Dry Clean World SOW 2026

26 January 2026 Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road Tallahassee, Florida 32399-2400

Subject: Natural Attenuation Monitoring Task Assignment - Level of Effort

Dry Clean World (ERIC_5491) 1066 Montgomery Road Altamonte Springs, Seminole County, Florida Task Assignment DC018C

Dear Ms. Aduwa:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this scope of work (SOW) and the attached level of effort (LOE) for natural attenuation monitoring (NAM) sampling at Dry Clean World (the “Site;” Facility ID ERIC_5491). The Site is located at 1066 Montgomery Road in Seminole County, Altamonte Springs, FL. Groundwater monitoring was last performed at the Site on 3 September 2024 and was reported to the Florida Department of Environmental Protection (FDEP) in the October 2024 Groundwater Monitoring Report.

Per the email received from the FDEP on 3 April 2025, Geosyntec will conduct two rounds of sampling using low-flow methods in an effort to collect data below groundwater cleanup target levels (GCTLs) and confirm no offsite migration. After these events, a Report with findings and recommendations will be developed.

Subtask 1 - Project Management

Subtask 2 - NAM Sampling Event 1

As part of SOW/LOE preparation, existing access agreements were evaluated to determine (i) what agreements are in place for properties where access is required for the proposed scope of work and (ii) if the authorizing parties on those agreements are current. Geosyntec identified the Site property and one off-Site properties that would be affected by the proposed activities, and on 16 October 2025 confirmed the following information, according to the Seminole County Property Appraiser’s website.

1. The property located at 1032 Montgomery Rd. Altamonte Springs, FL 32714 (Parcel ID 03-21-29-530-0000-0010) is owned by Altamonte/SSG Inc. as of November 2023.

The existing agreement for this property was executed by David Sater in November

2023 and is valid. Therefore, no new site access agreement is required.

2. The property located at 1074 Montgomery Rd. Altamonte Springs, FL 32714 (Parcel ID 03-21-29-300-010B-0000) is owned by Altamonte/SSG Inc. as of November 2023.

The existing agreement for this property was executed by David Sater in November 2023 and is valid. Therefore, no new site access agreement is required.

Geosyntec personnel will collect groundwater samples from two monitoring wells (MW004 and MW009). Prior to sampling, Geosyntec will gauge the depth to water in the monitoring wells located in the Upper Surficial Aquifer (MW001, MW003, MW004, MW006, MW007, MW008, MW009) to evaluate groundwater flow direction in the aquifer. Groundwater samples will be collected using conventional low-flow purging methods and will include a collection of field parameters (consisting of pH, specific conductance, temperature, dissolved oxygen [DO], and oxidation-reduction potential [ORP]) using a water quality meter during groundwater sampling activities. Due to groundwater elevation in the area exceeding the suction limit of a peristaltic pump, a deep groundwater sampling kit (with a submersible pump) is required for sampling. Groundwater samples will be submitted to a fixed-based laboratory for volatile organic hydrocarbon (VOH) analysis by Environmental Protection Agency (EPA) Method 8260.

Investigation Derived Waste (IDW) Investigation Derived Waste (IDW) will consist of purge water generated during sampling activities and will be placed in one 55-gallon drum for manifested off-site disposal. To reduce the risk of the IDW drum being stolen between sampling events, the drum will be transported and disposed of following each sampling event. Erwin Remediation is the selected subcontractor for IDW transport and disposal due to lowest cost. Subcontractor bids and evaluation forms are included in Attachment A.

Subtask 3 – NAM Sampling Event 2

Geosyntec will conduct a second round of sampling using the same methods and at the same wells as described in Subtask 2. If the VOH analytical results from Subtask 2 are below GCTLs, Subtask 3 will be conducted three months later; otherwise, Subtask 3 will be conducted six months later.

IDW for Subtask 3 will be managed per Subtask 2.

Subtask 4 – Site Rehabilitation and Completion Report/ Groundwater Monitoring Report

If groundwater results from the sampling events are below the applicable GCTLs, Geosyntec will prepare a Site Rehabilitation and Completion Report (SRCR), which will also serve as the Groundwater Monitoring Report (GMR). The objective of the SRCR is to evaluate and demonstrate the potential for unconditional closure. The report will include historical site information, including historical soil data and remediation efforts relevant to closure.

If groundwater results are above the GCTLs, Geosyntec will prepare a GMR only (no SRCR).

In this case, unconditional closure viability will not be addressed.

Both reports will include:

tables summarizing field and laboratory data;

a figure showing VOH concentrations and historical trends from other monitoring wells;

a narrative summary of the groundwater monitoring event; and conclusions and recommendations.

The SRCR or GMR document will be signed and sealed by a Florida-licensed geologist or engineer. One electronic copy will be submitted to FDEP via email and uploaded to Geosyntec’s SharePoint site.

Subtask 5 – PFAS Sampling and Field Summary

Samples for analysis of per- and polyfluoroalkyl substances (PFAS) were collected from four site monitoring wells in November 2022; the combined PFOA + PFOS concentration in MW001 exceeded the provisional GCTL of 70 ng/L. While onsite to conduct Subtask 2 activities, Geosyntec personnel will collect samples from three monitoring wells MW001, MW002, and MW004 for PFAS analysis. Samples will be preserved on ice and sent to the FDEP Laboratory following proper chain of custody procedures.

Geosyntec will prepare an email deliverable with attachments that include: a figure showing PFAS groundwater results (PFOA, PFOS, and their combined concentrations for each well, without isoconcentration lines), the certified analytical laboratory report, equipment calibration logs, and groundwater sampling forms. This email will be submitted to the FDEP within two working days after receiving the final certified laboratory report from the FDEP Laboratory.

Geosyntec expects the final laboratory report to be emailed to Melissa Shook (melissa.shook@geosyntec.com) by the FDEP Laboratory. The completed email deliverable will be submitted to Sarah Aduwa.

Additionally, the PFAS results will also be incorporated into Subtask 4. Costs for analysis and integration into the Subtask 4 deliverable are covered under Subtask 5.
