Subject: Negotiation Summary
HW683_DC043B
This Task Assignment authorizes Geosyntec to conduct groundwater sampling activities for Natural Attenuation Monitoring at Dry Clean World site in accordance with Geosyntec scope of work, cost estimate and schedule received on April , 2024. Groundwater monitoring was last performed at the Site on 1 December 2023. The recommendation to pursue conditional closure was presented in the March 2024 Annual Natural Attenuation Monitoring Report, and on March 14, 2024, the FDEP held a teleconference with Geosyntec to discuss the path forward under RMO II and current data gaps, including groundwater samples collected with PDBs and a 2010 soil exceedance of leachability criteria.
Subtask 2 – NAM Sampling Event 1 Geosyntec personnel will collect groundwater samples from two monitoring wells (MW004 and MW007) and gauge the depth to water in the monitoring wells located in the Upper Surficial Aquifer (MW001, MW003, MW004, MW006, MW007, MW008) to evaluate groundwater flow direction in the aquifer. Groundwater samples will be collected using conventional low-flow purging methods and will include a collection of field parameters (consisting of pH, specific conductance, temperature, dissolved oxygen [DO], and oxidation-reduction potential [ORP]) using a water quality meter during groundwater sampling activities. Sampling will be done in June 2024.
In addition, one soil boring will be advanced to the approximate location and depth where the 2010 sample exceeding leachability criteria was collected (SB003 from a depth of 11.5 to 13.5 ft BLS).
Subtask 3 & 4 – NAM Sampling Event 2 Geosyntec personnel will collect groundwater samples from two monitoring wells (MW004 and MW007) and gauge the depth to water in the monitoring wells located in the Upper Surficial Aquifer (MW001, MW003, MW004, MW006, MW007, MW008) to evaluate groundwater flow direction in the aquifer. Geosyntec will prepare a NAM Summary Report to summarize sampling activities from both sampling events. The objective of the report will be to demonstrate conditional closure viability;
as such, the report will contain historical data and text pertinent to the site closure.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost is $13,2 .29 with 83 labor hours.

Dry Clean World (ERIC_5491) RMO II Meeting Notes
14 March 2024, 10:15 AM EST (Teams Meeting) Updated by DEP, 3/18/2024
Invited Attendees: James Dalton, P.G. (JD), Sarah Aduwa (SA), Melissa Shook (MS), Todd Kafka (TK)
I. Risk Management Option II (RMO II)
a. RMO II can be challenging for the FDEP, because there are many steps in the process, each requiring paperwork and approvals. DEP: After speaking with DEP Management, we would like to pursue the RMO II path.
i. The FDEP would ask Geosyntec to do much of the work for an RMO II.
ii. Does the Real Property Owner (RPO) want an RMO II, or would they be willing to wait for closure under
RMO I?
II. Risk Management Option I (RMO I) – DEP: Let’s continue to pursue RMO II
a. The RPO can wait for closure under RMO I instead of pursuing RMO II.
i. PDB samples are typically not okay for use in recommending RMO I. DEP: We generally require two clean GW monitoring events using conventional low-flow sampling procedures following the use of PDBs to close
ii. RMO I would require the recollection of SB003 to address data gaps.
III. Data Gaps for RMO II
a. SB003 (presented in the Geosyntec-prepared Nov 2010 Site Assessment Report) showed exceedances of the Leachability SCTL.
i. PCE concentrations of 0.042 mg/kg were observed in SB003 at a depth of 11.5 to 13.5 ft BLS.
1. PCE Leachability SCTL: 0.03 mg/kg
2. Synthetic Precipitation Leaching Procedure (SPLP) test was not run on the sample?
ii. To address this data gap, two options are feasible:
1. Option 1: include an engineering control as a deed-restricted covenant.
2. Option 2: recollect a soil sample from this depth and location.
b. MW004 is approximately 80 ft southwest of the property boundary.
i. Typically, the FDEP would like to see a monitoring well closer to the property boundary to determine if the groundwater contamination is entirely within the property.
ii. Option 1: Install a monitoring well downgradient of MW004 closer to the property boundary screened within the same interval (30-40 ft BLS)
iii. Option 2: obtain concurrence from multiple FDEP and DSP personnel that no additional monitoring well is required based on the historical data.
1. Jeff Wagner from DSP has already been approached by JD and does not believe an additional well is needed.
2. Mubeen Darji has not been approached yet.
3. Jennifer Farrell has not been approached yet. However, it is suspected that she would want to install the additional downgradient well. DEP: Jen Farrell does not believe an additional MW is required and requested that we proceed with RMO II.
c. Data Obtained with PDB Samples
i. The last several rounds of sampling data were collected with PDBs which are not approved for use in closure determinations because there are no approved FDEP SOPs for the use of PDBs.
1. If RMO II is purposed, Geosyntec will conduct at least two quarters of sampling at Dry Clean
World using low-flow methods.
2. Samples would be collected from MW004 and downgradient well MW007 for VOHs.
ii. The latest NAM reports do not clearly indicate in the tables and figures which samples were collected with PDBs and which samples were collected via low-flow methods.
1. Geosyntec will update tables and figures with asterisks or footnotes to make it clear which samples were collected with PDBs.
IV. Action Items
a. JD / SA – speak with Mubeen Darji and Jennifer Farrell regarding their opinions on installation of another well closer to the property boundary. DEP: Completed.
b. MS – confirm whether or not an SPLP test done on SB003
c. MS – Follow up with RPO regarding
i. The desire to seek closure under RMO II instead of RMO I
ii. Willingness to accept a deed-restricted covenant containing an engineering control for the building slab.
iii. Willingness to allow for the recollection of SB003
d. MS – update the latest NAM report to include footnotes and/or asterisks for PDB samples. DEP: OK, but Geosyntec does not have to revise and resubmit the current report. This can be applied for subsequent reports.

Subject: Quarterly Natural Attenuation Monitoring Task Assignment - Level of Effort Dry Clean World (ERIC_5491) 1066 Montgomery Road Altamonte Springs, Seminole County, Florida Task Assignment DC018B
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this scope of work (SOW) and the attached level of effort (LOE) for natural attenuation monitoring (NAM) sampling at Dry Clean World (the “Site”; Facility ID ERIC_5491). The Site is located at 1066 Montgomery Road in Seminole County, Altamonte Springs, FL. Groundwater monitoring was last performed at the Site on 1 December 2023 and was reported to the Florida Department of Environmental Protection (FDEP) in the March 2024 Annual Natural Attenuation Monitoring Report.
On January 22, 2024, Geosyntec held a teleconference with the real property owners' point of contact. During the teleconference, Geosyntec presented the possibility of conditional closure under Risk Management Option II (RMO II), and on 6 February 2024 the real property owner consented.
Geosyntec will conduct two rounds of quarterly sampling using low-flow methods to close the PDB data gaps discussed during the March 14 meeting. To close the soil data gap, Geosyntec will recollect a soil sample from the approximate location and depth of the historic exceedance.
Geosyntec will review the data collected from the sampling events and write a Natural Attenuation Monitoring Report with finding and recommendations. This scope also includes one one-hour teleconference between Geosyntec and the FDEP to discuss the next steps for conditional closure pursuit.
This SOW reflects the path forward decided upon during the May 14, 2024 meeting between Geosyntec and the FDEP.
Ms. Sarah Aduwa April 2024
Subtask 1 - Project Management
Subtask 2 - NAM Sampling Event 1
As part of SOW/LOE preparation, existing access agreements were evaluated to determine (i) what agreements are in place for properties where access is required for the proposed scope of work and (ii) if the authorizing parties on those agreements are current. Geosyntec identified the Site property and one off-Site properties that would be affected by the proposed activities, and on 28 March 2024 confirmed the following information, according to the Seminole County Property Appraiser’s website.
1. The property located at 1032 Montgomery Rd. Altamonte Springs, FL 32714 (Parcel ID 03-21-29-530-0000-0010) is owned by Altamonte/SSG Inc. as of November 2023.
The existing agreement for this property was executed by David Sater in November 2023 and is valid. Therefore, no new site access agreement is required.
2. The property located at 1074 Montgomery Rd. Altamonte Springs, FL 32714 (Parcel ID 03-21-29-300-010B-0000) is owned by Altamonte/SSG Inc. as of November 2023.
The existing agreement for this property was executed by David Sater in November 2023 and is valid. Therefore, no new site access agreement is required.
Prior to mobilization, Geosyntec will conduct a teleconference with the owner to inform them of the planned path forward and to seek assistance in coordinating with the current tenant.
Geosyntec personnel will collect groundwater samples from two monitoring wells (MW004 and MW007). Prior to sampling, Geosyntec will gauge the depth to water in the monitoring wells located in the Upper Surficial Aquifer (MW001, MW003, MW004, MW006, MW007, MW008) to evaluate groundwater flow direction in the aquifer. Groundwater samples will be submitted to a fixed-based laboratory for volatile organic hydrocarbon (VOH) analysis by Environmental Protection Agency (EPA) Method 8260.
In addition, one soil boring will be advanced to the approximate location and depth where the 2010 sample exceeding leachability criteria was collected (SB003 from a depth of 11.5 to
13.5 ft BLS). The sample will then be submitted to a fixed-based laboratory, extracted with synthetic precipitation leaching procedure (SPLP) and analyzed for VOH analysis using EPA Method 8260D. We have assumed the interior soil boring can be advanced during normal business hours with consent from owner and tenant.
The soil sample will be collected via a hand auger; a drill capable of coring through concrete will be required. Additionally, due to the hand auger extension exceeding the height of the interior ceiling (approximately 10 ft), extensions will be added to the hand auger as it is partially lowered into the boring requiring two people. Additional time has been included for coordination with the current tenant and the property owner for interior building access.
Groundwater sampling activities are proposed to occur in June 2024.
Geosyntec will provide FDEP with a field deliverable as a milestone that includes updated analytical tables for soil and groundwater, updated groundwater results figure, updated soil results figure, field forms, and an analytical laboratory report.
Subtask 3 – NAM Sampling Event 2
Geosyntec will conduct a second round of sampling using the same methods as described in Task 2.
Groundwater samples will be submitted to a fixed-based laboratory for volatile organic hydrocarbon (VOH) analysis by Environmental Protection Agency (EPA) Method 8260.
Investigation Derived Waste (IDW)
Investigation Derived Waste (IDW) will consist of soil cuttings and purge and decontamination water generated during sampling activities and will be placed in two 55-gallon drum for manifested off-site disposal. It is assumed that one solid and one liquid 55-gallon drum will be generated. Necessary IDW characterization samples will be collected from the drum upon completion of the sampling event in order to develop a waste profile and will include analysis of VOHs (8260B). Erwin Remediation is the selected subcontractor for IDW transport and disposal due to lowest cost. Subcontractor bids and evaluation forms are included in Attachment A.
Subtask 4 –NAM Summary Report
Geosyntec will prepare a NAM Summary Report to summarize sampling activities from both sampling events. The report will contain tables summarizing field/laboratory data, a figure illustrating the VOH concentrations and historical data from other monitoring wells, a narrative summary of the groundwater monitoring event, and conclusions and recommendations. The objective of the report will be to demonstrate conditional closure viability; as such, the report will contain historical data and text pertinent to the site closure. The report will be signed and sealed by a Florida-licensed geologist or engineer, and one electronic copy of the final NAM report will be submitted to the FDEP via email and uploaded to Geosyntec’s Sharepoint site.
