Summary The Department’s BIL Contract Manager and Geosyntec’s Contract Manager have both agreed to the scope of work and associated costs. It is also in agreeance that no invoicing will take place for work performed until January 2023, due to EPA not releasing BIL funding until that time. Two quotes for the soil excavation and disposal were obtained, with a third bid attempted; the lowest bid will be used. Due to hotel costs exceeding the allowed $175 nightly limit in Miami, justification for a $240 nightly rate has been included with the CP/LOE. The final cost associated with this TA is $49,967.16. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by Geosyntec on October 21, 2022 and the TA Form for BIL01A prepared by the Department. The final deliverable for this TA must be received by the Department no later than February 24, 2023.

Subject: Proposal and Level of Effort/Cost Estimate Form Soil ISR Workplan QAPP and ISR Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015

Dear Ms. Johnson:

We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to prepare an Interim Source Removal (ISR) Workplan QAPP Addendum to the 8 January 2021 ISR Workplan QAPP, conduct ISR activities, and prepare an ISR Completion Report. The Former Biscayne Chemical Site (Site) is in a critical redevelopment stage and the purpose of this project is to conduct additional remediation activities to help support site closure for soil impacts to the property being redeveloped under a BSRA into affordable housing. The intent of the proposed ISR activities is to remove chlorinated volatile organic compounds (CVOCs) and chromium impacted soils exceeding leachability-based soil cleanup target level (L-SCTL) which were left in place during the 2021 ISR.

This work is being conducted so that portions of the property may be redeveloped by KTLC Biscayne, LLC for the conditional closure of the property with allowance for future residential use. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.

Subtask 1 – Project Management

Ms. Johnson

Subtask 2 – ISR Workplan QAPP Addendum

Pursuant to USEPA’s applicable requirements, Geosyntec will prepare an ISR Workplan QAPP Addendum specific to this Site and the proposed additional soil excavation and confirmation sampling. The ISR Workplan QAPP Addendum will include information on project planning elements, data generation and acquisition, quality assurance related to the excavation subcontractor, data validation, and soil confirmation sampling proposed for each excavation area.

A figure will be prepared which will identify the approximate excavation areas and a soil confirmation sampling table and figure will be prepared that show the number and locations of soil confirmatory sampling and analyses that will be collected during the excavation activities, including analyses for CVOC totals by EPA Method 8260B, Chromium totals by EPA Method 6010C, and/or Synthetic Precipitation Leaching Procedure (SPLP) by EPA Method 1312.

administered by FDEP. The associated scope of work consists of the following tasks.

Subtask 3 – Soil Excavation and Confirmation Soil Sampling

Prior to excavation activities, excavation boundaries will be staked using a global positioning system to obtain horizontal coordinates. Sunshine One Call will be utilized to mark subsurface utilities in the area. As shown on Figure 1, three proposed excavation areas have been identified to the north, west, and south of the 2021 ISR excavation area and where confirmation soil samples from the 2021 ISR reported the presence CVOCs and chromium impacted soils exceeding L- SCTLs. The horizontal extent of northern excavation area is approximately 70 ft2, the horizontal extent of the western excavation area is approximately 90 ft2, and the horizontal extent of the southern excavation area is approximately 150 ft2. The vertical extent of the proposed northern and western excavation areas is 4 ft BLS and the proposed vertical extent of the southern excavation area is 9 ft BLS. This total proposed area and volume equate to approximately 90 cy.

Based on an estimated density of 1.5 tons per cy, the approximate total quantity of soil for excavation and disposal is estimated as 135 tons. To access the excavation areas, the paved concrete surface associated with the former garage building slab will also be removed and disposed of along with the excavated soil as non-hazardous waste.

Excavated soils will be loaded directly into covered dump trucks for transport to a licensed disposal facility. If needed, excavated soils will be placed into stockpiles for temporary staging within the excavation area prior to off-Site disposal. Stockpiled soils will be placed on top of plastic sheeting (minimum 6-mil thickness) or equivalent, staged in a pile, and covered (as warranted) to minimize contact with precipitation and generation of runoff. Fluids that may accumulate on the plastic sheeting will be returned to the excavation area.

We obtained 2 quotes for the soil excavation and disposal from Action Environmental and Advantage Environmental Services. We attempted but were unable to obtain a 3rd bid for the soil excavation and disposal from Universal Environmental Solutions. The lowest bid (Advantage Environmental Services) will be used and the cost has been included in the level of effort spreadsheet.

Confirmation Sampling

Confirmation sampling will be conducted at each of the excavation areas and will include sidewall samples where excavation depths are to the water table (reported to be at approximately 9 ft BLS) and sidewall samples and bottom hole samples will be obtained at locations where excavation depths are above the water table. The approximate locations and depths of confirmation samples are illustrated on Figure 1. Confirmation soil samples will be analyzed for CVOC totals by EPA Method 8260B, Chromium totals by EPA Method 6010C, and/or Synthetic Precipitation Leaching Procedure (SPLP) by EPA Method 1312.

The excavation areas will all be properly backfilled after the excavation and confirmatory sampling activities have been completed. Plastic mesh construction fencing will remain in place around the excavation area until excavation and backfill activities are complete.

Subtask 4 – ISR Completion Report

An ISR Completion Report (ISRR) will be submitted to the FDEP within 60 days of completion of the source removal activities. The ISRR will detail excavation activities and will include a summary and photo documentation of field activities, a description and maps of the area and depth of excavation, soil confirmation results, weigh tickets, and soil disposal manifests.

Re: Former Biscayne Chemical Excavation– 690 NW 13th St., Miami, Florida

Dear Mr. Applegate, In accordance with your request, Action Environmental (Action) is pleased to provide the following proposal for the excavation of non-hazardous soils at the former Biscayne Chemical site in Miami, Florida.

Scope of Work

• Call 811 for public utility locate

• Excavate and direct load soils

• Provide transportation and landfill disposal of soils

• Obtain clean backfill analytical sample.

• Backfill and compact excavation

• Perform density testing (95% of Modified Proctor) on top four feet.

Assumptions/Conditions

• Excludes permitting.

• GPR survey by others.

• Excludes dewatering. Assumes excavation is above the water table, therefore no requirement to stockpile and dry soils before loading and no backfilling below the water table.

• Analytical for waste profile by others.

• Assumes analytical for backfill is approved. If alternate source is required then additional cost may apply for sampling and material costs.

• Excludes concrete removal or disposal (unless minor)

• Project is budgeted for 3 days

Respectfully Submitted, Action Environmental
