will be submitted to the FDEP via email.
Invoice and Deliverable Schedule:
Note that this schedule reflects two weeks FDEP review of the SOW. Geosyntec requests the following schedule of deliverables and invoices:
Subtask Deliverable Deliverable Date Invoice Amount
Submittal of groundwater sampling field forms 28 June 2024 $ 4,651.60
