Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Sites Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Scope of Work and Level of Effort 2024 Groundwater Monitoring and PFAS Sampling Lipham Cleaners
2492 W State Road 434, Longwood, Seminole County, Florida
ERIC_5500
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared the attached proposed Scope of Work and Level of Effort/Cost Estimate Form (LOE/CEF) for annual groundwater monitoring and PFAS Sampling at Lipham Cleaners (Site) located in Longwood, Orange County, Florida. A detailed explanation of the proposed scope of work is provided below.
Subtask 1 – Project Management
Subtask 2 – Access Agreements
As part of SOW/LOE preparation, existing access agreements were evaluated to determine (i) what agreements are in place for properties where access is required for the proposed scope of work and
(ii) if the authorizing parties on those agreements are current. Geosyntec identified the Site property and five off-Site properties that would be affected by the proposed activities, and on 26 March 2024 confirmed the following information, according to the Seminole County Property Appraiser’s website.
1. The property adjacent to the Site to the east, located at 2484 West State Road 434 (Parcel ID 03-21-29-505-0C00-0010) is owned by Belal Properties, LLC Revocable Trust as of September 2019. The existing agreement for this property was authorized in May 2023 by Belal Ahmed; therefore, a new site access agreement will not be required.
2. The Site property, located at 2492 West State Road 434 (Parcel ID 03-21-29-512-0000- 35X0), is owned by Belal Properties, LLC Revocable Trust as of September 2019. The property was sold to Belal Properties, LLC from Brenda Murry in 2016 and further sold to Belal Properties LLC Revocable Trust from Belal Properties, LLC in 2017. A Quit Claim Deed was executed in 2019 within the Belal Properties LLC Revocable Trust. The existing
Lipham Cleaners March 26, 2024
Lipham Cleaners_Annual GW Sampling_SOW_FINAL agreement for this property was authorized in May 2023 by Belal Ahmed; therefore, a new site access agreement will not be required.
3. The property located at 109 Manor Ave Altamonte Springs Fl 32714 (Parcel ID 03-21-29- 505-0C00-0340) is owned by Son, Daeseung as of October 2011. The existing agreement for this property was executed by Eugine Roberts in August 2004 and is invalid.
Therefore, a Non-Source Access Agreement will be required prior to collecting samples.
4. The property located at 2491 West State Road 434 (Parcel ID 03-21-29-300-009J-0000) is downgradient of the Site to the northeast and is owned by Springs Plaza Longwood, LLC as of May 2022. The existing agreement for this property was authorized in September 2005 by J.M. Sorenson (agent of Woolbright Springs Plaza, LLC.); therefore, a new Non-Source Access Agreement will be required.
5. The property located at 145 Wekiva Springs Road (Parcel ID 03-21-29-300-009B-0000) is owned by Springs Plaza Longwood, LLC as of May 2022. The existing agreement for this property was authorized in September 2005 by J.M. Sorenson (agent of Woolbright Springs Plaza, LLC); therefore, a new Non-Source Access Agreement will be required.
6. The property located at 2381 W SR 434 Longwood FL 32779 (Parcel ID 03-21-29-300- 009D-0000) is owned by Alisue LLC and Hareff LLC as of March 2008. The existing agreement for this property was executed by Jeffrey Chamberlin in March 2015 and is invalid. Therefore, a new Non-Source Access Agreement will be required prior to collecting samples.
Properties requiring new access agreements are presented on Figure 1. Subtask 2 includes effort to coordinate and obtain signed access agreements for the four referenced properties. Geosyntec will send new or updated Site Access Agreements for the four properties requiring new or updated access agreements as specified above prior to mobilization. However, to avoid lengthy delays, we will mobilize to sample wells with access within two months of submittal of the agreements, which may mean samples cannot be collected at the properties in #3, #4, #5, and #6 above should the agreements not be returned in time. In that case, Geosyntec would amend the TA with a TACO after sampling to remove those samples from the scope of work.
Subtask 3 –Groundwater Monitoring Subtask 3 includes costs associated with groundwater monitoring activities recommended in the 2023 Annual Groundwater Monitoring Report.
Geosyntec personnel will collect groundwater samples from seven monitoring wells as follows (Figure 1):
Lower Surficial Aquifer – MW026 (SAA in place), MW011 (SAA needed, last sampled in 2010), MW012 (SAA in place, last sampled in 2017), and MW028 (SAA needed, last sampled in 2019)
Lipham Cleaners_Annual GW Sampling_SOW_FINAL
Upper Florida Aquifer – MW021 (SAA in place), MW022 (SAA needed), MW027 (SAA needed)
Prior to sampling, Geosyntec will gauge the depth to water in the 7 monitoring wells to be sampled to evaluate groundwater flow direction in those aquifers (Lower Surficial and Upper Floridan Aquifers). Depth to water will also be measured in Upper Floridan Aquifer monitoring wells MW024 and MW030 (due to monitoring wells MW021 and MW022 previously exhibiting anomalous readings compared to other monitoring wells in the aquifer) and in Upper Surficial Aquifer monitoring wells MW003 and MW015 (4 additional wells). Groundwater samples will be collected using conventional low flow purging methods and will include collection of field parameters (consisting of pH, specific conductance, temperature, dissolved oxygen [DO], and oxidation-reduction potential [ORP]) using a water quality meter during groundwater sampling activities. Groundwater samples will be submitted to a fixed-based laboratory for volatile organic hydrocarbon (VOH) analysis by Environmental Protection Agency (EPA) Method 8260.
Groundwater sampling activities are proposed to occur in July 2024, contingent on Access Agreement authorizations.
PFAS Screening
Groundwater samples will be collected from four Site monitoring wells as recommended in the 2023 PFAS Screening Deliverable (8/18/23) and as detailed in Table 1 below.
Table 1. PFAS Screening Sample Locations
Well ID Well Diameter (inches)
Screened Interval (ft BLS)
MW001 0.75 10-15
MW007 0.75 5-15
MW009 0.75 25-35
MW033 0.75 5-15
The PFAS samples will be collected concurrently with VOH samples using a peristaltic pump and in accordance with draft Standard Operating Procedures (SOPs) for PFAS sampling, developed by FDEP, and the SOPs for PFAS sampling prepared by Geosyntec for use at FDEP’s Site Investigation Section firefighting training facilities. Prior to sampling, Geosyntec will gauge the depth to water in the monitoring wells to be sampled in order to evaluate groundwater flow direction. PFAS-free water will be needed to decontaminate the sampling equipment between wells. Geosyntec will purchase PFAS-free water from Eurofins Laboratory for the decontamination washing and rinsing.
Lipham Cleaners_Annual GW Sampling_SOW_FINAL
Geosyntec understands that the FDEP laboratory will analyze the 4 groundwater samples for PFAS constituents, and the FDEP will ship the sampling kits to Geosyntec. Based on the location of the Site, Geosyntec anticipates shipping the samples to the FDEP laboratory. Geosyntec assumes that the FDEP laboratory will provide return shipping labels with the sampling kits.
Investigation Derived Waste (IDW)
Investigation Derived Waste (IDW) will consist of purge and decontamination water generated during sampling activities and will be placed in one 55-gallon drum for manifested off-site disposal. Necessary IDW characterization samples will be collected from the drum upon completion of the sampling event in order to develop a waste profile and will include analysis of VOHs (8260B) and PFAS. IDW is assumed to be non-hazardous and PFAS-containing. Erwin Remediation is the selected subcontractor for IDW transport and disposal due to lowest cost.
Subcontractor bids and evaluation forms are included in Attachment A.
Subtask 4 – Groundwater Monitoring Report
Geosyntec will prepare a report documenting the results of the groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction(s) and analytical results, and a summary of conclusions and recommendations. Additionally, effort will be included to evaluate analytical results for plume stability further using Mann-Kendal analyses. The report will be signed and sealed by a Florida-licensed professional engineer or geologist in responsible charge of the work.
Subtask 5 -PFAS Screening Deliverable
Geosyntec will prepare an email deliverable with attachments, including one figure with groundwater analytical results for PFAS (showing PFOA, PFOS, and the summation of PFOA and PFOS concentrations for each well sampled and no isoconcentration lines), certified analytical laboratory report, and field forms including equipment calibration logs, groundwater sampling forms, and an IDW drum log. The email deliverable will be submitted to the FDEP within two working days of receipt of the final certified analytical laboratory report from the FDEP laboratory.
Geosyntec assumes the final analytical laboratory report will be emailed to Melissa Shook (melissa.shook@geosyntec.com) by the FDEP laboratory after the report is finalized. The email deliverable will be submitted to Sarah Aduwa, Jen Farrell, and Breck Dalton.
