Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE SVE System Decommissioning Vick’s Cleaners, Inc.

302 Gulf Breeze Parkway Gulf Breeze, Santa Rosa County, Florida

FDEP ID ERIC_5421

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared the following scope of work (SOW) and proposed level of effort (LOE) to perform decommissioning of the soil vapor extraction (SVE) system at the Vick’s Cleaners (herein, the “Site”) located in Gulf Breeze, Florida. This SOW/LOE also includes transportation of the SVE system from Vick’s Cleaners to Jacksonville, Florida for eventual use at the Normandy Station site.

Subtask 1 – Project Management

Kyle Carlton, P.G. will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.

Subtask 2 – SVE System Decommissioning

This subtask includes labor and expenses to decommission the SVE system and includes the following:

• Disconnection of the SVE system from 2-inch conveyance piping to VEWs;

• Abandonment of five vapor extraction wells (i.e., VEW01 to VEW05) by grouting in-place, and returning surface to match original;

• Disconnection of power connection from the power meter and removal of electrical conduit

(to be performed by a licensed electrician).

• Removal of above ground 2-inch extraction hoses and piping;

• Removal of chain link fence and gate surrounding the SVE system;

• Removal and disposal of one carbon drum;

• Removal of SVE exhaust stack; and

• Transportation of SVE system to Jacksonville, Florida.

Geosyntec submitted bid requests to three Contractors and received two bids for the decommissioning scope of work (one bidder declined to bid). Walker-Hill Environmental (WHE) was the lowest bidder for decommissioning the SVE system and is recommended to complete the SOW. The bids are provided in Attachment B. WHE anticipates the decommissioning activities can be completed in 2 days (8 hrs per day). Geosyntec proposes using one field staff to provide oversight throughout the duration of the decommissioning activities.

Geosyntec will prepare a brief letter report that documents the SVE system decommissioning activities and includes a photographic log of the activities.

Invoice and Deliverable Schedule

FDEP reviewed and approved the ISR plan for Normandy Station on March 18, 2024 and agreed that re-use of the SVE system from Vicks was appropriate at Normandy Station (and thereafter at Magic Cleaners, also in Jacksonville). Geosyntec requests FY25 funding to appropriate budget to move the SVE system once FY26 funding is allocated to implement SVE/Construction/Installation at Normandy Station. As a result, the SVE system would likely not be relocated until early 2026.

Subtask Deliverable Deliverable Date Invoice Amount

1, 2 Submittal of Decommissioning Letter Report with photographs 3/31/2026 $13,212.37

Total $13,212.37 The above schedule assumes that Geosyntec is tasked for this SOW by June 30, 2025.

CLOSURE

As always, it is a pleasure to work with the FDEP. If you require any additional information or have any questions, please contact us at 850.483.5112.
