About this file
This Task Assignment (TA) is a state contract between the State of Florida Department of Environmental Protection (FDEP) and Geosyntec Consultants, Inc., a private environmental consulting firm. The document authorizes work at the Nanak Cleaners property located at 5401 Lake Howell Road, Winter Park, Florida (ERIC Site No. 5469). The underlying contract is identified as HW683, with this specific task assignment numbered DC046B. FDEP's project manager is Sarah Aduwa, while Geosyntec's project manager is Melissa Shook. The task assignment is effective through January 30, 2026.
Geosyntec will conduct Biennial Post Active Remediation Monitoring (PARM) activities comprising three subtasks: project management, a biennial PARM field sampling event, and preparation of a comprehensive PARM report. The field work involves collecting groundwater samples from three monitoring wells (MW004, MW017R via low-flow methods; MW009 via passive diffusion bag) and analyzing samples for volatile organic halocarbons using EPA Method 8260B. The work includes gauging 15 monitoring wells to document groundwater flow conditions. The total contract value is $6,644.59 for 42 labor hours, structured as a fixed unit rate. Deliverables consist of the submittal of the Biennial PARM Report due July 29, 2025, with invoice payment due upon deliverable completion. No option periods or set-asides are identified. The task assignment was signed by both parties on March 28, 2025 (contractor) and March 27, 2025 (FDEP).

Subject: Scope of Work and Level of Effort Biennial PARM Groundwater Sampling/Report Nanak Cleaners (ERIC_5469) Winter Park, Florida
DC009P
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work and Level of Effort (LOE) for the Florida Department of Environmental Protection (FDEP) for the Nanak Cleaners facility (FDEP Facility ID No. 599501107; Site) located in Winter Park, Florida. The attached LOE provides the pricing and costs associated with this task.
Subtask 1 – Project Management
Subtask 2 – Biennial PARM Event
Geosyntec has current access agreements for the Site and one downgradient property. No site access agreement could be obtained from 5334 Lake Howell Rd, where DMW012 is located (last obtained in 1999), despite our efforts to obtain one in 2023. Assuming access is obtained for the remaining property, Geosyntec will gauge and record the depth to water from 15 site monitoring wells within a 24-hour period, including from 12 wells not targeted for sampling, on the first day of field activities (several of which are off-Site in high-traffic areas as shown on the attached figure) to document groundwater flow conditions (see Figure 1). A metal detector is included to locate the small-diameter manholes installed on offsite private properties.
Geosyntec will collect groundwater samples from monitoring wells MW004 and MW017R via low-flow methods and from MW009 via a passive diffusion bag (PDB). The PDB was installed in MW009 in January 2024 and will be re-deployed in MW009 following sampling. Groundwater samples will be submitted for laboratory analysis of volatile organic halocarbons (VOHs) by Environmental Protection Agency (EPA) Method 8260B. Geosyntec estimates that the monitoring well sampling for this task can be performed by one field staff over one day with mobilization and
Nanak SOW 20252025 associated tasks. Additional time has been added to this task to allow for the extra communication required to coordinate this field event due to the uncooperativeness of Nanak’s owner.
IDW Handling
Groundwater sampling purge water will be containerized in 55-gallon drums during sampling activities. For purposes of this proposal, the cost for transportation and disposal (T&D) of one 55-gallon drum of investigative derived waste (IDW) as non-hazardous waste is included in the LOE.
The monitoring well data will be utilized for waste profiling; therefore, additional IDW samples are not required. Erwin Remediation is the selected subcontractor for IDW transport and disposal.
Subcontractor bids are included in Attachment A.
Subcontractor T&D Cost Selected
EnviroServe $165.00
Erwin Remediation $125.00 X
Water Recovery $215.00
Subtask 3 – Biennial PARM Report
Geosyntec will prepare the 2025 Post-Active Remediation Monitoring Report summarizing groundwater sampling activities and results and provide conclusions and recommendations based on data evaluation. The PARM report will contain tables summarizing field/laboratory data, figures showing groundwater flow direction(s), and a summary of the groundwater monitoring event results. The report will be signed/sealed by a Florida-licensed geologist, and one electronic copy of the final report will be submitted to FDEP by email.
