Subject: Cost Proposal and Level of Effort for Conducting CERCLA Site Inspection Joy Laundry & Dry Cleaner, 1312 Lewis Turner Boulevard, Fort Walton Beach, Florida 32547 ERIC_15323; EPA ID No. FLR000059246
Dear Ms. Hankins and Mr. Sweeney:
Geosyntec Consultants, Inc. (Geosyntec) is pleased to submit this attached Cost Estimate and proposed Level of Effort (CEF/LOE) for conducting a Site Inspection (SI) at Joy Laundry & Dry Cleaner, 1312 Lewis Turner Boulevard, Fort Walton Beach, Florida 32547 (“the Site”).
The Site is currently being screened pursuant to Comprehensive Environmental Response, Compensation and Liability Act to assess its eligibility for inclusion in the Superfund program.
The Pre-CERCLA Screening (PCS) checklist and Preliminary Assessment (PA) completed 01/07/2021 and 12/21/2022, respectively, by the Florida Department of Environmental Protection (FDEP) recommended a SI be completed to determine whether chlorinated solvents from past drycleaning operations are present in the soil and groundwater at the Site. A Field Sampling Plan (FSP) submitted by Geosyntec (2024; approved 1 May 2024) presented the scope of work for conducting the CERCLA SI at the site that included:
installation of 4 temporary monitoring wells soil and groundwater sampling and analysis for volatile organic halocarbons (VOHs) survey and well abandonment investigative derived waste (IDW) management and disposal data evaluation and preparation of the SI Report
Ms. Hankins and Mr. Sweeney 16 May 2024
Joy Laundry & Dry Cleaner SI Fieldwork and Report Proposal
Geosyntec contacted 3 utility clearance and 3 drilling contractors to obtain costs for installing the temporary well:
Date Contractor Estimated Duration
Date Available
Costs
Well Installation
4/30/24 Jim Stidham & Associates, Inc.
2 days Late July $8,050
5/1/24 Walker-Hill Environmental, Inc.
2 days June $6,335
5/9/24 Preferred Drilling Services (PDS)
1.5 days Late
August $6,095
Utility Clearance 4/30/24 Blood Hound - - $1,627.50 4/30/24 GeoTek Services, LLC - - $1,500 5/15/24 Geoview - - $1,800
Based on the pricing and availability, Geosyntec recommends subcontracting GeoTek Services, LLC and Walker-Hill Environmental, Inc. for utility clearance and well installation services, respectively. Walker-Hill Environmental was 2nd lowest bidder (slightly higher than PDS by $240), but their availability to complete the drilling is 2 to 3 months sooner than PDS who was the low bidder; therefore, we recommend using Walker Hill. It is our understanding that FDEP laboratory in Tallahassee, FL will provide the sample containers and analytical services for the Site.
Cost Estimate and Schedule:
The cost estimate and level of effort for conducting the SI is presented in attached CEF/LOE forms.
The invoicing and deliverable schedule is presented below. The schedule assumes that the project Task Assignment would be issued by 24 May 2024.

RE: Utility Scanning Services – Joy Laundry in Fort Walton Beach, Florida
Mr. Applegate, GeoTek Services is pleased to respond to your request for Utility Locating services at Joy Laundry and Dry Cleaners located in Fort Walton Beach, Florida. We will scan a 10’ x 10’ area around the four bore locations as shown in your PDF drawing – with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however, some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our utility scanning estimate for this project is $1,500.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
