Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road, MS 4520 Tallahassee, Florida 32399-2400

Subject: Scope of Work and Level of Effort Annual Groundwater Monitoring and Expanded PFAS Monitoring Scott’s Custom Cleaners, Inc.

2454 McMullen Booth Road, Suite 205 Clearwater, Florida FDEP Site ID No. ERIC_5307

Dear Ms. Aduwa, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW), Cost Estimating Form (CEF), and Level of Effort (LOE) to conduct annual groundwater monitoring concurrent with expanded PFAS monitoring at the former Scott’s Custom Cleaners, Inc. facility (herein, the “Site”) located in Clearwater, Florida. A description of task breakdown for groundwater sampling activities and report preparation is provided below. A copy of the CEF/LOE is included in Attachment A.

Subtask 1 – Project Management

Costs associated with this subtask are directly computed.

Subtask 2 – Groundwater Sample Collection

VOHs

Geosyntec will collect a total of 12 groundwater samples from monitoring wells MW002, MW-7, MW-8, MW-9, MW-10, MW-11, MW-13, MW-14, MW-16, MW-17, MW-18, and MW-19. Prior to groundwater sampling, Geosyntec will gauge and record the depth-to-water (DTW) from 16 surficial aquifer monitoring wells within a 24-hour period, including from 2 wells that are not anticipated to be sampled during this event (MW-1 and MW-20). A copy of the 2023 groundwater monitoring results figure is provided as Attachment B, along with a proposed sampling schedule.

Geosyntec assumes that a peristaltic pump will be used to collect groundwater samples from the monitoring wells, consistent with previous sampling events. Field activities will be conducted in

Ms. Sarah Aduwa February 8, 2024 accordance with the FDEP Standard Operating Procedures. Groundwater samples will be submitted under chain of custody protocol for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental Protection Agency Method 8260.

PFAS

Per- and polyfluoroalkyl substances (PFAS) were previously detected in Site monitoring wells during the screening conducted in October 2022, with exceedances of the Provisional Groundwater Cleanup Target Levels (PGCTLs) within MW002, MW-9, and MW-14. In accordance with FDEP guidance, expanded PFAS monitoring is proposed from these wells and seven additional monitoring wells. Accordingly, PFAS monitoring is proposed at MW002, MW-8, MW-9, MW- 10, MW-11, MW-12, MW-13, MW-14, MW-17, and MW-21. Geosyntec assumes that the PFAS samples will be analyzed by the FDEP Central Laboratory.

Geosyntec understands that the FDEP laboratory will analyze up to ten (10) groundwater samples for PFAS, provide 1 liter of PFAS-free water for an equipment blank, and ship the sampling kits to Geosyntec. Based on the location of the Site, Geosyntec anticipates shipping the samples to the FDEP laboratory. Geosyntec assumes that the FDEP laboratory will provide return shipping labels with the sampling kits.

Purge water generated during the groundwater monitoring activities will be stored in a 55-gallon drum onsite. A sample will be collected for PFAS, Volatile Organic Halogens (VOHs) and BTEX, and the 8 Resource Conservation and Recovery Act (RCRA) metals for analysis to characterize the waste.

Subtask 3 – Annual Groundwater Monitoring Report (VOHs)

Geosyntec will prepare a Groundwater Monitoring Report documenting the VOH results of the groundwater monitoring event. The report will contain a summary of the field activities completed, tables summarizing field and laboratory groundwater data, figures showing groundwater flow direction(s) and groundwater analytical results, and conclusions. The report will be signed and sealed by a Florida-licensed professional geologist or engineer.

Subtask 4 – Expanded PFAS Monitoring Summary Letter

Following receipt and review of the analytical data, Geosyntec will prepare an Expanded PFAS Monitoirng Summary Letter documenting the results of the groundwater monitoring event. The letter will include:

A summary of the field activities;

Groundwater sampling field forms;

Figures of the groundwater flow direction and the PFAS analytical results;

Ms. Sarah Aduwa February 8, 2024

The FDEP analytical laboratory report; and A preliminary evaluation of the PFAS Conceptual Site Model (CSM) and recommendations for further courses of action as necessary. The letter will be signed and sealed by a Florida-licensed professional geologist or engineer.

Subtask 5 – IDW Disposal

IDW disposal quotes prepared by waste disposal companies are included in Attachment A. Based on the quotes, Geosyntec recommends selecting Erwin Remediation to haul and dispose of IDW generated during the groundwater monitoring activities. Based on prior screening activities, it is expected that the IDW will need to be disposed of as PFAS-containing waste and will require a new waste profile. Bid costs prepared by waste disposal companies are included in Attachment C. Based on the bids, Geosyntec recommends selecting Erwin Remediation to haul and dispose of IDW generated during the groundwater monitoring activities.

Deliverable and Invoicing Schedule:
