Subject: Scope of Work and CEF/LOE – Site Assessment

Greater Tampa Cleaners 8408 North Armenia Avenue Tampa, Florida 33604 FDEP Site ID No. ERIC_4774

Dear Ms. Plyer:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work, Cost Estimating Form (CEF), and Level of Effort (LOE) for Site assessment activities at the Former Greater Tampa Cleaners (“Site”) located in Tampa, Florida (ERIC_4774). Geosyntec prepared this LOE based on Geosyntec’s March 14, 2023 Site Assessment Work Plan (SAWP), approved by the Florida Department of Environmental Protection (FDEP) based on comments provided in June 2023. A task description breakdown for Site assessment field activities and report preparation is provided below. A CEF/LOE is provided as Attachment A.

Geosyntec obtained three bids from licensed and qualified contractors for utility locating, drilling, and investigation derived waste (IDW) transportation and disposal. A cost comparison is provided in Attachment B. Geosyntec recommends the following subcontractors based on lowest cost among the qualified bidders:

• Underground utility locating – GeoTek Services, LLC

• Drilling for direct-push technology (DPT) groundwater sampling and monitoring well installation – Preferred Drilling Solutions (PDS)

• Concrete coring – PDS

• IDW transportation and disposal – Erwin Remediation, Inc.

Geosyntec recommends that SurvTech Solutions, Inc. provides professional surveying services of the eight (8) monitoring wells (one existing and seven proposed for installation). Geosyntec will http://www.geosyntec.com/ subcontract PDS to core the locations proposed for soil sampling and modified active gas sampling (MAGS). Copies of the bids from each subcontractor are included in Attachment B.

The figures and Table 1 from the SAWP have been revised to reflect FDEP’s comments and are included in Attachment C.

Subtask 1 – Project Management

Costs associated with this subtask are directly computed.

Subtask 2 – DPT Investigation and Monitoring Well Installation

This subtask includes costs to conduct a private utility locate, DPT groundwater sampling, DPT soil sampling, and monitoring well installation during a single mobilization. These activities are summarized below.

Private Utility Locate

Geosyntec personnel will mobilize to the Site to oversee a private underground utility survey.

Identified utilities inside and around the Site building will be mapped by Geosyntec staff using a Global Position System (GPS) unit following the private underground utility survey. As a cost savings, Geosyntec assumes that the locator will also scan each location proposed under Subtask 3 for underground utilities while on-Site.

Lithologic Soil Borings and DPT Groundwater Sampling

Geosyntec will mobilize to the Site to oversee the advancement of two (2) lithologic soil borings (LSB001 and LSB002) using a DPT drill rig to a depth of approximately 50 feet (ft) below land surface (BLS; or refusal, whichever comes first) to characterize the Site-specific lithology.

Geosyntec proposes to advance LSB001 north of the Site building in the back parking lot near the location of the former boiler (Figure 4). LSB002 is proposed south of the Site building and the former drycleaning machine (Figure 4). These data will be used to assist in the evaluation of DPT groundwater sampling intervals and better identify the depth to limestone at the Site.

A hand auger will be used to collect lab analytical samples at LSB001 and LSB002 from the following intervals: 0 to 0.5, 0.5 to 2, 2 to 4, and 4 to 6 ft BLS (or the water table if encountered shallower than 6 ft BLS). The depth of each soil boring may be adjusted based on the observed depth to water encountered during soil boring completion. The soil samples will be analyzed using United States Environmental Protection Agency (EPA) Method 8260 (full list) for volatile organic compounds (VOCs) by a state of Florida certified, National Environmental Laboratory

Accreditation Program (NELAP) approved fixed-based laboratory. At each soil sample location, a 25-gram, Encore sample will be collected to evaluate soil leachability. The Encore samples will be placed on hold with the analytical laboratory. If leachability criteria for constituents are exceeded in soil sample(s), and concentrations are below the Residential Soil Cleanup Target Level (SCTL), Geosyntec will inform FDEP and request approval to instruct the analytical laboratory to analyze the corresponding Encore sample using the Synthetic Precipitation Leaching Procedure (SPLP). For budgetary purposes, it is assumed that approximately half of the proposed soil samples (4) will be analyzed by SPLP for VOCs.

Geosyntec will also collect groundwater samples using DPT at 12 locations (DPT001 through DPT012) as shown on Figure 5 of the SAWP included in Attachment C. Groundwater samples will be collected at 4-ft intervals approximately every 10 ft (i.e., 6 to 10, 16 to 20, 26 to 30 ft, and 36 to 40 ft BLS) to an estimated 40 ft BLS or refusal, whichever comes first. Sampling depths may be adjusted based on the results from LSB001 and LSB002. Groundwater samples will be submitted to a NELAP-approved fixed-based laboratory and analyzed for VOCs by EPA Method 8260 (full list).

Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from the DPT groundwater samples. If fixed-based laboratory analytical results of DPT groundwater samples indicate that additional groundwater sampling will be required for delineation of groundwater impacts, Geosyntec will propose additional sampling locations and corresponding depths and/or monitoring wells.

Monitoring Well Installation

Seven (7) monitoring wells (MW002 through MW008) will be installed at the approximate locations shown on Figure 5 and Figure 6 of the SAWP included in Attachment C. Monitoring well MW002 will be installed using a hand auger and constructed of 2-ft of 1-inch diameter Schedule 40 polyvinyl chloride (PVC) riser and 5-ft of 1-inch diameter Schedule 40 PVC pre-packed well screen. This monitoring well will be screened from approximately 3 to 8 ft BLS.

Monitoring wells MW003 through MW008 will be installed using the hollow stem augur drilling method and constructed of 2-inch diameter Schedule 40 PVC with 0.010-inch slotted well screen.

Well screen intervals for water-table monitoring wells MW003 through MW006 and MW008 will be based on the lithologic data observed during the LSB001 boring installation and measured depth to water in existing monitoring well MW-1. However, it is assumed that the water-table monitoring wells will be screened similarly to MW-1 (i.e., from 3 to 13 ft BLS). Monitoring well MW007 will be screened from 25 to 35 ft BLS.

The new water-table monitoring wells will be installed with a filter pack consisting of 20/30 silica sand placed around the well screen to approximately 0.5-ft above the top of the screen, followed by at least a 1-ft thick, bentonite seal. The remaining annular space will be grouted to land surface with Portland Cement Type I/II and monitoring wells will be completed at the surface with a flush-mount 8-inch diameter manhole and a locking monitoring well cap. The monitoring wells will be developed until the discharge is relatively sediment-free. The top-of-casing elevation and horizontal coordinates of each monitoring well will be measured by a Florida-licensed professional surveyor at part of Subtask 4.

Geosyntec assumes source water for decontamination that is pre-screened for per- and polyfluoroalkyl substances (PFAS) will not be required to complete this work.

The top-of-casing elevation and horizontal coordinates of each monitoring well will be measured by a Florida-licensed professional surveyor as part of Subtask 4.

Field Deliverable and Draft Summary Figure

Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from DPT groundwater samples. These data will be provided to FDEP for evaluation. Data gaps will be addressed during Subtask 5, if warranted.

Subtask 3 – Soil Sampling and Modified Active Gas Sampling

This subtask includes costs to conduct hand auger soil sampling and MAGS. These activities are summarized below and are anticipated to be performed during a single mobilization.

Concrete Coring

Geosyntec personnel will observe coring activities within the Site building by PDS. PDS will core the concrete at locations SB001 through SB003, MAGS001 through MAGS006, and VMP001.

Soil Sampling

Soil samples will be collected at 10 locations (SB001 through SB003, MAGS001 through MAGS006, and VMP001) shown on Figure 4 included in Attachment C to identify the location of potential source area(s). A hand auger will be used to collect samples from the following intervals: 0 to 0.5, 0.5 to 2, 2 to 4, and 4 to 6 ft BLS (or the water table if encountered shallower than 6 ft BLS). The depth of each soil boring may be adjusted based on the observed depth to water encountered during soil boring completion.

The soil samples will be analyzed using EPA Method 8260 (full list) for VOCs by a state of Florida certified, NELAP-accredited fixed-based laboratory. At each soil sample location, a 25-gram, Encore sample will be collected to evaluate soil leachability. The Encore samples will be placed on hold with the analytical laboratory. If leachability criteria for constituents are exceeded in soil sample(s), and concentrations are below the Residential SCTL, Geosyntec will inform FDEP and request approval to instruct the analytical laboratory to analyze the corresponding Encore sample using the SPLP. For budgetary purposes, it is assumed that approximately half of the proposed soil samples (20) will be analyzed by SPLP for VOCs.

Geosyntec assumes source water for decontamination that is pre-screened for PFAS will not be required to complete this work.

Exterior soil samples will be surveyed with a GPS. Interior sampling locations will be transcribed using as-builts based on Site features.

MAGS Well Installation

Six (6), 2-inch diameter Schedule 40 PVC MAGS wells (MAGS001 through MAGS006) will be installed at the approximate locations shown on Figure 4 included in Attachment C by hand auger to a depth of approximately 5 ft BLS (i.e., 1-ft above the anticipated depth to groundwater). Each MAGS well will be installed with approximately 1-ft of 1-inch diameter Schedule 40 PVC riser and 4-ft of 2-inch diameter Schedule 40 PVC screen slotted at 0.01-inches extending from approximately 1 to 5 ft BLS. A 20/30 silica sand filter pack will be placed from the bottom of the boring to the top of the well screen. The remaining annular space will be grouted to just below the top of casing. A temporary grout patch will be placed on top of a PVC cap that will be placed on each well to match existing grade and protect the well following installation and testing. Exterior MAGS locations will be surveyed with a GPS. Interior sampling locations will be transcribed using as-builts based on Site features.

Five (5), 1-inch diameter Schedule 40 PVC vapor monitoring points (VMPs; VMP001 through VMP005) will be installed at the approximate locations shown on Figure 4 included in Attachment C using a hand auger to a depth of approximately 5 ft BLS (or 1-ft above the anticipated depth to groundwater). Each VMP will be installed with approximately 1-ft of 1-inch diameter Schedule 40 PVC riser and 4-ft of 1-inch diameter Schedule 40 PVC screen slotted at 0.010-inches extending from approximately 1 to 5 ft BLS. A 20/30 grade silica sand filter pack will be placed from the bottom of the boring to the top of the VMP screen. The remaining annular space will be grouted to just below the top of casing. A temporary grout patch will be placed on top of a PVC cap that will be placed on each well to match existing grade and protect the VMP following installation and testing. VMP locations will be transcribed using as-builts based on Site features.

Quotes for MAGS supplies are included in Attachment D.

MAGS Testing

Each MAGS well will be tested for a period calculated to remove one, 10 to 15-ft radius of soil vapor volume using a blower. The test duration is expected to range between 0.5 and 1 hour. The vacuum and flow rates used at each MAGS well will be based on the results of a step test at one interior location. The step test will include a minimum of three steps at increasing vacuums to evaluate optimum air flow rates. Vacuum will be monitored at adjacent MAGS wells, VMPs, and monitoring wells (see Subtask 2) at approximate 15-minute intervals, as practical, during MAGS testing.

During testing, soil vapor will be monitored with an organic vapor analyzer equipped with a photoionization detector (PID) utilizing a 10.6 electronic volt lamp. Soil vapor samples (6 total) will be collected at the end of each MAGS test using a batch-certified “clean” Summa canister provided by the analytical laboratory. The soil vapor samples will be sent to a fixed-based, NELAP-approved laboratory for analysis of VOCs by the TO-15 method.

Field Deliverable and Draft Summary Figures

Geosyntec has included costs to generate one table and four figures that summarize VOC laboratory analytical results from soil samples and one figure and table that summarize VOC laboratory analytical results from MAGS samples. These data will be provided to FDEP for evaluation. Data gaps will be addressed during Subtask 5, if warranted.

Subtask 4 – Monitoring Well Sampling and Surveying

This subtask includes costs to collect groundwater samples from the one (1) existing and seven (7) newly installed monitoring wells and oversee a professional survey. These activities are summarized below.

Monitoring Well Sampling

Subtask 4 includes costs for Geosyntec personnel to mobilize to the Site to conduct groundwater sampling activities of Site monitoring wells. Prior to sampling, depth to water measurements will be collected to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with FDEP Standard Operating Procedures (SOPs). The samples will be stored on ice and shipped to a NELAP-approved, fixed-based analytical laboratory under chain of custody for analysis under standard turnaround times. The groundwater samples will be analyzed for VOCs by EPA Method 8260 (full list).

Screening for PFAS has been authorized by FDEP for up to five (5) monitoring wells under a separate task assignment (HW028A). Therefore, the cost for PFAS analysis is not included in this proposal.

Monitoring Well Survey

This subtask includes costs for a Florida professional land surveyor to survey the horizontal coordinates, top of casing elevations, and ground surface elevations of the one (1) existing and seven (7) newly installed monitoring wells. Cost has been included for Geosyntec to oversee the survey.

Field Deliverable and Draft Summary Figure

Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from groundwater monitoring well samples. These data will be provided to FDEP for evaluation. Data gaps will be addressed during Subtask 5, if warranted.

Subtask 5 – Preliminary Data Review Teleconference

This subtask includes time to prepare for and conduct a teleconference with FDEP to discuss the Subtask 2, Subtask 3, and Subtask 4 results. If warranted and agreed upon during the teleconference, additional assessment activities may be proposed to complete Site assessment under Chapter 62-780, FAC. Presumptive remedies, if warranted, will also be discussed during this teleconference.

Subtask 6 – IDW Management

This subtask includes costs associated with the transportation and disposal of IDW generated as part of Site assessment activities. The soil and liquid IDW will be containerized in new 55-gallon drums and staged on-Site at a location designated by Geosyntec. It is estimated that the following number of drums will be generated as part of each subtask.

Number of Drums Subtask 2 – DPT Soil and Groundwater Sampling, and Monitoring Well Installation 20

Subtask 3 – Soil Sampling and MAGS 2 Subtask 4 – Monitoring Well Sampling 1 Total Drums for All Subtasks 23

The IDW will be sampled prior to profiling. One composite liquid and one composite soil sample will be collected ana analyzed for VOCs and metals using the Toxic Characteristic Leaching Procedure. Geosyntec will review the waste characterization profile and IDW manifests prepared by the selected waste hauler. Geosyntec will coordinate disposal arrangements for up to 23 drums of non-hazardous IDW. Analytical costs are included to establish the soil and groundwater profiles required by the selected waste hauler. We have assumed field oversight of the drum pickup is not necessary.

Subtask 7 – Site Assessment Report

Following completion of field activities, Geosyntec will proceed with the preparation and submittal of a Site Assessment Report (SAR) documenting assessment activities and summarizing analytical results. This subtask includes costs to generate a SAR that summarizes the analytical results of the assessment activities outlined above and complies with the requirements of Chapter 62-780.600, FAC. The costing included in the CEF/LOE includes the following figures:

• USGS Site Topographic Map,

We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings, or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, curbing, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Thanks Olivia, our quote for the investigation would $1400. This is based on the assumption that the work can be done during normal business hours, M-F and that an AutoCAD site to document the study results is not required.

Appreciate the opportunity and let me know if you need a formal proposal.

SITE LINES LLC PROPOSAL

SITE LOCATION

Greater Tampa Cleaners Site – 8408 North Armenia Avenue, Tampa, FL

PROPOSED SCOPE OF WORK

Site Lines (“Company”) will use Ground Penetrating Radar (GPR) and conventional electromagnetic (EM) pipe and cable locators to determine the location of underground utilities at the site identified by Geosyntec (“Client”). Of specific concern is the utilities within a 10-foot radius of approximately 34 proposed sample locations.

RESULTS OF THE INVESTIGATION

The estimated depth and location of utilities identified during the investigation will be marked on the ground surface using spray paint or other method to be agreed upon by the parties. The American Public Works Association Uniform Color Codes for the marking of underground utilities will be used.

PROJECT FEE

The fee to complete the project as described within this proposal is: Eight Hundred Dollars [$800.00].

Client shall pay Company in full within thirty (30) days of the invoice date, unless the parties have agreed to another payment arrangement in writing. If during the investigation, Company determines that the goals of the project cannot be achieved with the resources available to Company, Company will notify Client as soon as reasonably possible. Under such circumstances, Company will charge Client only for time expended and materials used to date.

CLIENT REQUIREMENTS

Client is responsible for all site access, maintenance of traffic (MOT), site clearing and/or any other logistical considerations necessary to conduct the utility locate.

Client will also provide all pertinent maps of the project site, including those that show the boundaries of the utility locate, pertinent landmarks, and known utilities (if available). Company is not a substitute for Chapter 556, Florida Statutes.

Accordingly, Client is responsible for calling Sunshine State One Call of Florida

(811) before undertaking any invasive activities, whether through Company, any other entity, or on its own.

DESCRIPTION OF COMPANY INVESTIGATION AND LIMITATIONS

A GSSI SIR-4000 GPR system will be used with a 900, 400, or 270 megahertz antenna configuration depending on site conditions and desired targets. The GPR will assist in locating nonmetallic and metallic utilities. Physical surface conditions, subsurface conditions and technical limitations effect the ability of GPR to resolve targeted utilities and/or subsurface structures. Depth and/or diameter of the utility, soil type, moisture/ionic content of the soil, and electrical properties of the soil compared to that of the utility can prevent the GPR from identifying utilities at the site. The diameter of a utility cannot be determined by GPR data. Estimated depths of utilities are directly affected by soil conditions and the material of the utility. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities.

An RD 8000 will be used for the EM survey. Electromagnetic induction which transmits a signal directly into the desired target and passive power detection which locates naturally occurring magnetic fields in energized lines will be identified by detecting and following the signals with a receiver. The EM survey will assist in finding only metallic utilities. The magnetic field and/or induced signal should emanate from the target in a circular geometry. When this occurs, the receiver will receive its peak signal directly above the target. However, when metallic utilities are running near each other, or there is environmental interference from fences, cars or overhead power lines, the signal can become distorted and the peak no longer can be directly over the utility. Care must be taken when doing any invasive work around the utilities.
