Fmr Rucks Park Brownfield Site QAPP+HASP 1
25 November 2024
Ms. Megan Johnson, Project Manager Mr. Scott L. Sweeney, Environmental Manager Brownfields and CERCLA Site Screening Division of Waste Management Florida Department of Environmental Protection 2600 Blair Stone Road Tallahassee, FL 32399-2400
Subject: Cost Proposal for Preparing a Quality Assurance Project Plan and Health and Safety
Plan for the Former Rucks Park Brownfield Site, 13760-13780 NE 5th Avenue, North Miami, Florida 33168.
Brownfield ID #1314003001 DERM Facility ID No. IW5-8624/File-8022
Dear Ms. Johnson and Mr. Sweeney:
Geosyntec Consultants, Inc. (Geosyntec) is pleased to submit this proposal and Cost Estimate/Level of Effort (CEF/LOE) for preparing a Quality Assurance Project Plan (QAPP) and Health and Safety Plan (HASP) for the Former Rucks Park Brownfield Site in North Miami, Florida (the “Site”). The Site is currently under a Brownfield Site Rehabilitation Agreement (BSRA) with the City of North Miami and Miami-Dade County Division of Environmental Resources (DERM). The property was recently transferred to Magellan Housing for redevelopment into affordable housing and green space. As per the BSRA, the new owner shall assume all the obligations of completing the environmental assessment and remedial actions necessary for redevelopment.
BACKGROUND
The Site consists of approximately six acres of land formerly occupied by the Rucks Wastewater Treatment Plant and is bounded to the north by NE 139th Street, to the south by NE 137th Street, to the west by NE 4th Avenue and adjacent residences and to the east by NE 5th Avenue in North Miami, Florida (Figure 1).
As per the BSRA, the Site is divided into specific areas based upon historic land uses:
• Sludge Area
• Street Sweeping Area
• Nursery Area
• Underground Storage Tank (UST) Area
Ms. Johnson and Mr. Sweeney 25 November 2025
Fmr Rucks Park Brownfield Site QAPP+HASP
There are also other offsite areas identified as Miami-Dade County (MDC) Stormwater Pump Station to the west that have been in included in the assessment efforts.
Previous assessments identified pesticides, petroleum and other chemicals of concern [COCs) including Arsenic, Dieldrin, Lead, Benzo(a)pyrene (BaP), and Ammonia that exceed the applicable Soil Cleanup Target Level (SCTL) and/or the Groundwater Cleanup Target Level (GCTL) per Chapter 62-780, F.A.C.
Total and fecal coliforms have also been detected historically in groundwater exceeding the DERM criteria.
COCs have been found offsite, primarily on properties west of the Site, including the MDC Stormwater Pump Station, residential homes, and roadways. Soil and groundwater contamination along the western boundary and offsite to the west requires further delineation and remediation as part of redevelopment.
The QAPP will detail the soil and groundwater sampling required to define the extent of contamination and outline the specific procedures, standards, and quality control measures for the site assessment, while the HASP will address worker and public safety during the investigation.
The associated scope of work consists of the following tasks:
Subtask 1 – Project Management
This subtask includes effort for overall Project Management.
Subtask 2 – QAPP and HASP
Under this subtask, Geosyntec will prepare a QAPP and HASP for contamination delineation at the Site.
The QAPP will describe in comprehensive detail the necessary quality assurance (QA), quality control (QC), sampling procedures and other technical activities that must be implemented to ensure that the results of the work performed will satisfy the stated performance criteria. The site-specific HASP will include a task-specific health and safety analysis to identify task-specific hazards, hazard controls, and monitoring and safety requirements for field related activities at the Site.
DERM recently (4 November 2024; attached) provided comments on the Site Assessment Report Addendum (SARA; Geosyntec 20241), which will guide the development of the QAPP. The CEF/LOE allocates time and budget for preparing an updated sampling map, encompassing additional soil borings, monitoring wells, and soil and groundwater sampling to complete the contamination delineation. While off-site access agreements may be required, we anticipate addressing this in the subsequent phase, which involves field work and reporting. Additionally, we've scheduled a meeting with Florida Department of Environmental Protection (FDEP), DERM, and Goldstein Environmental Law Firm (GELF) to discuss
