Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Site Cleanup Section 2600 Blair Stone Road, MS 4500 Tallahassee, Florida 32399-2400
Subject: Scope of Work and Level of Effort – Supplemental Site Assessment Jack Sheehan’s Drive-in Cleaners 1501 S. Lake Avenue West Palm Beach, Florida 33401 FDEP Site ID No. ERIC_5123
Dear Ms. Aduwa, Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work and Level of Effort (LOE) for supplemental site assessment activities at the Jack Sheehan’s Drive-in Cleaners site (Site) located in West Palm Beach, Florida (ERIC_5123). Geosyntec prepared this LOE based on Geosyntec’s March 2024 Site Assessment Report (SAR). A description of task breakdown for Site assessment field activities and report preparation is provided below.
SUBCONTRACTOR EVALUATION
Geosyntec obtained three bids from licensed and qualified drilling, and IDW transportation and disposal firms; a cost comparison is provided in Attachment A. Geosyntec recommends the following subcontractors based on lowest cost among the qualified bidders:
IDW transportation and disposal – Erwin Remediation (2 drums; one soil one water)
Copies of the bids from each subcontractor are included in Attachment B.
SITE ACCESS
As part of SOW/LOE preparation, Geosyntec undertook a comprehensive review of existing access agreements. This review aimed to determine (i) existing agreements for properties requiring access for the proposed work and (ii) the current authorizing parties. Geosyntec identified the Site property and each parcel encompassed by the site property which may be effected by the proposed activities, ensuring full compliance with all necessary access requirements.
1. The Site property, is composed of three parcels (Parcel ID: 74-43-43-28-05-000-2150, 74- 43-43-28-05-000-2130, and 74-43-43-28-05-000-2170) all of which were sold to AND &
Jack Sheehan’s Drive-In Cleaners #1
Associates LLC on 01 March 2006. The existing agreement for this property was authorized in 3 April 2023 by Robert D'uva (AND & Associates LLC) but only covers 74- 43-43-28-05-000-2150 located at 1510 Lake Ave, West Palm Beach, Florida; therefore, an amendment to the current Site Access Agreement is required.
Subtask 1 – Project Management
Melissa Shook will serve as the Geosyntec project manager, and her hours are directly computed in the LOE/SOW.
Subtask 2 – Monitoring Well Sampling and Soil Sampling
Utility Clearing and UST Mapping: Geosyntec will observe utility locating at the Site performed by Bloodhound. Additionally, the underground storage tank (UST) will be investigated further with the intent of determining (i) approximate footprint via GPR, (ii) filling mechanism and associated piping with visual observations of aboveground utilities and GPR and (iii) approximate depth of tank and/or contents with an oil-water interface probe. Geosyntec will open manholes of the UST and of nearby manholes as a part of this effort but will not make attempts to locate the UST or associated piping with invasive methods. Findings will be documented via field notes and photographs.
Groundwater sampling: Geosyntec personnel will collect groundwater samples from the 7 Site monitoring wells. Depth-to-water measurements (DTW) will be collected from the monitoring wells to evaluate groundwater flow direction. The monitoring wells will be sampled using a peristaltic pump in general accordance with FDEP Standard Operating Procedures (SOPs), assuming the DTW and drawdown do not exceed the suction limit of the peristaltic pump. The samples will be stored on ice and shipped to a NELAP approved, fixed-based analytical laboratory under chain of custody for analysis under standard turnaround times. The groundwater samples will be analyzed for (i) VOCs by EPA Method 8260, (ii) Acenaphthene, Acenaphthylene, 1-methylnaphthalene, 2-methylnaphthalene, and naphthalene via EPA method 8270D and (iii) TRPH via FLO-PRO.
Soil Sampling: Soil sampling will be performed at up to 4 locations, as presented on Figure 1 of this SOW. Based on an assumed depth-to-water (DTW) of 8 ft BLS, a minimum of four soil samples (0-0.5 ft BLS, 0.5-2 ft BLS, 2-4 ft BLS, 4-6 and 6-8 feet below land surface [ft BLS] or water table) will be collected from each of the 4 proposed soil sample locations (20 samples total).
Soil samples will be collected by a hand auger. A concrete core drill will be used to access soil under the building slab (concrete). Samples will be analyzed for the presence of VOCs via EPA Method 8260, by a National Environmental Laboratory Accreditation Program (NELAP) accredited, fixed-base laboratory, . Supplemental soil samples will be collected from each location and depth interval (via Encore samplers) for analysis of VOCs by the synthetic precipitation leaching procedure (SPLP) should VOC concentrations exceed the leachability-based soil cleanup target levels. For budgetary purposes, it is assumed that approximately half of the proposed soil samples will be analyzed by SPLP for VOCs. Interior sampling locations will be transcribed using as-builts based on Site features.
Subtask 3 activities will be performed by 2 Geosyntec staff members assuming 3 days for well sampling, soil sampling, IDW management, and close out tasks at the Site. We have assumed 10-hours per day including round trip mobilization.
Subtask 3 – IDW Management
Geosyntec will review the generation of a waste characterization profile as well as the preparation of IDW manifests. Geosyntec will coordinate disposal arrangements for up to 2 drums of non-hazardous IDW. We have assumed field oversight of the drum pickup is not necessary. Erwin Remediation was selected as the transportation and disposal subcontractor due to lowest cost (subcontractor evaluation included in Attachment A).
For this cost estimate, we have assumed the IDW will be impacted by PFAS. Geosyntec will submit a WCD or TACO to FDEP for any change of scope.
Subtask 4 – PFAS Sampling and Field Deliverable
During Subtask 2 mobilization, Geosyntec personnel will collect samples from seven monitoring wells (MW001 through MW007) for PFAS analysis. Samples will be preserved on ice and sent to the FDEP Laboratory following proper chain of custody procedures.
Geosyntec will prepare an email deliverable with attachments that include: a figure showing PFAS groundwater results (PFOA, PFOS, and their combined concentrations for each well, without isoconcentration lines), the certified analytical laboratory report, a figure showing analytical results, equipment calibration logs, and groundwater sampling forms. This email will be submitted to the FDEP within two working days after receiving the final certified laboratory report from the FDEP Laboratory.
Geosyntec expects the final laboratory report to be emailed to Melissa Shook (melissa.shook@geosyntec.com) by the FDEP Laboratory. The completed email deliverable will be submitted to Sarah Aduwa, Safa Shariat, Jennifer Farrell, Breck Dalton, Mubeen Darji, and Doris Brown.
Additionally, the reporting of the PFAS results will also be incorporated into Subtask 5. Costs for analysis and integration into the Subtask 5 deliverable are covered under Subtask 4.
Subtask 5 – Supplemental Site Assessment Report
Following completion of field activities, Geosyntec will proceed with the preparation and submittal of a Supplemental Site Assessment Report (SSAR) documenting assessment activities and summarizing analytical results. This subtask includes costs to generate a SSAR that summarizes the analytical results of the assessment activities outlined above and complies with the requirements of Chapter 62-780.600, FAC. The costing included in the CEF/LOE includes the following figures:
USGS Site Topographic Map with Potable well survey

RE: Utility Locating Services – Jack Sheehan #1, WPB, Florida
Ms. Shook, GeoTek Services is pleased to respond to your request for Utility Locating services at Jack Sheehan #1 located in West Palm Beach, Florida. We will scan a (10’ x 10’) area around the four proposed bore locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as vehicles, structures, obstructions. We will scan as close as reasonably possible to fixed objects such as curbs, landscaping, or obstructions, etc. Our deliverable will be marking paint or flags indicating the horizontal location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. We also request all grassy areas to be mowed prior to scanning. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
