HW683 DC019B

This Task Assignment authorizes Geosyntec to conduct site assessment activities at the Magic Cleaners site.

Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.

Subtask 2 – Soil Sampling and Modified Active Gas Sampling (MAGS)

Subtask 2 includes costs for Geosyntec personnel to mobilize to the Site to observe a private underground utility survey. Identified utilities will be mapped by Geosyntec staff using a Global Position System (GPS) unit following the private underground utility survey.

In contrast to the approach anticipated in the SAWP, Geosyntec is proposing to core through the flooring at each proposed boring location within the referenced operating suite. Upon completion of sampling activities, the flooring cores will be placed back on top of the holes and a caulk/silicone sealant material will secure the pieces in place to allow for future access, if necessary.

Subtask 2 also includes costs for Geosyntec personnel to mobilize to the Site to conduct soil sampling at up to 17 locations (SB001 through SB010, LSB001 and LSB002, and MAGS001 through MAGS005). Two soil borings (LSB001 and LSB002) will be advanced to characterize the Site lithology using a track mounted DPT drill rig to a depth of approximately 50-feet below land surface (ft BLS) or refusal, whichever is first. The proposed lithology soil boring will be installed prior to DPT groundwater sampling activities (Subtask 3) to evaluate DPT groundwater sample collection depth intervals. Geosyntec will attempt to install the first lithology soil boring (LSB001) in the north parking lot of the Site and the second lithology soil boring (LSB002) east of the Site on the adjacent parcel owned by Superior Plumbing, LLC.

Based on an assumed depth-to-water (DTW) of 12 ft BLS, a minimum of seven soil samples (0 to 0.5, 0.5 to 2, 2 to 4, 4 to 6, 6 to 8, 8 to 10, and 10 to 12 feet below land surface [ft BLS] or

MEMORANDUM

Magic Cleaners September 13, 2022 water table) will be collected from each of the 17 proposed soil sample locations (119 total samples). Soil samples will be collected by hand auger or a DPT soil core (LSB001 and LSB002). A concrete core drill will be used to access soil under the building slab (concrete) and driveway/parking lot (asphalt). Soil samples will be screened with a photo-ionization detector (PID) organic vapor analyzer. Supplemental soil samples will be collected from each location and depth interval (via Encore samplers) for analysis of VOCs by the synthetic precipitation leaching procedure (SPLP) should VOC concentrations exceed the leachability-based soil cleanup target levels. For budgetary purposes, it is assumed that approximately half of the proposed soil samples will be analyzed by SPLP for VOHs. Exterior soil samples will be surveyed with a GPS (Subtask 7); interior sampling locations will be transcribed using as-builts based on Site features.

Five, 2-inch (in.) diameter Schedule 40 polyvinyl chloride (PVC) MAGS wells (MAGS001 through MAGS005) will be installed by hand auger to a depth of approximately 11 ft BLS (or 1-ft above the static water level if the depth to groundwater is different than historically observed).

Each MAGS well will be installed with 1-ft of riser and 10-ft of 0.01-in. slotted well screen extending from approximately 1 to 11 ft BLS. A 20/30 grade environmental sand filter pack will be placed from the bottom of the boring (top of water table at approximately 12 ft BLS) to the top of the well screen. The remaining annular space will be grouted to just below the top of casing. A temporary grout patch will be placed on top of a PVC cap that will be placed on each well to match existing grade and protect the well between installation and testing.

Each MAGS well will be tested for a period calculated to remove one, 10 to 15-ft radius of soil vapor volume using a blower. The test duration is expected to be approximately 1 hour. The vacuum and flow rates used at each MAGs well will be based on the results of a step test at one interior location. The step test will include a minimum of three steps at increasing vacuums to evaluate to evaluate optimum air flow rates. Vacuum will be monitored at adjacent MAGS wells at approximate 15-minute intervals, as practical, during MAGS testing.

During testing, soil vapor will be monitored with an organic vapor analyzer equipped with a photoionization detector (PID) utilizing a 10.6 electronic volt lamp. Soil vapor samples will be collected at the end of each MAGS test using a batch-certified “clean” Summa canister provided by the analytical laboratory. The soil vapor samples will be sent to a fixed-based laboratory for analysis of VOCs by the TO-15 method.

Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from soil samples and one figure and table that summarize VOC laboratory analytical results from MAGS samples. These data will be provided to FDEP for evaluation with the results from Subtask 3; data gaps will be addressed during Subtask 4, if practical.

Subtask 3 – DPT Groundwater Investigation Subtask 3 includes costs for Geosyntec personnel to mobilize to the Site to observe the collection of DPT groundwater samples at up to 12 locations (DPT001 through DPT012) as shown on Figure 5 of the SAWP. Groundwater samples will be collected at 4-ft intervals approximately every 10 feet (i.e., 6 to 10 ft BLS, 16 to 20 ft BLS, and 26 to 30 ft BLS [intervals based on assumed refusal at the limestone contact reported at approximately 33 ft BLS from nearby Sunrise Food Mart #204 site]).

Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from the DPT groundwater samples. If fixed-based laboratory analytical results of DPT groundwater samples indicate that additional groundwater sampling will be required for delineation of groundwater impacts, Geosyntec will propose additional sampling locations and corresponding depths.

Geosyntec will review the DPT groundwater data to propose the locations and depths of subsequent monitoring wells to FDEP. Once the final monitoring well strategy has been established, Geosyntec will re-mobilize to the Site to install and sample the monitoring well network.

Subtask 4 – Monitoring Well Installations Following completion of Subtasks 2 and 3, Geosyntec will remobilize to the Site to install the remaining permanent monitoring network following evaluation and discussion of the DPT groundwater analytical results with FDEP. Subtask 4 includes costs for Geosyntec personnel to observe the installation of five monitoring wells to evaluate groundwater quality at the site. The proposed well locations are presented on Figure 6 of the SAWP.

As part of the initial assessment activities at the Site (Subtasks 2 and 3), at least one monitoring well will be installed inside the facility adjacent to the former drycleaning machine. The monitoring well will be installed either manually with a hand auger or using DPT as part of the DPT groundwater assessment. The monitoring well target depth will be approximately 15 ft BLS and will be constructed of 1-inch diameter PVC, screened between 10 and 15 ft BLS. A pre-pack screen will be used for hand auger installations and potentially for DPT installation, if warranted.

Additional water-table monitoring wells MW002 through MW004 will be installed upgradient, side gradient and downgradient (off-Site) of the facility. Geosyntec also proposes the installation of one off-Site vertical extent monitoring well (MW005) to a depth of 30 feet, if DPT groundwater sampling results warrant vertical delineation. Monitoring wells MW002 through MW005 will be installed using the hollow-stem auger drilling method and constructed of 2-in. diameter Schedule 40 PVC pipe with 10 ft of 0.010-in. slotted well screen. Each monitoring well will be installed with a filter pack consisting of 20/30 silica sand placed around the well screen followed by at least a 0.5-ft thick, fine sand (30/65 silica sand) seal. The remaining annular space will be grouted to land surface with Portland Cement Type I/II and monitoring wells will be completed at the surface with a flush-mount 8-in. manhole and a locking monitoring well cap. The top-of-casing elevation and location of the monitoring wells will be surveyed by a licensed Florida surveyor.

The monitoring wells will be developed until the discharge is relatively sediment-free and sampled no sooner than 24 hours after development. Groundwater samples will be collected from the newly installed monitoring wells and will be submitted to a fixed-based laboratory for the analysis of VOCs by EPA Method 8260 or a truncated list based upon the analytical results obtained from DPT groundwater sampling (e.g., volatile organic halocarbons).

Subtask 5 – Groundwater Sampling

MEMORANDUM

Magic Cleaners September 13, 2022

Subtask 5 includes costs for Geosyntec personnel to mobilize to the Site to conduct groundwater sampling activities of Site monitoring wells. Prior to sampling, depth to water measurements will be collected from Site monitoring wells to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with FDEP Standard Operating Procedures (SOPs).

Screening for per- and polyfluoroalkyl substances (PFAS) will be conducted at up to five monitoring wells under a separate task assignment.

Subtask 6 – IDW Management Geosyntec will review the generation of a waste characterization profile as well as the preparation of IDW manifests. Geosyntec will coordinate disposal arrangements for up to 21 drums of non-hazardous IDW. Nineteen (19) drums were estimated based on the drilling subcontractor estimates for soil and groundwater IDW generated during assessment activities for Subtasks 3 and 4; two additional drums were included for soil (Subtask 2) and groundwater sampling (Subtask 5). Analytical costs are included to establish the soil and groundwater profiles required by Hulls Environmental Services, the selected waste hauler.

Subtask 7 – Surveying This subtask includes costs for a Florida professional land surveyor to survey the five (5) newly installed monitoring wells. Labor is included for one Geosyntec staff to survey the coordinates of the MAGS, soil sample, and DPT groundwater sample locations using a GPS unit.

Subtask 8 – Annual Reporting

Following completion of field activities, Geosyntec will proceed with the preparation and submittal of a SAR documenting assessment activities and summarizing analytical results. This subtask includes costs to generate a SAR that summarizes the analytical results of the assessment activities outlined above and complies with the requirements of Chapter 62-780.600 FAC.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $116,521.95 with 399 labor hours.

Geosyntec may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

Prior to field work, Geosyntec will obtain an updated Access Agreement from the current real property owner of the Magic Cleaners (ERIC_5850) site.
