About this file
Summary
This document package consists of Task Assignment (TA) DC011B executed under Contract HW683 between the State of Florida Department of Environmental Protection (FDEP) and Geosyntec Consultants, Inc. The task assignment was issued on January 26, 2023, with a completion date of April 30, 2023, for groundwater monitoring services at the former Scott's Custom Cleaners facility located at 2454 McMullen Booth Road, Suite 205, Clearwater, Florida (Project Number ERIC_5307). Brittany Plyler serves as the FDEP Project Manager, while Fabio Fortes represents Geosyntec as the contractor's project manager.
The task assignment authorizes Geosyntec to conduct annual groundwater monitoring comprising three subtasks: (1) project management calculated at 13 percent of direct labor costs; (2) collection of nine groundwater samples from specified monitoring wells (MW002, MW-7, MW-8, MW-9, MW-11, MW-13, MW-14, MW-17, and MW-19) for laboratory analysis of volatile organic halocarbons using EPA Method 8260B; and (3) preparation of a signed and sealed groundwater monitoring report including field forms, data tables, and updated figures. The total task assignment value is $10,273.14, calculated on a fixed unit rate basis. This amount includes 70 labor hours, vehicle rental ($240), laboratory analytical costs ($657), sample shipping ($150), field equipment ($760), investigation-derived waste disposal ($110), and a completion fee. The single invoice milestone requires submittal and FDEP approval of the groundwater monitoring report and investigation-derived waste manifest by March 24, 2023, for payment of the full contract amount.

Subject: Annual Groundwater Monitoring SOW/LOE Scott’s Custom Cleaners, Inc. (ERIC_5307) 2454 McMullen Booth Road, Suite 205 Clearwater, Florida
Dear Ms. Plyler, Geosyntec Consultants, Inc. (Geosyntec) has prepared the following scope of work (SOW) and proposed level of effort (LOE) to perform annual groundwater monitoring at the former Scott’s Custom Cleaners, Inc. facility (herein, the “Site”) located in Clearwater, Florida. Geosyntec prepared this SOW to update groundwater analytical results since the existing data is over 270 days old (groundwater samples were last collected in November 2021). A copy of the CEF and LOE is provided as Attachment A.
A description of task breakdown for groundwater sampling activities and report preparation is provided below.
Subtask 1 – Project Management
Fabio Fortes will be the Geosyntec Project Manager. His labor hours are directly computed.
Subtask 2 – Annual Groundwater Monitoring
Geosyntec will collect groundwater samples from 9 accessible groundwater monitoring wells.
Prior to groundwater sampling, Geosyntec will gauge and record the depth-to-water (DTW) from 16 surficial aquifer monitoring wells within a 24-hour period, including from 6 wells that are not anticipated to be sampled during this event. Additional effort is included for the PM to visit the site on the first day to locate the monitoring wells, many of which are hidden/obscured within heavy overgrowth along a ravine leading to a retention pond and creek. Geosyntec will collect a total of 9 groundwater samples from MW002, MW-7, MW-8, MW-9, MW-11, MW-13, MW-14, MW-17, and MW-19. Geosyntec assumes that a peristaltic pump will be used to collect
Scott’s Custom Cleaners
FR3305E/Scotts Custom Cleaners (ERIC_5307)_SOW_GW Sampling groundwater samples from the superficial monitoring wells, consistent with previous sampling events. Field activities will be conducted in accordance with the FDEP Standard Operating Procedures.
Surficial aquifer monitoring wells MW-1, MW-10, MW-12, MW-16, MW-18, MW-20, and MW- 21 and Upper Floridan aquifer monitoring wells (DMW-1 through DMW-2) will not be sampled during this event because of the absence of exceedances of Groundwater Cleanup Target Levels (GCTL) during the last three annual groundwater sampling events (see Figures 1 and 2).
Groundwater samples will be submitted under chain of custody protocol for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental Protection Agency Method 8260B. Table 1 summarizes the annual groundwater monitoring plan for 2022.
Investigation Derived Waste (IDW) Management
Based on previous sampling events, it is estimated that purge water generated during sampling activities will be containerized in one, 55-gallon drum. Geosyntec also assumes the existing waste characterization analytical results can be used for disposal investigation-derived waste (IDW). Bid costs prepared by the waste disposal companies are summarized in the following table and included in Attachment B. Based on the bids, Geosyntec recommends selecting Erwin to haul and dispose of IDW generated during monitoring activities.
Non-Hazardous Water (Per 55-gal. drum) Clark Environmental $50 + $60 + $30 = $140 Erwin Remediation $110
Universal Environmental Solutions $125
Subtask 3 – Groundwater Monitoring Report
Geosyntec will submit a Groundwater Monitoring Report that will be signed and sealed by a licensed Florida engineer or geologist and include field forms and updated tables and figures. The field forms will consist of groundwater sampling, calibration, and DTW logs generated on-Site during the sampling activities. The tables will include (i) DTW measurements, (ii) groundwater analytical results for VOHs, and (iii) geochemical field parameters. The figures will include (i) Site map, (ii) groundwater elevation contours in the surficial aquifer, and (iii) groundwater analytical results in the surficial aquifer.

Invoice and Deliverable Schedule
Please note the following schedule is contingent on FDEP review and approval of this SOW/LOE within two weeks of submittal. We have tentatively scheduled groundwater sampling for the week of 01/23/2023.

CLOSURE
As always, it is a pleasure to work with the FDEP. If you require any additional information or have any questions, please contact Fabio Fortes at 703-606-8538.
