About this file

This document is a Task Assignment (TA) issued by the State of Florida Department of Environmental Protection (FDEP) to Geosyntec Consultants for additional groundwater assessment activities at the Former Biscayne Chemical Site located at 690 NW 13th Street, Miami-Dade County, Florida. The TA is entered pursuant to underlying Contract Number HW683 and is designated as TA Number BF01B with a completion date of January 31, 2023. The work is funded through federal funds from the State & Tribal Response Program (SRP) cooperative agreement administered by FDEP on behalf of the U.S. Environmental Protection Agency (EPA). The Department Project Manager is Megan Johnson, and the Contractor's Project Manager is Andrew Galvin.

The scope of work consists of two subtasks: Project Management ($2,936.20) and Additional Groundwater Assessment ($94,434.11). The additional groundwater assessment includes the abandonment of 23 monitoring wells, installation of 16 monitoring wells, and groundwater sampling of 38 monitoring wells. Groundwater samples will be analyzed for chlorinated volatile organic compounds (CVOCs), manganese, and iron. The total TA value is $97,370.31 on a fixed unit rate basis. The final deliverable—comprising field forms, photographic logs, chain of custody documentation, groundwater sampling logs, and laboratory reports—must be received by the Department no later than December 30, 2022. Three drilling quotes were obtained, and the second lowest bid from Earth Tech Drilling was selected at $37,740.00 due to schedule availability requirements driven by site redevelopment. A hotel rate of $207 per night was justified due to Miami market conditions exceeding the standard $175 limit.

Memorandum

TO: Geosyntec Consultants, HW683 Contract File

FROM: Megan Johnson, Contract Manager

DATE: October 18, 2022

SUBJECT: Negotiation Summary – SRP18 Task Assignment (TA) BF01B

Former Biscayne Chemical – Site ID # BF139801015 Additional Groundwater Assessment

This TA is intended for conducting additional groundwater assessment activities at the Former Biscayne Chemical site, located at 690 NW 13th Street, Miami, Miami-Dade County. The services under this task are being conducted using federal funds from the State & Tribal Response Program (SRP) cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).

Subtask 1: Project Management This subtask is a percentage of the overall project fees and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe. The agreed upon cost of this subtask is $2,936.20.

Subtask 2: Additional Groundwater Assessment In accordance with an EPA directive, a Quality Assurance Project Plan (QAPP) Workplan was previously completed under a separate TA. The additional groundwater assessment activities will include the abandonment of 23 monitoring wells, installation of 16 monitoring wells, and groundwater sampling of 38 monitoring wells. Groundwater samples will be collected from the newly installed monitoring wells and select existing monitoring wells and analyzed for chlorinated volatile organic compounds (CVOCs), manganese, and/or iron. The agreed upon cost of this subtask is $94,434.11.

Summary The Department’s SRP Contract Manager and Geosyntec’s Contract Manager have both agreed to the scope of work and associated costs. Three drilling quotes were obtained for this assessment. The lowest bid will not be used because they do not have availability to meet the field schedule as required by the site redevelopment schedule. The second lowest bid will be used. Due to hotel costs exceeding the allowed $175 nightly limit in Miami, justification for a $207 nightly rate has been included with the CP/LOE. The final cost associated with this TA is $97,370.31. Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by Geosyntec on October 7, 2022, revised October 17, 2022 and the TA Form for BF01B prepared by the Department. The final deliverable for this TA must be received by the Department no later than December 30, 2022.

Former Biscayne Chemical_ASA Fieldwork and ISRP Work Plan Addendum

17 October 2022

Ms. Megan R. Johnson Brownfields and CERCLIS Screening Program Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4535 Room 310-D Tallahassee, FL 32399-2400

Subject: Proposal and Level of Effort/Cost Estimate Form Additional Groundwater Assessment Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015

Dear Ms. Johnson:

We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct additional groundwater assessment activities in accordance with the approved 28 September 2022 Additional Groundwater Assessment Workplan Quality Assurance Project Plan (QAPP). The Former Biscayne Chemical Site (Site) is in a critical redevelopment stage and the purpose of this project is to conduct additional site assessment activities to help support site closure for groundwater impacts to the property being redeveloped under a BSRA into affordable housing. The purpose of the additional groundwater assessment is to provide data for vertical and horizontal delineation of CVOCs, iron, and manganese and for the background study.

This work is being conducted so that portions of the property may be redeveloped by KTLC Biscayne, LLC for the conditional closure of the property with allowance for future residential use. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.

Subtask 1 – Project Management

Subtask 2 – Additional Groundwater Assessment

Ms. Johnson 17 October 2022

The scope of work for conducting the additional groundwater assessment will include the abandonment of 23 monitoring wells, installation of 16 monitoring wells, and groundwater sampling of 38 monitoring wells. Monitoring well details including depths and screen intervals are provided in tabular form in the QAPP.

The 16 monitoring wells will be installed on-Site in the approximate locations shown in Attachment 1 of the QAPP. Monitoring wells will be installed as clusters within the same boreholes, where applicable, using a rotosonic drill rig. Monitoring wells located in clusters PMW- 1, PMW-2, PMW-5, PMW-6, and PMW-7 will be installed inside an 8-inch diameter borehole.

Monitoring wells located in clusters PMW-3 and PMW-4 will installed inside a 10-inch diameter borehole. The site lithology will be documented by evaluation of soil cores from the sonic rig from land surface to the final borehole depth at each well cluster location. Each well will be constructed of 1-inch-diameter polyvinyl chloride (PVC) with a 0.006-inch slotted, PVC screen. A 30-65 grade sand filter pack will be installed from the bottom of each well screen to a height of 2 foot above the top of the screen. Annular space located vertically between filter pack materials for individual well screen intervals will be constructed with bentonite chips. Bentonite will be allowed to hydrate to its expansion volume prior to installing the next well screen and filter pack interval. Filter pack sand and bentonite will be added via tremie pipe. Remaining annular space will be grouted to surface. Cluster wells will be completed in 8” steel manholes set in 2’ x 2’ concrete pads. Shortly after each well is installed, it will be developed until the water produced is sediment free. The top-of-casing elevations on the new wells will be surveyed by a professional land surveyor (PLS) and static depth to water will be measured in each new well and each of the other wells scheduled for sampling to determine the groundwater flow direction at the time of the field investigation.

Groundwater samples will be collected from the newly installed monitoring wells after installation (at least 24 hours after installation and development) and select existing on-Site and off-Site monitoring wells. Multiple QAQC samples will also be collected. The approximate locations of existing on-Site and off-Site monitoring wells are illustrated in Attachment 2 of the QAPP. The monitoring wells will be purged using a peristaltic pump until all field parameters have stabilized within the acceptable ranges as stated in the FDEP Standard Operating Procedures (SOPs) and turbidity is below 20 Nephelometric Turbidity Units (NTU). If the turbidity goal cannot be attained, then five well volumes will be purged prior to sampling.

Groundwater samples and QA/QC samples will be analyzed for CVOCs, Manganese, and/or Iron in accordance with Table 2 of the QAPP. Development and purge water from investigation activities will be containerized as investigation derived waste (IDW) in 55-gallon steel drums and staged on-Site.

Ms. Johnson 17 October 2022

We obtained 3 drilling quotes from Cascade, Earth Tech Drilling, and Groundwater Protection.

We have attached the 3 drilling quotes with this proposal. The second lowest bid (Earth Tech Drilling) will be used and the cost has been included in the level of effort spreadsheet. The lowest bid (Groundwater Protection) will not be used because they do not have availability to meet our field schedule which is being driven by the Site redevelopment schedule. We also received 3 bids for the monitoring well survey and the low bidder was Pulice Land Surveyors. The low bidder (Pulice) will be used and the cost has been included in the level of effort spreadsheet. We received 2 bids for utility locate and the low bidder was GeoTek. We attempted but were unable to obtain a 3rd utility locate bid from Southeastern Surveying. The low bidder (GeoTek) will be used and the cost has been included in the level of effort spreadsheet.

Drill and install 16 wells in 7 boreholes. 4"x6" sonic will be advanced to the depth of each boring. For single wells or double-nested wells, wells will be installed in 6" boring. For quadruple-nested wells, 7" will be advanced to 30' and 8" will be advanced to 15'. Each well will be installed with 1" Sch40 PVC with 5' or 10' of regular .006 slot screen. 30/65 sand will extend 2' above the screen. Bentonite chips (hydrated for an estimated 1 hour) will fill the annulus to the next screen interval. After all screens are installed and sealed with bentonite, the remainder will be grouted with bentonite-cement grout. Complete 4 nests with 2'x2' concrete pad and 8" flushmounts. A jackhammer or concrete saw may be necessary to install the well completions. The other three will be grouted to the surface and have PVC stick up 3' above ground (no formal completion). Develop all wells. Drum all IDW in new 55-gallon drums. Drums will remain on site for disposal by others.

RE: Utility Locating Services – 7 Bore Locations, 690 NW 13th Street, Miami, FL

Mr. Galvin, GeoTek Services is pleased to respond to your request for Utility Locating services at 690 NW 13th Street located Miami, Florida. We will scan up to a 15’ x 15’ area around the seven proposed bore locations with the goal of locating underground utilities.

We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc.

Our deliverable will be crayon, marking paint or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
