Subject: Negotiation Summary
HW683_DC037D
This Task Assignment authorizes Geosyntec to conduct remediation activities at Gentle Touch Dry Cleaners site in accordance with Geosyntec’s scope of work, cost estimate and schedule received on February 19, 2026.
Nick Barnes is the Project Manager.
Subtask 2, 3, and 4 This subtask includes costs associated with the preparation of an ISR Work Plan to address vadose zone soil impacts at the Site, bid documents, and conducting a bid walk.
Geosyntec anticipates that the ISRP will detail a soil vapor extraction (SVE) system to treat soils from 0 to 4 feet (ft) below land surface (BLS), as identified in the March 2024 Site Assessment Report.
Geosyntec will communicate with the Site owner to discuss the design plan and coordinate logistics for a Site visit with the owner. Geosyntec will develop and prepare Bid Documents necessary to obtain subcontractor costs to implement the ISR at the Site.
The Bid Documents will include the specifications necessary for potential subcontractors (i.e., bidders) to provide a cost to permit, mobilize, and prepare the Site for construction;
complete trenching, backfilling, and install the treatment system; and perform Site restoration activities.
Geosyntec will develop a list of at least three qualified SVE Contractors for invitation to the Site to participate in a bid walk. Prior to scheduling the Site visit, Geosyntec will send interested Contractors copies of the ISRP, Bid Documents, and Technical Specifications.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost is $16,473.14 with 93 labor hours.

Subcontractor Bidding Activities Gentle Touch Dry Cleaners 3611 W. Hillsborough Avenue (formerly 3613 W. Hillsborough Avenue) Tampa, FL 33614 FDEP Site ID ERIC_4712
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW), Level of Effort (LOE), and Cost Estimating Form (CEF) for remediation activities at the Gentle Touch Dry Cleaners Site located in Tampa, Florida (ERIC_4712). This SOW includes (i) preparing an Interim Source Removal (ISR) Work Plan, (ii) preparing Bid Documents, and (iii) soliciting bids from qualified subcontractors and evaluating the subcontractor bids for selection. A description of task breakdown for field activities and report preparation is provided below. A CEF/LOE is provided as Attachment A.
Subtask 1 – Project Management
Costs associated with this subtask are directly computed.
Subtask 2 – ISR Work Plan
This subtask includes costs associated with the preparation of an ISR Work Plan (ISRP) pursuant to Chapter 62-780.525, Florida Administrative Code to address vadose zone soil impacts at the Site, bid documents, and conducting a bid walk. Geosyntec anticipates that the ISRP will detail a soil vapor extraction (SVE) system to treat soils from 0 to 4 feet (ft) below land surface (BLS), as identified in the March 2024 Site Assessment Report.
The ISRP will include the following elements:
• A recap of the soil assessment activities and results;
http://www.geosyntec.com/
• Proposed SVE well layout, piping layout, construction, operation, and maintenance details;
• A process and instrumentation diagram;
• SVE well details;
• Electrical connection to system;
• Piping details; and
• Engineering cost estimate for implementation and operation and maintenance (O&M).
Geosyntec will communicate with the Site owner to discuss the design plan and coordinate logistics for a Site visit with the owner (or local representative, if present) and existing tenant (in this case, a laundromat). The objectives of the Site visit are to (i) evaluate interior access for construction activities, such as trenching for subgrade piping runs or the use of above grade piping into overhead spaces (or both); (ii) document current Site conditions; discuss access and logistics with the Site owner and tenant; determine a location for the treatment equipment; and (iii) evaluate the presence of overhead and underground utilities. Nick Barnes (Project Manager, Engineer of Record [EoR]) will conduct the Site visit. Effort has been included for Geosyntec to communicate with the property owner and tenants before and after the Site walk to ensure the proposed design is appropriate.
Subtask 3 - Bid Package Development
Geosyntec will develop and prepare Bid Documents necessary to obtain subcontractor costs to implement the ISR at the Site. The Bid Documents will include the specifications necessary for potential subcontractors (i.e., bidders) to provide a cost to permit, mobilize, and prepare the Site for construction; complete trenching, backfilling, and install the treatment system; and perform Site restoration activities.
The Bid Documents will include:
• Instructions for Bidders;
• Request for Bids Scope of Work;
• Construction Drawings;
• Technical Specifications; and
• Bid Proposal Form.
The Bid Documents and Technical Specifications section will include, but not be limited to, the following elements:
• Summary of work;
• Description of site conditions, access constraints, known overhead and subsurface utilities, and historical soil data, etc.;
• Permitting (local, state, federal);
• Safety, health, and emergency response requirements;
• Site preparation and pre-mobilization activities (e.g., underground utility locating);
• Requirements for protection of existing structures, as applicable;
• Piping locations and specifications;
• Conveyance piping and connection specifications;
• Backfill specifications;
• Electrical connection requirements and electrical subcontractor costs;
• Telemetry system connection and operational requirements;
• Waste profiling, manifesting, transportation, and disposal requirements; and
• Site restoration and demobilization requirements.
Subtask 4: Bid Walk and Evaluation Geosyntec will develop a list of at least three qualified SVE Contractors for invitation to the Site to participate in a bid walk. Prior to scheduling the Site visit, Geosyntec will send interested Contractors copies of the ISRP, Bid Documents, and Technical Specifications. Geosyntec will coordinate the visit with the Site owner and current tenant to provide an overview of the ISRP and allow the owner and tenant to provide input on logistics, layout changes (if Site conditions differ from those at the time of the ISRP), and how to minimize disruptions to facility operations. This information will allow for the Site visit to run smoothly and provide the best opportunity for setting clear expectations for the contractors. Nick Barnes (PM/EoR) will attend the Bid Walk.
Geosyntec will respond to requests for additional information (RAIs) submitted by contractors following the Site visit. Geosyntec will review contractor bids and evaluate costs and approaches to identify the best value to FDEP. Geosyntec will submit the Contractor bids, bid evaluation, and our recommendation for Contactor selection to FDEP in a separate scope of work for implementation.
