Subject: Negotiation Summary

HW683 DC008B

This Task Assignment authorizes Geosyntec to prepare an Interim Source Removal (ISR) Workplan for the Concord Cleaners #045.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2 – Refinement of Soil Excavation Volume:

This subtask includes costs associated with conducting additional soil sampling activities to refine the limits of the proposed excavation presented in the ISR Workplan. Soil samples will be collected from up to 12 soil boring locations. Each soil boring will be advanced to a maximum depth of 16 feet below land surface (ft bls) with continuous soil cores collected using DPT. A total of 56 discrete soil samples will be collected from select soil borings as presented (0 to 2 ft bls) and (>2 ft bls). To support the expedited project timeline, Geosyntec has included costs to analyze the total VOH soil samples on a 3-day turnaround time. An additional soil sample will be collected at each location for VOH analysis following the synthetic precipitation leaching procedure (SPLP). The SPLP samples will only be analyzed by the laboratory if the total VOH results indicate exceedances of the leachability based SCTL.

Subtask 3 – Interim Source Removal Workplan:

This subtask includes costs associated with preparation of an ISR Workplan that will be signed and sealed by a licensed Florida engineer.

The ISR Workplan will include recommendations for excavation cut lines as well as document the soil sampling activities conducted as part of Subtask 2. FDEP GIS tables and ADaPT deliverables will be submitted with the report.

Subtask 4 – Bid Package Development:

This subtask includes costs associated with preparation of a Bid Specification Package that includes instructions to bidders, technical specifications, bid sheet, and construction drawings.

Subtask 5 – Site Walk and Bid Evaluation:

Printed on recycled paper.

MEMORANDUM

March 25, 2022 Page Two

This subtask includes costs associated with hosting a mandatory on-site, pre-bid meeting and site walk with prospective contractors in order to reduce requests for additional information and expose prospective bidders to the challenges of the proposed ISR activities.

Subtask 6 – ISR Preparation Teleconferences:

This subtask includes costs associated with preparing for and conducting teleconferences between Geosyntec, FDEP, and the property owners to discuss project design, timeline, and implementation. These referenced teleconferences account for those beyond what is typically accounted for in Project Management time for conducting such activities due to the expedited nature of this project. Additional effort has been included to support FDEP in preparing and executing an excavation agreement with the property owners.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $52,337.48 with 240 labor hours.

Geosyntec may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Subject: 2022 ISR Workplan Scope of Work/Level of Effort Concord Cleaners #045 (ERIC_4870) 1940-77 North Monroe Street Tallahassee, Leon County

DC008B

Dear Mr. Miller, Please find attached Geosyntec’s Scope of Work and proposed Level of Effort (LOE) for preparing an Interim Source Removal (ISR) Workplan for the Concord Cleaners #045 (Site) (Facility ID ERIC_4870) located in Tallahassee, Florida. A summary of the costs associated with the attached LOE is provided below.

Subtask 1 – Project Management

Subtask 2 – Refinement of Soil Excavation Volume: This subtask includes costs associated with conducting additional soil sampling activities to refine the limits of the proposed excavation presented in the ISR Workplan. Soil samples will be collected from up to 12 soil boring locations, as shown on Figure 1. Each soil boring will be advanced to a maximum depth of 16 feet below land surface (ft bls) with continuous soil cores collected using DPT. A total of 56 discrete soil samples will be collected from select soil borings as presented on Figure 2 (0 to 2 ft bls) and Figure 3 (>2 ft bls). Lithology will be described at each soil boring location. Each soil sample will be analyzed for the presence of total VOHs via Environmental Protection Agency (EPA) Method 8260 by a state of Florida certified, National Environmental Laboratory Accreditation Program (NELAP) accredited fixed-based laboratory.

Laboratory data will be discussed with and approved by FDEP prior to initiating analysis of the SPLP samples. Geosyntec has assumed that half of the collected samples (~28) will require SPLP

Mr. Evan Miller 25 March 2022 testing. Costs associated with samples not analyzed following SPLP will be reimbursed to FDEP through a TACO at the conclusion of soil assessment activities.

Though Preferred Drilling Solutions was the low bidder, they are not available until 16 May 2022, which is later than desired by FDEP. The next lowest bidder, Stidham & Associates (S&A), is available beginning on 4 April 2022. Due to project time constraints, Geosyntec recommends selecting S&A to conduct the DPT soil sampling activities. S&A has estimated 2 days to collect the soil samples assuming removal of the flowable fill. We have budgeted for two staff in the field to collect and process the samples in an effort to reduce subcontractor time on Site.

Soil and decontamination water generated during soil sampling activities will be placed in 55-gallon drums and characterized for off-site disposal. It has been assumed that two drums of non-hazardous soil and one drum of non-hazardous water will be generated during the soil sampling activities. New non-hazardous waste profiles will need to be generated for this waste to manifest and properly dispose of off-site. The collected soil data will be sufficient for the soil profile development and one liquid waste profiling sample will be collected from the liquid drum(s) for waste characterization. Hulls Environmental has been selected as the low bid waste hauling subcontractor.

Subtask 3 – Interim Source Removal Workplan: This subtask includes costs associated with preparation of an ISR Workplan that will be signed and sealed by a licensed Florida engineer. The ISR Workplan will include recommendations for excavation cut lines as well as document the soil sampling activities conducted as part of Subtask 2. FDEP GIS tables and ADaPT deliverables will be submitted with the report.

Subtask 4 – Bid Package Development: This subtask includes costs associated with preparation of a Bid Specification Package that includes instructions to bidders, technical specifications, bid sheet, and construction drawings. The bid package will be distributed to a minimum of 3 qualified contractors to complete the interim source removal activities. The site walk will be mandatory for contractor bids to be accepted.

Subtask 5 – Site Walk and Bid Evaluation: This subtask includes costs associated with hosting a mandatory on-site, pre-bid meeting and site walk with prospective contractors in order to reduce requests for additional information and expose prospective bidders to the challenges of the proposed ISR activities. The contractors will be provided approximately 1 week to review the documents in preparation for the pre-bid meeting and site walk.

The Engineer of Record will lead the Site walk and discuss access concerns, equipment staging, waste characterization and disposal, construction management, property owner concerns, site security, etc. Geosyntec will review and discuss the bids with FDEP and assist FDEP with the selection of the most qualified, cost-effective contractor. Geosyntec will provide field notes from the Site walk inclusive of questions/concerns/comments raised by the contractors, FDEP, and/or the property owner. A clarifications summary responding to the questions/concerns/comments raised during the Site walk will be provided to each contractor who attended. Following contractor selection, a new SOW and LOE will be prepared and submitted to FDEP for review that will include costs for oversight and contractor completion of the ISR activities and excavation completion reporting.

Subtask 6 – ISR Preparation Teleconferences: This subtask includes costs associated with preparing for and conducting teleconferences between Geosyntec, FDEP, and the property owners to discuss project design, timeline, and implementation. These referenced teleconferences account for those beyond what is typically accounted for in Project Management time for conducting such activities due to the expedited nature of this project. It is assumed that 2, 1-hour teleconferences will be conducted with the referenced parties above between initiation of supplemental site assessment activities and completion of interim source removal activities (April to August 2022).

Additional effort has been included to support FDEP in preparing and executing an excavation agreement with the property owners.

Hi Blaine, Please review our quote and let us know if you have any questions. New drums are hard to get so the bid is for new drums but the likely scenario is we’d be using reconditioned drums. Due to the flowable fill we went 1.5 days to be on the safe side. Let us know if you’d like to get this scheduled.

Thanks
