Subject: Scope of Work and Level of Effort System Decommissioning - Soil Vapor Extraction System Classic Cleaners (ERIC_4929) 3307 SE Federal Highway Stuart, Martin County, Florida 34997

Dear Mr. Miller:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and proposed Level of Effort (LOE) for decommissioning and removal of the soil vapor extraction (SVE) system from the Classic Cleaners (Site) (ERIC_4929) located in Stuart, Florida. Recent vapor sampling results demonstrated no rebound of volatile organic halocarbons (VOHs) in the SVE effluent, indicating residual impacts have been reduced below target levels from the vadose zone following three months of cycling the SVE System on/off. The major scope elements are outlined below bu subtask.

SCOPE OF WORK

Subtask 1 – Project Management

Andrew Galvin will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are based on project labor hours.

Subtask 2 – SVE System Decommissioning

This subtask includes labor and expenses to decommission the SVE system including the following:

• Conduct pre-mobilization teleconference with stakeholders, FPL, and Contractor;

Classic Cleaners – System Decommissioning

FR2925K/Classic Cleaners_LOE_System Decommissioning_092622

• Abandon all vapor extraction wells (VEW01 through VEW09) and vapor monitoring points (VMP001 and VMP002). Re-tile flooring to match existing flooring on the interior units as closely as possible;

• Remove all conveyance piping on building exterior;

• Seal exterior building penetrations by repairing stucco;

• Disconnect and remove underground, electrical wiring in conduit from SVE system to temporary power pole (overhead electrical power line disconnected from temporary power pole by Florida Power & Light in September 2022). The underground conduit will be cut and capped below land surface. Cut and remove temporary power pole;

• Remove and dispose of fencing and compound security gate around the SVE trailer. Repair asphalt in parking lot at fence post locations;

• Dispose of all PVC pipe, metal hanging straps, Unistrut, electrical conduit, and other construction material. from the decommissioning activities at proper off-Site landfill; and

• Properly prepare and transport the SVE system to FDEP storage facility in Lakeland, FL.

Action Environmental (Action) was the lowest bidder for decommissioning the SVE system and is the recommended contractor. The decommissioning bids are provided in Attachment A. Action anticipates completing the decommissioning activities in 3 days. Geosyntec will observe the decommissioning activities using one field staff to document the activities performed and final Site conditions.

Subtask 3: Prepare SVE System Decommissioning Report

Geosyntec will prepare a brief letter report that documents the SVE system decommissioning activities. The Report will include the well abandonment logs, disposal material weight tickets and a photographic log of the activities to illustrate the progress of the onsite work and the final disposition of the equipment compound and Site restoration.

Andrew - you can take $1000.00 of the Total for Lakeland delivery. Biggest expense on that line is the purchase of wheels & tires.

Andrew – after further review, we’re concerned that we aren’t a licensed Well Contractor. Working for the FDEP, you’ll need to follow their procedures for well abandonment. 1st criteria is being a licensed Well Contractor to do it. We are a licensed GC but I don’t think that applies. If I’m wrong, then we offer the following:

Abandoning vapor extraction wells VEW01 through VEW09, VMP001, and VMP002.

I have attached some pictures of what some of these wells look like. The manholes will need to be removed and the underground piping will need to be filled with cement/concrete. As shown in the Site layout map attached, VMP001, VMP002, VEW05, and VEW06 are located outside the building. VEW04, VEW01, and VEW07 are located inside a renovated massage parlor. VEW09, VEW03, VEW02, and VEW08 are located inside the drycleaner. After the manholes of VEW09, VEW03, VEW02, and VEW08 are removed and the holes are filled with cement/concrete, the ground surface will need to be retiled to match the existing tile floor (the tile floor inside the drycleaner is shown in the attached photos). There appears to be two or three colors of tile around the wells so an approximate match to any of the existing colors is acceptable.

mailto:ekinley@uestampa.com mailto:AGalvin@Geosyntec.com mailto:AASmith@geosyntec.com mailto:TKafka@Geosyntec.com

LUMP SUM = $10,800.00

Removing and disposing of the above ground piping leading into the SVE unit (See pictures attached). These pipes will need to be filled with cement/concrete and cut down to ground surface. All electrical conduits leading from the meter on the power pole to the SVE unit will need to also be removed.

LUMP SUM = $6,500.00 (Licensed Electrician & coordination with FP&L needed)

Removing and disposing of the gate, fence, and fence poles around the SVE trailer (See pictures attached).

LUMP SUM = $1,700.00

Transporting the SVE system trailer (shown in pictures attached) to the FDEP storage facility in Tallahassee, FL. The SVE system trailer currently does not have wheels so these will need to be provided.

LUMP SUM = $3,250.00

TOTAL = $22,250.00

We’ll be available within 90 days to complete this job. Note the Well Abandonment note above.

Subject: Quote request for SVE system decommissioning at Classic Cleaners

Good afternoon, I would like to request a quote for the decommissioning of the SVE System at the Classic Cleaners Site located at 3307 SE Federal Highway, Stuart, FL. This will consist of the following:

Removing and disposing of the above ground piping leading into the SVE unit (See pictures attached). These pipes will need to be filled with cement/concrete and cut down to ground surface. All electrical conduits leading from the meter on the power pole to the SVE unit will need to also be removed.

Removing and disposing of the gate, fence, and fence poles around the SVE trailer (See pictures attached).

Transporting the SVE system trailer (shown in pictures attached) to the FDEP storage facility in Tallahassee, FL. The SVE system trailer currently does not have wheels so these will need to be provided.

Please let me know if you have any questions.
