This Task Assignment authorizes Geosyntec to conduct Annual Groundwater Monitoring activities at Rips Quality Cleaners in accordance with Geosyntec scope of work, cost estimate and schedule received on September 11, 2024. The total cost is $8,040.72.

Melissa Shook is the project manager, his hours are directly computed

Subtask 2, 3 – Groundwater Sampling, Reporting and IDW Management The sample collected from MW044 during the May 2024 sampling event was found to have (volatile organic halocarbon) VOH concentrations below the GCTLs. In order to obtain a second consecutive sample from MW044 below GCTLs and move the site toward unconditional closure, Geosyntec recommended collecting a quarterly sample from MW044. Groundwater sampling purge water will be containerized in 55-gallon drums during sampling activities.

Geosyntec will prepare a report documenting the results of the annual groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction and VOH results, and a summary of field activities.

Subtask 4 – Site Closure Communication If the analytical results of the sample collected at MW044 are below the GCTL for VOHs for the second consecutive event, unconditional site closure will be recommended. Geosyntec will conduct (1) a meeting between the RPO, the RPO representatives, or both as appropriate, regarding the site closure recommendation and (2) a meeting between Geosyntec and the FDEP to discuss next steps regarding site closure.

The FDEP Project Manager agrees to the scope of work and final cost associated with this Task assigner. The final cost is $8,040.72 with 53 labor hours.

11 September 2024 Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Proposal for 2024 Groundwater Monitoring Former Rips Quality Cleaners (ERIC_5065) 304 East Michigan Street, Orlando, Orange County, Florida

DC044B

Dear Ms. Aduwa:

Geosyntec has prepared the attached Scope of Work (SOW) and Cost Estimate Form and proposed Level of Effort (CEF/LOE) for annual groundwater monitoring at the former Rips Quality Cleaners (Site) located in Orlando, Florida. A detailed explanation of the proposed scope of work and report preparation is provided below.

Subtask 1 – Project Management

This subtask covers the general management of the project as specified in Contract No. HW683.

Subtask 2 – Annual Groundwater Monitoring

The sample collected from MW044 during the May 2024 sampling event was found to have (volatile organic halocarbon) VOH concentrations below the GCTLs. In order to obtain a second consecutive sample from MW044 below GCTLs and move the site toward unconditional closure, Geosyntec recommended collecting a quarterly sample from MW044. This subtask includes the labor and expenses for the completion of a limited groundwater monitoring event as recommended in the June 2024 Groundwater Monitoring Report.

Geosyntec has obtained a site access agreement for 300 E Michigan St Orlando, FL 32806 from Stanbery Southside LLC, who purchased the property in 2021.

Geosyntec will mobilize to the Site in September 2024 to collect depth-to-groundwater measurements from select Site-wide monitoring wells screened in the surficial aquifer (MW041, MW034, MW033) and intermediate aquifer (MW040, MW044, and MW045); a total of 6 monitoring wells. Geosyntec will collect a groundwater sample from MW044. The Groundwater sample will be submitted for laboratory analysis of VOHs by Environmental Protection Agency (EPA) Method 8260B. Geosyntec will collect field parameters (consisting of pH, specific

ERIC_5065

Former Rips Cleaners_Annual GW Sampling_SOW_ conductance, temperature, dissolved oxygen, and oxidation-reduction potential) using a YSI water quality meter during groundwater sampling activities.

Groundwater sampling purge water will be containerized in 55-gallon drums during sampling activities. For purposes of this proposal, the cost for transportation and disposal (T&D) of one 55-gallon drum of investigative derived waste (IDW) as non-hazardous waste is included in the LOE. The monitoring well data will be utilized for waste profiling; therefore, additional IDW samples are not required. Erwin Remediation is the selected subcontractor for IDW transport and disposal. Subcontractor bids are included in Attachment A.

Subcontractor T&D Cost Selected

Hull’s Environmental Services

$250.00

Erwin Remediation $125.00 X

Clark Environmental $160.00

Subtask 3 – Groundwater Monitoring Report:

Geosyntec will prepare a report documenting the results of the annual groundwater monitoring event. The report will contain tables summarizing field/laboratory groundwater data, figures showing groundwater flow direction and VOH results, and a summary of field activities. The report will be signed and sealed by a Florida-licensed professional engineer or geologist.

Subtask 4 – Site Closure Communication:

If the analytical results of the sample collected at MW044 are below the GCTL for VOHs for the second consecutive event, unconditional site closure will be recommended. Geosyntec will conduct (1) a meeting between the RPO, the RPO representatives, or both as appropriate, regarding the site closure recommendation and (2) a meeting between Geosyntec and the FDEP to discuss next steps regarding site closure. At a minimum, the Geosyntec Project Manager and Project Director will be in attendance.

If the analytical results of the sample collected at MW044 are above the GCTL for VOHs, a Task Assignment Change Order (TACO) will be submitted to remove Subtask 4 and associated cost from the Task Assignment.
