Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road, MS 4500 Tallahassee, Florida 32399-2400

Subject: Scope of Work and Level of Effort – Site Assessment Custom Care Cleaners 3350 West Broward Boulevard

Fort Lauderdale, Florida 33312 FDEP Site ID No. ERIC_4064

Dear Ms. Aduwa, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work and Level of Effort (LOE) for site assessment activities at the Custom Care Cleaners site (Site) located in Fort Lauderdale, Florida (ERIC_4064). Geosyntec prepared this LOE based on Geosyntec’s 30 November 2023 Site Assessment Work Plan (SAWP). A description of task breakdown for Site assessment field activities and report preparation is provided below.

SUBCONTRACTOR EVALUATION

Geosyntec obtained three bids from licensed and qualified utility locating, drilling, and investigation derived waste (IDW) transportation and disposal firms; a cost comparison is provided in Attachment A. Geosyntec recommends the following subcontractors based on lowest cost among the qualified bidders:

Underground utility locating – GeoTek Services, LLC

Soil sampling, Modified Active Gas Sampling (MAGS) installation, and direct push technology (DPT) groundwater sampling – Environmental Drilling Service, Inc. (5 total field days)

Monitoring well (MW) installation – Earth Tech Drilling, Inc. (2 total field days)

IDW transportation and disposal – Erwin Remediation, Inc. (three bids were requested but only one updated quote was received)

MW Surveying – SurvTech Solutions, Inc.

Ms. Sarah Aduwa 2 February 2024

Copies of the bids from each subcontractor are included in Attachment B.

Subtask 1 – Project Management

Subtask 2 – Multi-Media Sampling (Soil, DPT groundwater, soil vapor)

Subtask 2 includes labor for field preparation and preparation of a Site Health and Safety Plan (HASP). Geosyntec personnel will mobilize to the Site to observe the first phase of site assessment activities, which includes a private underground utility survey, lithology boring, soil sampling, MAGS well installations, and DPT groundwater sampling.

Utility locating: Geosyntec will observe utility locating at the Site performed by Geotek Services.

Identified utilities will be mapped by Geosyntec staff using a Global Position System (GPS) unit following the private underground utility survey.

Lithology boring: One soil boring (LSB-01) will be advanced using a DPT drill rig to a depth of approximately 50-feet below land surface (ft BLS) or refusal, whichever is encountered first, to characterize the Site-specific lithology. This data will be used to assist in the selection of soil sampling and DPT groundwater sampling intervals. Based on an assumed depth-to-water (DTW) of 8 to 10 ft BLS, up to six (6) soil samples (0-0.5 ft BLS, 0.5-2 ft BLS, 2-4 ft BLS, 4-6, 6-8, and 8-10 ft BLS or water table) will be collected (six [6] samples total) to assist in assessment to the north of the Site building.

Soil Sampling: Soil sampling will be performed at up to 12 soil boring locations (SB-01 through SB-12), as presented on Figure 4 in the submitted SAWP. Based on an assumed DTW of 8 to 10 ft BLS, up to six (6) soil samples (0-0.5 ft BLS, 0.5-2 ft BLS, 2-4 ft BLS, 4-6, 6-8, and 8-10 ft BLS or water table) will be collected from each of the 12 proposed soil sample locations (72 samples total). Soil samples will be collected by a DPT rig or hand auger. A concrete core drill will be used to access soil under the building slab (concrete) and driveway/parking lot (asphalt).

Samples (including samples from the lithology boring) will be analyzed for the presence of volatile organic compounds (VOCs) via Environmental Protection Agency (EPA) Method 8260 by a National Environmental Laboratory Accreditation Program (NELAP)-accredited, fixed-base laboratory. Soil samples will be field screened with a photoionization detector (PID).

Supplemental soil samples will be collected from each location and depth interval (via Encore or Terra Core samplers) for analysis of VOCs by the synthetic precipitation leaching procedure (SPLP) should VOC concentrations exceed the leachability-based soil cleanup target levels. For budgetary purposes, it is assumed that approximately half of the proposed soil samples will be analyzed by SPLP for VOCs. Exterior soil samples will be surveyed with a GPS and interior sampling locations will be transcribed based on Site features.

MAGS well installation: Four, 2-inch (in.) diameter Schedule 40 polyvinyl chloride (PVC) MAGS wells (MAGS-01 through MAGS-04) will be installed by hand auger to a depth of approximately 6 ft BLS (or 1-ft above the static water level if the depth to groundwater is different than historically observed). Each MAGS well will be installed with one foot of riser and 5-ft of 0.010-

in. slotted well screen extending from approximately 1 to 6 ft BLS, unless the DTW dictates a modification is warranted. A 20/30 grade sand filter pack will be placed from the bottom of the boring to the top of the well screen. The remaining annular space will be grouted to just below the top of casing.

MAGS well testing: Each MAGS well will be tested for a period calculated to remove one, 10 to 15-ft radius of soil vapor volume using a vacuum blower. The vacuum and flow rates used at each MAGS well will be based on the results of a step test at one interior location. The step test will include a minimum of three steps at increasing vacuums to evaluate optimum airflow rates.

Vacuum will be monitored at adjacent MAGS wells at approximate 15-minute intervals, as practical, during MAGS testing. After the completion of the study, the MAGS wells will be left in place, capped, and covered with a flush-mount manhole so that they may be converted into soil vapor extraction (SVE) wells and sampled as necessary in the future.

During testing, soil vapor will be monitored with a PID. Soil vapor samples will be collected at the end of each MAGS test using a batch-certified “clean” Summa canister provided by the analytical laboratory. The soil vapor samples will be sent to a fixed-based laboratory for analysis of VOCs by the TO-15 method.

DPT groundwater sampling: Geosyntec personnel will observe the collection of DPT groundwater samples at up to 9 locations (DPT-01 through DPT-09), as shown on Figure 5 of the SAWP.

Groundwater samples will be collected at 10-ft intervals (i.e., 6 to 10 ft BLS, 16 to 20 ft BLS, 26 to 30 ft BLS, etc.) to an estimated 50 ft BLS (or refusal, whichever comes first), resulting in 5 samples x 9 locations (45 samples). Sampling intervals may be adjusted based on observed depth to water and Site lithology. Groundwater samples submitted to a NELAP-accredited fixed-based laboratory will be analyzed for the presence of VOCs by EPA Method 8260 (full list). No field duplicates will be collected.

Field GPS and Interior Mapping: Exterior sampling locations (e.g., DPT groundwater, soil samples) will be surveyed throughout the week with a field GPS by Geosyntec personnel. Interior sampling locations will be transcribed based on Site features.

Field Deliverable and Draft Summary Figure: Geosyntec has included costs to manage the data generated during this subtask and to develop the following to facilitate discussion with the Florida Department of Environmental Protection (FDEP):

One figure and table to summarize VOC laboratory analytical results from the DPT groundwater samples;

One figure and table to summarize VOC laboratory analytical results from soil samples;

and

One figure and table to summarize VOC laboratory analytical results from MAGS samples.

These data will be provided to the FDEP for evaluation to select the locations of proposed monitoring wells to be installed in Subtask 3 (current proposed locations are illustrated on Figure 6); data gaps will be addressed during Subtask 3, if practical. If fixed-based laboratory analytical results of soil and DPT groundwater samples indicate that additional sampling will be required to complete delineation, Geosyntec will propose additional sampling locations and corresponding depths. The data will be managed in a database.

Subtask 2 activities will be performed by two (2) Geosyntec staff members assuming one (1) day for utility locating and marking the boring locations (one Geosyntec staff), five (5) days for drilling oversight, one (1) day for MAGS well sampling and testing, and close-out tasks at the Site. We have assumed up to 10 hours per day.

Subtask 3 –Monitoring Well Installations

Subtask 3 includes labor for field preparation. Geosyntec personnel will mobilize to the Site to observe monitoring well installations.

Interior monitoring well installation: Two (2) monitoring wells (GMW-01 and GMW-03) will be installed inside the existing building. The monitoring wells will be advanced using either a hand auger or a DPT drill rig following core drilling of the building slab. The monitoring well target depths will be approximately 15 ft BLS. They will be constructed of Schedule 40 PVC with pre-packed screens at approximately 5 to 15 ft BLS.

Exterior Monitoring well installations: Geosyntec personnel will observe the installation of up to three (3) exterior water-table monitoring wells to evaluate groundwater quality. We have assumed the utility survey will be sufficient for siting the proposed monitoring well locations; however, should the spray paint be worn away or if there is any uncertainty in utility locations relative to drilling locations, Geosyntec will submit a WCD or TACO to the FDEP for focused utility locating. Water-table monitoring wells proposed in the SAWP (GMW-01 through GMW-05) will be installed upgradient, cross-gradient, and downgradient of the facility using either a hand auger or DPT drilling method. The wells will be constructed of Schedule 40 PVC pipe with 10 ft of 0.010-in. slotted well screen, filter pack consisting of 20/30 silica sand, and at least a 0.5-ft thick, fine sand (30/65 silica sand) seal. The remaining annular space will be grouted to land surface with

Portland Cement Type I/II and monitoring wells will be completed at the surface with a flush-mount 8-in. manhole and a locking monitoring well cap.

Geosyntec will install one (1) vertical extent monitoring well (GMW-06D) to a depth of up to 50 feet. The wells will be constructed with a 5-ft or 10-ft screen depending upon the lithologic information.

The monitoring wells will be developed until the discharge is relatively sediment-free and sampled no sooner than 24 hours after development.

Field Deliverable: Geosyntec has included costs to manage the data generated during this subtask, which includes one table to summarize monitoring well construction details.

Subtask 3 activities will be performed by one (1) Geosyntec staff member assuming two (2) days for drilling oversight and close-out tasks at the Site. We have assumed up to 10 hours per field day.

Subtask 4 – Monitoring Well Surveying and Groundwater Sampling

Monitoring Well Survey: This subtask includes costs for a Florida professional land surveyor to survey the six (6) newly installed monitoring wells. Cost has been included for Geosyntec to oversee the survey.

Groundwater sampling: Geosyntec personnel will collect groundwater samples from the six (6) Site monitoring wells. DTW measurements will be collected from the monitoring wells to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with the FDEP Standard Operating Procedures (SOPs), assuming the DTW and drawdown do not exceed the suction limit of the peristaltic pump. The samples will be stored on ice and shipped to a NELAP-accredited, fixed-based analytical laboratory under chain of custody for analysis under standard turnaround times. The groundwater samples will be analyzed for VOCs by EPA Method 8260.

Subtask 4 activities will be performed by one (1) Geosyntec staff member assuming two (2) days for well sampling, IDW sampling, and close out tasks at the Site. One composite liquid and one composite soil sample will be collected and analyzed for VOCs and metals using the Toxic Characteristic Leaching Procedure (TCLP) for IDW characterization. We have assumed 10 hours per day.

Field Deliverable and Draft Summary Figure: Geosyntec has included costs to generate one figure and table that summarize VOC laboratory analytical results from groundwater monitoring well samples. These data will be provided to the FDEP for evaluation. The deliverable will include the final surveyor report, monitoring well installation field forms, and groundwater sampling forms.

Subtask 5 – IDW Management

IDW Sampling: Geosyntec will review the generation of a waste characterization profile as well as the preparation of IDW manifests. Geosyntec will coordinate disposal arrangements for up to 18 drums of non-hazardous IDW (based on driller’s estimate of drum quantities). Analytical costs are included to establish the soil and groundwater profiles required by the selected waste hauler.

We have assumed field oversight of the drum pickup is not necessary.

For this cost estimate, we have assumed the IDW will not be impacted by PFAS (screening to be performed under separate TA) and Geosyntec will submit a WCD or TACO to the FDEP for any change of scope.

Subtask 6 – Site Assessment Report

Following completion of field activities, Geosyntec will proceed with the preparation and submittal of a Site Assessment Report (SAR) documenting assessment activities and summarizing analytical results. This subtask includes costs to generate a SAR that summarizes the analytical results of the assessment activities outlined above and complies with the requirements of Chapter 62-780.600, FAC. LOE costing includes the following figures:

USGS Site Topographic Map (includes potable wells identified from online sources with addresses/coordinates that can be mapped within only a 0.5-mile radius of the Site)

Site Layout

Site Utility Map

Lithologic Cross Section (1 transect)

Summary of Soil Analytical Results from 0-0.5, 0.5-2, 2-4, 4-6, 6-8, and 8-10 ft BLS intervals until the water table (assuming DTW at 10 ft BLS, 6 figures)

Summary of DPT Groundwater Sampling Analytical Results

Summary of Groundwater Elevations

Summary of Monitoring Well Analytical Results

The SAR will include recommendations for remediation, further assessment, or closure based on the data. The SAR will be signed/sealed by a FL professional geologist or engineer.

RE: Scanning Services – Custom Care Cleaners, Ft. Lauderdale, Florida

Mr. Udvardy, GeoTek Services is pleased to respond to your request for scanning services at

Custom Care Cleaners located in Ft. Lauderdale, Florida. We will scan up to 25 bore locations as shown in your PDF drawing with the goal of locating underground utilities and structures. We can only scan the easily accessible open areas for underground objects. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or obstructions. We will scan as close as reasonably possible to fixed objects such as structures, brush, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground objects. We will also submit a report of our findings. It is the client’s responsibility to protect and preserve all markings.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
