Subject: Proposal and Level of Effort/Cost Estimate Form Additional Soil and Groundwater Assessment Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015
Dear Ms. Crain and Ms. Johnson:
We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) for the Former Biscayne Chemical Site (“the Site”). The Site is in a critical redevelopment stage and the purpose of this project is to prepare a work plan to conduct additional site assessment activities to help support site closure for soil and groundwater impacts to the property being redeveloped under a Brownfield Site Rehabilitation Agreement (BSRA) into affordable housing. The intent of the proposed additional assessment is to: (i) characterize residual soil concentrations above the leachability limit for chlorinated volatile organic compounds (CVOCs) associated with the previous source area removal,(ii) characterize the vertical and horizontal extent of iron and manganese exceedances in groundwater, and (iii) potentially collect additional background groundwater samples for iron to support the ongoing background study for iron at the Site.
This work is being conducted so that portions of the property may be redeveloped by KTLC Biscayne, LLC for the conditional closure of the property with allowance for future residential use. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.
Ms. Crain and Ms. Johnson
Former Biscayne Chemical ASA Work Plan
Subtask 1 – Project Management
Subtask 2 – Prepare Quality Assurance Project Plan for Additional Assessment Activities
Geosyntec Consultants (Geosyntec) conducted a supplemental interim source removal for CVOC impacted soils in the source area between January 25, 2021, and February 19, 2021. In general, portions of the existing concrete slab were removed and soils within the limits of excavation were excavated to depths between 2 feet (ft) below land surface (bls) and the water table ( approximately 9 ft bls ). A total of approximately 45 tons of concrete and 541 tons of soil were excavated and disposed off-Site as non-hazardous waste. The excavated areas were backfilled with clean fill material, and the Site was restored to conditions like those prior to the excavation.
TEA Inc. (TEA) prepared a Remedial Action Plan and submitted to the Miami-Dade Division of Environmental Resource Management (DERM) in October 2020 and included conducting soil and groundwater remediation. The Site-wide RAP was prepared and submitted to DERM on October 27, 2020. Review comments were received, and responses were submitted on November 24, 2020;
December 30, 2021; and January 27, 2021. Subsequently, the Site-wide groundwater RAP activities were implemented in March and April 2021. The Remedial Action Plan Implementation Report (RAPIR) was submitted on July 7, 2021 and described the implementation activities and the results of the 1-week, 2-week, 3-week, and 1-month monitoring activities. Analysis and interpretation of the results from these monitoring events were provided in the RAPIR and indicated that all RAP components were successfully implemented and several monitoring events post-RAP had been completed. These early monitoring events post-RAP showed that the RAP implementation activities were in the initial stages of meeting project goals and objectives which included the reduction in COC concentrations in groundwater, the enhancement of anaerobic and reducing environments in the subsurface, and the production of methane, ethane and ethene.
The 2-Month monitoring event was conducted on June 18 and 19, 2021 and the 3-Month monitoring event was conducted on July 20 and 21, 2021. The results of these events indicated that significant progress had been made toward reaching remedial goals in a short period of time (post-remediation). After three months post-remediation, there was only one well remaining with a concentration of parent compound PCE exceeding the Groundwater Cleanup Target Level (GCTL) (5.3 micrograms per liter (µg/L) at MW-231). No wells had GCTL exceedances of trichloroethylene (TCE) or cis-dicloroethene (DCE). Vinyl Chloride (VC) was observed to have decreased in aerial extent from the one-month results, as expected, and was being converted to ethene and ethane. Biogeochemical results from the field parameters as well as gas production
Former Biscayne Chemical ASA Work Plan
(methane, ethane, ethene) showed sustained conditions that were amenable to the reductive dechlorination process.
In addition to the significant chemical and biogeochemical results observed following the 1- Month, 2-Month and 3-Month monitoring events, robust statistical investigations were undertaken on the RAP monitoring well results following the 3-Month event. Mann-Kendall evaluation of the data was conducted using the GSI Environmental (GSI) Mann-Kendall Toolkit (Version 1.0).
These analyses were performed as an additional line of evidence to demonstrate COC plume stability or attenuation. Multiple review comments on the Post Active Remediation Monitoring (PARM) 3 report have been provided by DERM and several teleconferences between TEA, KTLC Biscayne, LLC Green Reuse Site, and DERM have been held to discuss PARM data which has shown elevated concentrations of iron and manganese in groundwater at the Site, apparently caused by the injection of zero valent iron to treat chlorinated VOCs, which has been overall successful in reducing CVOC concentrations in groundwater. However, iron/manganese (MG) concentrations have increased off-site and possibly vertically on-site. Based on data provided by TEA, it is expected as the geochemistry returns to normal conditions, that iron/MG concentrations will also decrease. TEA has also provided data that indicates that there are elevated background concentrations of iron that could also contribute to elevated iron/MG concentrations. DERM has requested additional delineation of iron/MG vertically and horizontally on and off-site as well as additional background data as well.
Pursuant to United States Environmental Protection Agency (USEPA)’s applicable requirements, Geosyntec will prepare a Quality Assurance Project Plan (QAPP) specific to this Site and the proposed activities. The QAPP will include information on project planning elements, data generation and acquisition, quality assurance, data validation, and proposed additional soil and groundwater assessment. Sampling tables and figures will be prepared that show the number and locations of additional soil borings for CVOCs delineation as well as additional monitoring wells and analyses for both CVOCs and iron/MG.
This work plan will focus on providing additional site assessment requested by DERM for vertical and horizontal delineation of iron/MG, as well as the collection of additional iron/MG groundwater data to support the background study. Based on recent redevelopment plans and schedule of this property redevelopment under the Florida Brownfields program, it is anticipated that multiple existing monitoring wells will need to be abandoned and/or relocated as a part of ongoing PARM and assessment that will proceed as the property is redeveloped. Geosyntec and the developer’s consultant will review future site plans to determine the number of needed well abandonments and replacements and will include this information in the work plan and obtain concurrence from DERM prior to moving forward.
Former Biscayne Chemical ASA Work Plan
The work plan will also provide additional soil assessment for residual CVOC soil that exceeds leachability concentrations for PCE, TCE, Cis, 1-2 DCE, and VC. During the January and February 2021 excavation, soil below R-SCTLs but above L-SCTLs was left in place as illustrated in the Remedial Construction Report (September 2021). The work plan will propose soil sampling locations to refine the extent of residual soil exceedances and to estimate remaining volume for additional excavation. Based on this additional soil delineation, Geosyntec will identify and prepare approximate excavation areas of residual soil that was left in place that exceeded L-SCTLs.
Based on the soil characterization of the CVOCs, Geosyntec will prepare a future QAPP Work Plan Addendum to the previous QAPP Work Plan/Interim Source Removal, 8 January 2021 that will be tasked separately from the assessment work plan so that assessment and source removal efforts can be tasked and tracked separately.
