3 November 2023
Ms. Brittany Plyer Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Scope of Work and CEF/LOE – Interim Source Removal Work Plan
Magic Cleaners (ERIC_4604) 5850 San Juan Avenue Jacksonville, FL 32236
Dear Ms. Plyer:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW), Level of Effort (LOE), and Cost Estimating Form (CEF) for remediation activities at the Magic Cleaners Site located in Jacksonville, Florida (ERIC_4604). As approved by FDEP, the remedial approach is a combined remedy using shallow soil excavation and soil vapor extraction (SVE) due to challenging site conditions behind the primary Site building. This SOW includes (i) preparing an Interim Source Removal (ISR) Work Plan, (ii) preparing Bid Documents, and (iii) soliciting bids from qualified subcontractors and evaluating the subcontractor bids for selection. A description of task breakdown for field activities and report preparation is provided below. A CEF/LOE is provided as Attachment A.
Subtask 1 – Project Management
Costs associated with this subtask are directly computed.
Subtask 2 – ISR Work Plan, Bid Package Preparation, Bid Walk
This subtask includes costs associated with the preparation of an ISR Work Plan (ISRP) pursuant to Chapter 62-780.525, Florida Administrative Code to address vadose zone soil impacts on- and off-Site, bid documents, and conducting a bid walk. Geosyntec anticipates that the ISRP will detail soil excavations both on- and off-site to treat soils from 0 to 4 feet (ft) below land surface (BLS) and a SVE system on-site to treat soils from 0 to 10 ft BLS, as identified in the August 2023 Site Assessment Report.
ISRP
The ISRP will include the following elements:
A recap of the soil assessment activities and results;
Proposed extents of soil excavations both on- and off-site;
Proposed SVE well layout, including use of existing modified active gas sampling (MAGS) wells, piping layout, construction, operation, and maintenance details;
A process and instrumentation diagram;
SVE well details;
Electrical connection to system;
Trenching cross section details; and Engineering cost estimate for implementation and operation and maintenance (O&M).
To support the preparation of the ISRP, Geosyntec will communicate with the Site owners (on-and off-site) to discuss the design plan and coordinate logistics for a Site visit with the owners (or local representatives, if present) and existing tenants. The objectives of the Site visit are to (i) evaluate interior and exterior access for construction activities, such as trenching for subgrade piping runs or the use of above grade piping along building columns into overhead crawlspaces (or both); (ii) document current Site conditions; (iii) discuss access and logistics for soil excavation and system installation with the Site owners and building tenants; (iv) determine locations for soil stockpiles and the treatment trailer; and (v) evaluate the presence of overhead and underground utilities as part of soil excavation and system installation activities. Due to the complexity of the Site footprint and potential challenges with construction of the system, Blaine Dawson (Project Manager) and Rachel Klinger (Engineer of Record) will conduct the Site visit. Effort has been included for Geosyntec to communicate with the property owners and tenants before and after the Site walk to ensure the proposed design is appropriate (assumed three, 1-hour teleconferences with Blaine Dawson and Rachel Klinger).
Prior to submittal of the ISRP, Geosyntec will provide FDEP with a photo log documenting existing Site conditions and a copy of notes and/or meeting minutes from discussions with the Site owners and building tenants that culminates in an acceptable conceptual design. The conceptual design will be discussed with FDEP during a 1-hour teleconference to facilitate the soil excavation and SVE designs and minimize FDEP comments.
Bid Package Development
Geosyntec will develop and prepare Bid Documents necessary to obtain subcontractor costs to implement the ISR at the Site. The Bid Documents will include the specifications necessary for potential subcontractors (i.e., bidders) to provide a cost to permit, mobilize, and prepare the Site for construction; complete soil excavation, trenching, backfilling, and install the on-site treatment system; and perform Site restoration activities.
The Bid Documents will include:
Instructions for Bidders;
Request for Bids Scope of Work;
Construction Drawings;
Technical Specifications; and Bid Proposal Form.
The Bid Documents and Technical Specifications section will include, but not be limited to, the following elements:
Summary of work;
Description of site conditions, access constraints, overhead and subsurface utilities, and historical soil data, etc.;
Permitting (local, state, federal);
Safety, health, and emergency response requirements;
Site preparation and pre-mobilization activities (e.g., underground utility locating);
Requirements for protection of existing structures, as applicable;
Excavation locations, extents, and specifications;
Trenching locations and specifications;
Conveyance piping and connection specifications;
Backfill specifications;
Electrical connection requirements and electrical subcontractor costs;
Telemetry system connection and operational requirements;
Waste profiling, manifesting, transportation, and disposal requirements; and Site restoration and demobilization requirements.
Bid Walk and Evaluation
Geosyntec will develop a list of up to three qualified soil excavation and SVE Contractors for invitation to the Site to participate in a bid walk. Prior to scheduling the Site visit, Geosyntec will send interested Contractors copies of the ISRP, Bid Documents, and Technical Specifications approved by FDEP. Geosyntec will coordinate the visit with the Site owners and current tenants and will conduct a 1-hour pre-call with each party to provide an overview of the ISRP and allow the owners and tenant to provide input on logistics, layout changes (if Site conditions differ from those at the time of the ISRP), and how to minimize disruptions to local operations. This information will allow for the Site visit to run smoothly and provide the best opportunity for setting clear expectations for the contractors. No additional labor has been included to address requests or changes from the discussions with the owners and tenants during the ISRP preparation.
Blaine Dawson (Project Manager) and Rachel Klinger (Engineer of Record) will attend the Bid Walk.
Geosyntec will respond to requests for additional information (RAIs) submitted by contractors following the Site visit. Geosyntec will review contractor bids and evaluate costs and approaches to identify the best value to FDEP. Geosyntec will submit the Contractor bids, RAIs, bid evaluation, and our recommendation for Contactor selection to FDEP in a separate scope of work for implementation.
