Subject: Scope of Work and Level of Effort – Site Assessment Payless Dry Cleaners
6718 Hanley Road Tampa, Hillsborough County, Florida 33614
FDEP Site ID No. ERIC_4744
Dear Ms. Aduwa, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work and Level of Effort (LOE) for site assessment activities at the Payless Dry Cleaners site (Site) located in Tampa, Florida (ERIC_4744) based on the Site Assessment Work Plan (SAWP) submitted to FDEP on 22 May 2024. A description of task breakdown for Site assessment field activities and report preparation is provided below.
SUBCONTRACTOR EVALUATION
Geosyntec obtained three bids from licensed and qualified utility locating, drilling, and IDW transportation and disposal firms; a cost comparison is provided in Attachment A. Geosyntec recommends the following subcontractors based on lowest cost among the qualified bidders:
Underground utility locating – SiteLines LLC
Soil sampling, MAGS installation, DPT groundwater sampling, and MW installation – Environmental Drilling Service, Inc. (EDS)
IDW transportation and disposal – Erwin Remediation
SurvTech Solutions is recommended for surveying the six (6) proposed monitoring wells. Copies of the bids from each subcontractor are included in Attachment A.
For ease of reference, Table 1 and Figures from the SAWP are attached as a summary of the field activities and samples to be collected.
Ms. Sarah Aduwa 5 June 2024
Subtask 1 – Project Management
Nick Barnes (Tampa) will be the Geosyntec Project Manager. His labor hours are directly computed.
Subtask 2 – Multi-Media Sampling (Soil, DPT groundwater, soil vapor) and Interior Monitoring Well Installation
Geosyntec personnel will mobilize to the Site to observe the first phase of site assessment activities, which includes a private underground utility survey, lithology boring, soil sampling, MAGS well installation and sampling, direct push technology (DPT) groundwater sampling, and interior monitoring well installation.
Health and Safety: Subtask 2 includes labor for field preparation and preparation of a Site Health and Safety Plan and associated task hazard analyses.
Based on the jewelry store operations of the current tenant of the former drycleaning facility space, and the need for ingress and egress through the rear door of the business, the tenant has requested the presence of an off-duty Hillsborough County Sheriff’s Officer for security while the interior installation activities occur. Geosyntec assumes that the officer will be present for two days during interior soil borings and MAG well installations occur and another two days while MAGS implementation occurs, and costs have been included for this security. The business includes several safes within the rear area of the suite. These safes have sophisticated alarm systems with motion sensors in place.
Utility locating: Geosyntec will observe utility locating at the Site performed by SiteLines.
Identified utilities will be mapped by Geosyntec staff using a Global Position System (GPS) unit following the private underground utility survey.
Lithology boring: One soil boring (at the DPT008 location) will be advanced using a DPT drill rig to a depth of approximately 50-feet below land surface (ft BLS) or refusal, whichever is encountered first, to characterize the Site-specific lithology. This data will be used to assist in the selection of vadose zone soil and DPT groundwater sampling intervals.
Soil Sampling: Soil sampling will be performed at up to eight (8) locations (SB001 through SB003, and MAGS001 through MAGS005) as presented on Figure 3 and 4 in the SAWP. A concrete core drill will be used to access soil under the building slab (concrete) and driveway/parking lot (concrete or asphalt). Based on an assumed depth-to-water (DTW) of 4 ft BLS, soil samples will be collected at depth intervals of 0-0.5 ft BLS, 0.5-2 ft BLS, and 2-4 ft BLS, or water table) from each of the 8 proposed soil sample locations. Accordingly, up to a total of 24 samples are proposed. The soil samples will be screened with a photoionization detector
(PID) organic vapor analyzer and will be analyzed for the presence of VOCs via EPA Method 8260 by a National Environmental Laboratory Accreditation Program (NELAP) accredited, fixed-base laboratory. Soil samples. Supplemental soil samples will be collected from each location and depth interval (via Encore samplers) for analysis of VOCs by the synthetic precipitation leaching procedure (SPLP) should initial VOC concentrations exceed the leachability-based soil cleanup target levels (SCTLs) per Chapter 62-777, Florida Administrative Code (FAC). For budgetary purposes, it is assumed that approximately half of the proposed soil samples (12) will be analyzed by SPLP for VOCs. Exterior soil samples will be surveyed with a GPS and interior sampling locations will be transcribed using as-builts based on Site features.
MAGS well installation: Five (5), 2-inch (in.) diameter Schedule 40 polyvinyl chloride (PVC) MAGS wells (MAGS001 through MAGS005) will be installed by hand auger to a depth of up to approximately 3 ft BLS (or 1-ft above the static water level). Each MAGS well will be installed with 1-ft of riser and 0.01-in. slotted well screen extending from 1 ft BLS up to 3 ft BLS. A 20/30 grade environmental sand filter pack will be placed from the bottom of the boring to the top of the well screen. The remaining annular space will be grouted to just below the top of casing.
MAGS well testing: Each MAGS well will be tested for a period calculated to remove one, 10 to 15-ft radius of soil vapor volume using a blower. The test duration is expected to be approximately 1 hour. The vacuum and flow rates used at each MAGS well will be based on the results of a step test performed at one interior location. The step test will include a minimum of three steps at increasing vacuums to evaluate optimum airflow rates. Vacuum will be monitored at adjacent MAGS wells at approximate 15-minute intervals, as practical, during MAGS testing. After the completion of the study, the MAGS wells will be left in place, capped, and covered with a flush-mount manhole so that they may be converted into soil vapor extraction wells and resampled as necessary in the future.
During testing, soil vapor will be monitored with an organic vapor analyzer equipped with a photoionization detector (PID). Soil vapor samples will be collected at the end of each MAGS test using a batch-certified “clean” Summa canister provided by the analytical laboratory. The soil vapor samples (5) will be sent to a fixed-based laboratory for analysis of VOCs by the TO-15 method.
DPT groundwater sampling: Geosyntec personnel will observe the collection of DPT groundwater samples at up to 8 locations (DPT001 through DPT008), as shown on Figure 3 of the SAWP.
Groundwater samples will be collected at 4-ft intervals approximately every 10 feet (i.e., 5 to 9 ft BLS, 15 to 19 ft BLS, 25 to 29 ft BLS, 35 to 39 ft BLS, 45 to 49 ft BLS) below the water table, resulting in up to 5 samples from 8 locations (40 total samples). Sampling intervals may be adjusted based on observed depth to water and Site lithology. Groundwater samples submitted to a NELAP-approved fixed-based laboratory will be analyzed for the presence of VOCs by EPA Method 8260 (full list). No field duplicates will be collected.
Interior monitoring well installation: One monitoring well (MW001) will be installed inside the former facility as close as possible to the former drycleaning machine location (now covered by a safe with sophisticated alarm system). MW001 will be installed with a decontaminated hand auger in order to attempt to attain the target depth of approximately 13 ft BLS. MW001 will be constructed of 1-inch diameter prepacked PVC well screen between 3 and 13 ft BLS or otherwise as dictated by field conditions.
Field GPS and Interior Mapping: Exterior sampling locations (e.g., DPT groundwater, soil samples, select MAGS wells) will be surveyed with a field GPS by Geosyntec personnel. Interior sampling locations will be transcribed using as-builts based on Site features.
IDW Sampling: The IDW will be sampled prior to profiling. One composite liquid and one composite soil sample will be collected and analyzed for VOCs using the Toxic Characteristic Leaching Procedure.
Field Deliverable and Draft Summary Figure: Geosyntec has included costs to manage the data generated during this subtask and to develop the following to facilitate discussion with FDEP:
One figure and table to summarize VOC laboratory analytical results from the DPT groundwater samples;
One figure and table to summarize VOC laboratory analytical results from soil samples;
and
One figure and table to summarize VOC laboratory analytical results from MAGS samples.
These data will be provided to FDEP for evaluation to select the locations of proposed monitoring wells to be installed in Subtask 3; data gaps will be addressed during Subtask 3, if practical. If fixed-based laboratory analytical results of soil and DPT groundwater samples indicate that additional sampling will be required to complete delineation, Geosyntec will propose additional sampling locations and corresponding depths. The data will be managed in a database.
Subtask 2 activities will be performed by 2 Geosyntec staff members assuming 1 day for utility locating and marking the locations of the borings (1 Geosyntec staff), 4 days for drilling oversight, 2 days for MAGS well sampling and testing, and close-out tasks at the Site (~7 total field days).
Geosyntec has assumed 9-hours on-Site per day.
Subtask 3 – Exterior Monitoring Well Installations, Surveying, and Groundwater Sampling
Monitoring well installations: Once the final monitoring well strategy has been established with FDEP, Geosyntec will re-mobilize to the Site to install and sample the monitoring well network.
Geosyntec personnel will observe the installation of up to five (5) additional exterior monitoring wells to evaluate groundwater quality; the tentative locations are presented on Figure 3 of the SAWP, and the final locations will be determined following evaluation of the data collected during Subtask 2. We have assumed the utility survey conducted in Subtask 2 will be sufficient for siting the proposed monitoring well locations; however, should there be uncertainty in utility locations relative to drilling locations, Geosyntec will submit a WCD or TACO to FDEP for focused utility locating at the drilling locations.
Water-table monitoring wells MW002 through MW005 will be installed surrounding the facility.
The shallow wells will be constructed of 1-in. diameter Schedule 40 PVC pipe with 10 ft of 0.010-
in. pre-packed well screen, filter pack consisting of 20/30 silica sand, and at least a 0.5-ft thick, fine sand (30/65 silica sand) seal. The remaining annular space will be grouted to land surface with Portland Cement Type I/II and monitoring wells will be completed at the surface with a flush-mount 8-in. manhole and a locking monitoring well cap. The proposed deep monitoring well MW006 will be installed with 2-in. diameter Schedule 40 PVC pipe with 5 ft of 0.010-in.
prepacked screen.
The monitoring wells will be developed until the discharge is relatively sediment-free and sampled no sooner than 24 hours after development.
Monitoring Well Survey: This subtask includes costs for a Florida professional land surveyor to survey the six (6) newly installed monitoring wells. Cost has been included for Geosyntec to oversee the survey.
Groundwater sampling: Geosyntec personnel will collect groundwater samples from the six (6) Site monitoring wells. Depth-to-water measurements (DTW) will be collected from the monitoring wells to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with FDEP Standard Operating Procedures (SOPs), assuming the DTW and drawdown do not exceed the suction limit of the peristaltic pump. The samples will be stored on ice and shipped to a NELAP approved, fixed-based analytical laboratory under chain of custody for analysis under standard turnaround times. The groundwater samples will be analyzed for VOCs by EPA Method 8260 (full list); the suite may be reduced to VOHs pending the results from DPT groundwater samples.
Subtask 3 activities will be performed by 1 Geosyntec staff member assuming 2 days for drilling oversight, 1 day for surveying oversight, and 1 day for well sampling, IDW sampling, and close out tasks at the Site. Geosyntec has assumed 10-hours per day for 4 field days. Costs for an off-duty Hillsborough County Sheriff’s Officer are included in this Subtask for up to 4 hours during surveying of the interior well and interior monitoring well sampling.
Field Deliverable and Draft Summary Figure: Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from groundwater monitoring well samples. The field deliverable will include the final surveyor report, monitoring well installation field forms, and groundwater sampling forms.
Subtask 4 – IDW Management
Geosyntec will review the generation of a waste characterization profile as well as the preparation of IDW manifests. Geosyntec will coordinate disposal arrangements for up to 10 drums of assumed non-hazardous IDW anticipated to be generated. Upon profiling and scheduling, Geosyntec will oversee observe the pickup of the IDW drums for disposal due to the sensitivity of the tenant’s business operations and to reduce disruption.
For this cost estimate, we have assumed the IDW will not be impacted by PFAS (screening to be performed under separate task assignment) and Geosyntec will submit a WCD or TACO to FDEP for any change of scope.
Subtask 5 – Site Assessment Report
Following completion of field activities, Geosyntec will proceed with the preparation and submittal of a Site Assessment Report (SAR) documenting assessment activities and summarizing analytical results. This subtask includes costs to generate a SAR that summarizes the analytical results of the assessment activities outlined above and complies with the requirements of Chapter 62-780.600, FAC. The costing included in the CEF/LOE includes the following figures:

Re: Mobilization One Payless Dry Cleaner Tampa
Dear Mr. Barnes:
In accordance with your request, Action Environmental is pleased to provide you with a cost estimate for the first mobilization scope of work at the Payless Dry Cleaners located at 6728 Hanley Road in Tampa, Florida. We understand the scope of work includes the following:
SCOPE OF SERVICES
Public Utility Location called in at least three business days prior to beginning work.
Daily pre-job safety meetings to discuss the applicable job hazards.
Permits required will be obtained through the SWFWMD by a licensed water well contractor..
Clear all boreholes by hand to 5 feet with hand augers or posthole diggers.
One continuous DPT soil sample to 50 feet using macrocore samplers. Borehole will be abandoned with Portland cement using tremie pipe and patched if necessary.
Eight groundwater boreholes to up to 50 feet, each borehole with up to 5 groundwater intervals.
Groundwater samples will be obtained using DPT and groundwater sampling point and pumping directly through the rods using a peristaltic pump. Boreholes will be abandoned using Portland cement and tremie pipe and patched if necessary.
Three shallow soil borings using hand augers. One in the interior of the building utilizing a core drill, and two on the exterior to an estimated depth of 4 feet using hand augers to obtain the soil samples.
Boreholes will be abandoned with Portland cement and patched if necessary.
Installation of five MAGS wells, four on the interior of the building and one on the exterior. The MAGS wells will be 2 inch diameter installed to 3 feet, screened from 3-1 feet. The locations on the interior of the building will be cored using a 5 inch core. All the Mags wells will be finished with a 4- 5 inch diameter manhole.
Installation of one shallow monitoring well on the interior of the building by hand auger. The borehole will be cored with a core machine, and the monitor well will be installed up 13 feet depending on depth to groundwater. The well will have 10 feet of .010 slotted prepacked screen.
Staging of the IDW and Groundwater IDW drums in designated locations. Cleaning of drilling/work areas to Geosyntec’s specifications.

Project Estimated at 5 Work Days
CONDITIONS and EXCLUSIONS
Project budgeted as five work days, 8 hours onsite if necessary per day. This is an estimate and actual days to complete the job will be included on the final invoice.
Groundwater samples will be to a depth that is over the maximum depth of a peristaltic pump and depending on the site’s lithology may cause delays or inability to obtain samples at deeper depths that are apart of the scope.
Lithological and groundwater boreholes will be abandoned using tremie pipe. This bid does not include pumping from the bottom of the borehole. Tremie pipe will be lowered as deep as possible (dependent on where the boreholes collapse, and grout will be gravity poured into boreholes to abandon. If pumping is required additional cost for time and materials will be required.
Drums must be staged on hard surface such as asphalt or concrete.
Drums are an estimate, actual number of drums used will be included on the final invoice.
Concrete on the interior MUST BE 12 inches or less. If concrete floor is thicker and outside subcontractor will be required to core all interior boreholes at an additional cost.

Payless Dry Cleaners Site – 6718 Hanley Road, Tampa, Florida
Site Lines (“Company”) will use Ground Penetrating Radar (GPR) and conventional electromagnetic (EM) pipe and cable locators to determine the location of underground utilities at the site identified by Geosyntec (“Client”). Of specific concern is the utilities within the area of approximately 9 proposed soil borings/monitoring well locations.
The estimated depth and location of utilities identified during the investigation will be marked on the ground surface using spray paint or other method to be agreed upon by the parties. The American Public Works Association Uniform Color Codes for the marking of underground utilities will be use. No other report shall be prepared unless requested.
The fee to complete the project as described within this proposal is: Eight Hundred Dollars [$800.00]
Client shall pay Company in full within thirty (30) days of the invoice date, unless the parties have agreed to another payment arrangement in writing. If during the investigation, Company determines that the goals of the project cannot be achieved with the resources available to Company, Company will notify Client as soon as reasonably possible. Under such circumstances, Company will charge Client only for time expended and materials used to date.
Client is responsible for all site access, maintenance of traffic (MOT), site clearing and/or any other logistical considerations necessary to conduct the utility locate.
Client will also provide all pertinent maps of the project site, including those that show the boundaries of the utility locate, pertinent landmarks, and known utilities (if available). Company is not a substitute for Chapter 556, Florida Statutes.
Accordingly, Client is responsible for calling Sunshine State One Call of Florida
(811) before undertaking any invasive activities, whether through Company, any other entity, or on its own.
A GSSI SIR-4000 GPR system will be used with a 900, 400, or 270 megahertz antenna configuration depending on site conditions and desired targets. The GPR will assist in locating nonmetallic and metallic utilities. Physical surface conditions, subsurface conditions and technical limitations effect the ability of GPR to resolve targeted utilities and/or subsurface structures. Depth and/or diameter of the utility, soil type, moisture/ionic content of the soil, and electrical properties of the soil compared to that of the utility can prevent the GPR from identifying utilities at the site. The diameter of a utility cannot be determined by GPR data. Estimated depths of utilities are directly affected by soil conditions and the material of the utility. A margin of error of +/- 20-25% in depth should be expected when performing invasive activities.
An RD 8000 will be used for the EM survey. Electromagnetic induction which transmits a signal directly into the desired target and passive power detection which locates naturally occurring magnetic fields in energized lines will be identified by detecting and following the signals with a…
