Dear Ms. Crain, Ms. Hankins, and Mr. Smith:
Geosyntec has prepared this statement of work (SOW) and proposed level of effort (LOE) to conduct combined Preliminary Assessment and Site Investigation fieldwork for the Site. We have conducted an initial review of pertinent historical and recent documents and FDEP correspondence. Our investigation will focus on issues identified and summarized in the following documents:
• Pre-Cercla Screening Assessment (PSA) Narcoossee Dump Saint Cloud, Osceola County, Florida ERIC ID#ERIC_17825 - FDEP, 18 February 2022
• Potable Well Survey, Facility ID ERIC_17825, Request 400059, Jones Rd Property, Jones Rd St. Cloud, FL 34771 – Florida Department of Health Bureau of Environmental Heath, 19 October 2021
• Phase I Environmental Assessment Report, Jones Road Vacant Parcel, St. Cloud, Osceola County, Florida – Tierra, Inc. 4 November 2021

Former Narcoossee Dump Proposal
Background
Based on the initial review of the document identified above and discussion with the FDEP, the site is located near Jones Rd, Saint Cloud, Osceola County, FL 34771. The Site is located directly south of Jones Rd and is surrounded by a residential neighborhood. The approximate geographical coordinates of the Site are 28.2969º N, -81.2339º W. Reportedly, the Site previously operated as a sanitary dump according to a 1964 Lease Agreement between the Lessor, a private citizen, and the Lessee, Osceola County. Historical aerial photographs show signs of tire tracks around the Site, although the photos do not seem to show any solid waste on Site, the photos are from 1944-1970 and are not high-quality photos. The Site is currently vacant and is no longer in operation as a landfill. A concerned citizen contacted the Florida Department of Environmental Protection (FDEP) CERCLA Site Screening Section (CSSS) and requested the property be screened under
CERCLA.
CSSS was made aware of the Site by a concerned citizen representing the neighborhood community surrounding the Site through the National Association for the Advancement of Colored People (NAACP) Environmental & Climate Justice Committee of Osceola County Branch 5121.
This concerned citizen submitted a copy of the Lease Agreement between the Lessor, James Whitted, and the Lessee, Osceola County from 1964. A clause in the document states that the land may only be used as a sanitary landfill or general garbage disposal. Citizens living on properties adjacent to the Site also reported the dumping of construction debris in the past. FDEP’s Central District, nor the Tallahassee Headquarters, possess any previous documentation of the Site existing or being used as a landfill beyond the original 1964 Lease Agreement.
Based on the available information, approximately 284 private potable drinking water wells are located within 4-miles of the Site. The apportioned population served by all drinking water supply wells from the aquifer of concern within 4-miles is approximately 13,474. The closest wells, public and private, are located within 1/4 mile of the Site. In October 2021 the Florida Department of Health Bureau of Environmental Health conducted a potable well survey of 10 of the nearby private potable drinking water wells. The water samples collected during the potable well survey were analyzed for volatile organic compounds (VOCs) and metals. Multiple samples reported detections of metals including aluminum, arsenic, barium, beryllium, cadmium, chromium, iron, lead, nickel, and sodium.
There are no previously existing Site ID’s of any kind for this property, and Aerial Photographs provided by Florida Department of Transportation (FDOT) from as early as 1951 to present do not seem to show evidence of garbage being disposed of at the Site. From 1951 to 1975 the Site appears to be a dirt covered area with tire marks suggesting large vehicles had circled the property. The
Site has an elevation depression in the center of the parcel as shown on Topographic maps of the area.
The FDEP requested that Geosyntec conduct a combined Preliminary Assessment and Site Investigation (PA/SI) based on the recommendations of the FDEP PSA. Based on discussions with the FDEP, Geosyntec prepared a QAPP/Work Plan for the Site Investigation (submitted to the FDEP on 17 June, 2022) and Geosyntec has prepared this proposal and scope of work to conduct PA/SI fieldwork.
Scope of Work
Subtask 1 – Project Management
Subtask 2 – Preliminary Assessment/Site Investigation Fieldwork
Soil Samples
The scope of work for conducting the PA/SI will include advancing a total of 6 soil borings (SB- 1 through SB-6) and collecting soil samples from 0 to 2 feet below land surface (ft BLS) and 2 to 4 ft BLS at each boring location. The soil samples will be advanced in the approximate areas shown on Figure 2 of the QAPP/Work Plan. Soil samples will be collected using direct push technology (DPT) or via hand auger, properly packaged in coolers, and sent to the FDEP laboratory in Tallahassee, FL for analysis for RCRA Metals (total and dissolved) by EPA Method 6020A, volatile organic compounds (VOCs) by EPA Method 8260D, PAHs by EPA Method 8270E, pesticides/herbicides by EPA Method 8321B, total recoverable petroleum hydrocarbons (TRPH) by FL-PRO, polychlorinated biphenyls (PCBs) by EPA Method 8270E, organochlorine pesticides (OCPs) by EPA Method 8270E, and per-and polyfluoroalkyl substances (PFAS) using DEP SOP:
LC-001-3.
Groundwater Samples
The scope of work for conducting the PA/SI will include the installation and sampling of 6 temporary groundwater monitoring wells (MW-1 through MW-6). The groundwater monitoring wells will be installed with a DPT drill in the approximate locations shown on Figure 2 of the QAPP/Work Plan. Each of the monitoring wells will be constructed using 2-inch-diameter polyvinyl chloride (PVC), with 10 ft of pre-pack filter packs with 0.006-inch slotted screen, set to intersect the water table. The wells will be completed stick-up and then developed. Monitoring well depth will be determined from the Site-specific conditions, but it is anticipated that each well will be installed to a depth of 20 feet BLS, depending on the depth to groundwater and soil conditions. The upper 5 feet of soil will be hand cleared for utilities using a post hole digger or hand auger during monitoring well construction. Development and purge water from the new monitoring wells will be discharged to ground surface and soil cuttings from drilling activities will be spread onsite.
We propose to install these as temporary wells and conduct groundwater sampling, obtaining water levels, and surveying the wells at the Site. An underground utility survey will be conducted prior to well installation. The top of casing elevations will be measured by a surveyor and depth to groundwater will be recorded. Groundwater samples will be collected from the six monitoring wells at least 24 hours after installation. The monitoring wells will be purged prior to groundwater sampling using a peristaltic pump until all field parameters have stabilized within the acceptable ranges as stated in the FDEP Standard Operating Procedures (SOPs) and turbidity is below 20 Nephelometric Turbidity Units (NTU). Per FDEP SOP, if any stabilization criteria cannot be reached, 5 well volumes should be purged prior to sampling. The appropriate number of duplicate samples and Quality Assurance/Quality Control (QA/QC) samples will be collected from the Site in accordance with Table 2 of the QAPP/Work Plan. Groundwater samples will be collected, properly packaged in coolers, and sent to the FDEP laboratory in Tallahassee, FL for analysis for RCRA Metals (total and dissolved) by EPA Method 6020A, volatile organic compounds (VOCs) by EPA Method 8260D, PAHs by EPA Method 8270E, pesticides/herbicides by EPA Method 8321B, total recoverable petroleum hydrocarbons (TRPH) by FL-PRO, polychlorinated biphenyls (PCBs) by EPA Method 8270E, organochlorine pesticides (OCPs) by EPA Method 8270E, and per-and polyfluoroalkyl substances (PFAS) using DEP SOP: LC-001-3. For the dissolved RCRA metals analysis, disposable 0.45-micron filters will be used to field filter the groundwater prior to sample collection. Temporary monitoring wells MW-1 through MW-6 will be abandoned upon completion of the PA/SI field event.
We obtained 2 drilling quotes from Preferred Drilling Solutions (PDS) and GFA International (GFA). We attempted but were unable to obtain a third drilling quote from Groundwater Protection. RE: Utility Locating Services – Dump Site, Jones Road, St. Cloud, Florida
Mr. Galvin, GeoTek Services is pleased to respond to your request for Utility Locating services at a former Narcoossee Dump Site located in St. Cloud, Florida. We will scan a 15’ radius around the six proposed bore locations as shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, structures, or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Good morning, I would like to request a quote for a utility locate at our Former Narcoossee Dump site located on Jones Road in Saint Cloud, FL. The Site does not have any address but I have attached some figures for you to see the location of the Site and where drilling is going to be done on the property. This work would include horizontally locate and field mark (paint, flags, or tape) all subsurface utilities found within roughly a 15 ft radius of the 6 proposed soil boring/monitoring well locations which I marked out in blue on the attached Figure 1. This Site is currently very overgrown with vegetation and the drillers will be clearing enough area to access all the well locations with their drill rig but they will not be clearing the entire property. Please let me know if you need any additional information or have any questions.
Many thanks, Andrew Galvin, P.E. (FL) Engineer Geosyntec Consultants, Inc.
