About this file
This is a Task Assignment (TA) document issued by the State of Florida Department of Environmental Protection (FDEP) to Geosyntec Consultants for work on the Concord Cleaners #045 environmental remediation project located at 1940-77 North Monroe Street in Tallahassee, Leon County. The task assignment is issued under underlying Contract Number HW683 and is identified as TA Number DC008A. The FDEP Project Manager is Evan Miller, and Geosyntec's Project Manager is Todd Kafka. The assignment was signed on February 17, 2022, with a completion date of June 30, 2022.
Geosyntec will conduct file and data review, preparation of summary soil data figures and tables, and preparation of a letter report. The scope includes two primary subtasks: Subtask 1 involves project management with 21 labor hours, and Subtask 2 involves file, historical data, and new analytical data review with 122 labor hours totaling 143 hours. The work includes reviewing historical Site Assessment Reports, Interim Source Removal Reports, and Remedial Action Plans from the project's inception in May 2000; analyzing newly collected soil data to evaluate remaining soil above soil cleanup target levels; preparing three soil summary interval maps, two cross-section maps, and three depth-of-excavation maps; and meeting with FDEP to discuss removal strategies and an Interim Source Removal Plan framework. The total Task Assignment value is $20,980.45 on a fixed unit rate basis. The single deliverable—a letter report with historical and newly collected data plus project management—is due March 31, 2022, with invoicing occurring upon delivery.

This Task Assignment authorizes Geosyntec to conduct file and data review, preparation of summary soil data figures and tables, and preparation of a letter report for the Concord Cleaners #045
Subtask 1 - Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2 - File, Historical Data, and New Analytical Data Review In consultation with FDEP, Geosyntec proposes to conduct the following tasks:
1) Reviewing general Site data from previous SARs, ISRs, RAPs, and other historical data, and providing a chronology of activities that have occurred since the project began in May 2000.
2) Reviewing newly collected and analyzed soil data that was collected by Earth Systems in January 2022 in context with historical data to evaluate the extent of soil remaining above SCTLs. We have included time/budget to prepare an updated summary soil maps including 3 soil summary (tag) interval maps, 2 cross section, and depth of excavation maps (3) of soil analytical results and distribution of the flowable fill. Final deliverable will be a letter report with updated tables and figures and a recommended path forward.
3) Meeting with FDEP to discuss the most expeditious and cost-effective approach for moving forward with additional excavation targeting residual soils with SCTL exceedances and to discuss the framework of an Interim Source Removal Plan (ISRP) for the next phase of work.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $20,980.45 with 143 labor hours.

Subject: SCOPE OF WORK and LOE Concord Cleaners #045 1940-77 North Monroe Street Tallahassee, Leon, Florida
FDEP ERIC ID_4870
Dear Mr. Miller, Please find attached Geosyntec’s Scope of Work and proposed Level of Effort (LOE) for file and data review, preparation of summary soil data figures and tables, and preparation of a letter report for the Concord Cleaners #045 (Site) located in Tallahassee, Florida. A summary of the costs associated with the attached LOE is provided below.
BACKGROUND
Based on discussion of the Site with FDEP, it is our understanding the Site has been through multiple phases of assessment and remediation. The City of Tallahassee is redeveloping the property and FDEP is planning to conduct additional remediation of the remaining soil contamination under an accelerated Interim Source Removal (ISR).
In addition, FDEP tasked Earth Systems (current and out-going consultant) to collect additional soil samples under and around the footprint of the former cleaners (recently demolished) to refine the extent of soil exceeding soil cleanup target levels (SCTLs), which have been mainly leachability exceedances. The subsurface beneath the former cleaners was excavated with large diameter augers and backfilled with flowable fill. Depending on what remaining soil above SCTLs exist and the City of Tallahassee’s redevelopment plans, some of the flowable fill may need to be removed during the ISR.

GEO Project Concord Cleaners #045 File and Data Review
Subtask 1 – Project Management
Subtask 2 – File, Historical Data, and New Analytical Data Review
In consultation with FDEP, Geosyntec proposes to conduct the following tasks:
The deliverables for Subtask 2 will be a written summary of our file review that will include a chronology of assessment and remedial activities, a qualitative description of remaining soil above SCTLs, soil analytical summary maps showing SCTL exceedances by depth, an estimate of remaining soil volume of exceedances targeted for removal, and Geosyntec’s recommendation for moving forward with preparing an ISRP.
Our proposed team is based in Tallahassee and collaborated with the FDEP in 2021 on the Vogue Cleaners ISR.
We have included 4 meetings/teleconferences (2 hour each including follow-up and preparation) with the FDEP: 1) to discuss the review of historical and newly collected analytical data and: 2) a second meeting to discuss the ISRP approach and schedule, and 2 additional meetings to discuss figures, tables, and path forward. We have also included two meetings with the City of Tallahassee to determine the demolitions and construction schedule for the overall property and the former Concord Cleaners #045 facility.
