Jackson Square QAPP Work Plan Proposal and Site Visit
11 October 2023
Ms. Nancy Murchison and Billy Hessman Brownfields and CERCLA Administration Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4535 Room 310-D Tallahassee, FL 32399-2400
Subject: Proposal and Level of Effort/Cost Estimate Form QAPP Work Plan for Site Assessment and Site Visit Jackson Square 4154 Lafayette Street Marianna, Florida 32446
Dear Ms. Murchison and Mr. Hessman:
We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to prepare a Quality Assurance Project Plan (QAPP) to conduct a Site Assessment for the subject property located at 4154 Lafayette Street, Marianna, FL, (“the Site”). The City of Marianna submitted an SRP Grant Application to address contamination on the property and the FDEP accepted the application on 3 October 2023; the FDEP requested that Geosyntec prepare a proposal and LOE/CEF to proceed with a QAPP Work Plan preparation for the site assessment at the Site.
Background
The Jackson Square property was formerly used a commercial shopping center that contained several retail businesses that leased spaces. The shopping center buildings were constructed at the Site in 1960. According to information provided in the Phase I ESA, a dry-cleaning facility began operating at the site in 1975. It is not known how long the dry-cleaning facility operated at the Site. The buildings on the property were damaged by Hurricane Michael in October 2018.
Currently, there are no tenants in the buildings.
Ms. Murchison and Mr. Hessman
Jackson Square QAPP and Site Visit
The Jackson Square property is located in downtown Marianna and the City is encouraging redevelopment of this blighted area. The Jackson Square property has been acquired by a private party for redevelopment of commercial uses that include potential uses as retail gasoline, medical facility, and other potential developments. The cause of the soil and groundwater contamination at the property is unknown. As noted in the Phase II ESA report prepared by MDM, chlorinated ethenes including tetrachloroethene (PCE) and trichloroethene (TCE) were present in groundwater samples collected from four temporary monitoring wells at the site. These compounds may be present as a result releases from the former dry cleaner operations. Four temporary monitoring wells installed during the Phase II were located on the north, west, south and east sides of the sites and were removed subsequent to the Phase II assessment.
The Site is in early redevelopment stages and the purpose of this project is to prepare a work plan to conduct additional site assessment activities to help support remediation, eventual site closure for soil and groundwater impacts to the property and support future site redevelopment. The intent of the proposed additional assessment is to characterize the vertical and horizontal extent of chlorinated solvents (CVOCs) in soil and groundwater, determine groundwater flow directions, and collect soil and groundwater data to support remediation in accordance with FDEP’s Site Cleanup Rule, 62-780 F.A.C. and USEPA Data Quality Objectives. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.
Subtask 1 – Project Management
Subtask 2 – Prepare Quality Assurance Project Plan Work Plan and Site Visit
Pursuant to USEPA’s applicable requirements, Geosyntec will prepare a Quality Assurance Project Plan (QAPP) specific to this Site and the proposed activities. The QAPP will include information on project planning elements, data generation and acquisition, quality assurance related to site assessment data quality objectives, data validation, and proposed additional soil and groundwater assessment. Sampling tables and figures will be prepared that show the locations, number of soil samples and monitoring wells, as well as field screening and laboratory analytical methods that will be employed during site assessment activities.
This work plan focuses on providing site assessment for determining historical operations (dry-cleaning and/or other) source areas that potentially impacted soil and groundwater at the Site with the ultimate goal of delineation of the vertical and horizontal extent of CVOCs in soil and groundwater. As noted above, PCE and TCE were detected above their respective GCTLs in the four temporary groundwater monitoring wells as shown on Figure 4 of the Phase II ESA report.
TCE was detected above its SCTL in a soil sample collected at a depth of 25 feet below land surface from the borehole for SWTW as shown on Figure 3 of the Phase II ESA report.
Geosyntec anticipates conducting soil borings within the buildings in an effort to identify sources of PCE and TCE contamination, DPT soil and groundwater sampling at multiple locations at the Site to determine the extent of soil and groundwater contamination and installing multiple monitoring wells to determine the groundwater quality and groundwater flow directions, as well as providing additional groundwater characterization. In addition, as warranted, Modified Active Gas Sampling (MAGS) testing will be specified in the QAPP to determine potential CVOCs source areas. The proposed assessment will be confined to the Jackson Square property.
A potable groundwater supply well is present within ½ mile to the west of the site. Other potable supply wells will be identified during the assessment. Soil and groundwater investigation derived waste that is generated during assessment activities will be characterized and disposed of properly.
Geosyntec will prepare a site assessment report based on the data collected during the assessment.
The QAPP work plan will also provide key personnel assigned to site assessment activities and regulatory, program, and project managers, key site personnel, and schedules to conduct site assessment activities.
Geosyntec plans to conduct a Site Visit to determine accessibility of existing buildings on-Site for conducting soil borings and potential MAGS testing. Based on the Phase I and II Reports, the location of the former dry-cleaning operation is not well known. Therefore, multiple indoor locations may require testing to determine the source of CVOCs in soil. In addition, on-Site utilities including sewer and water corridors will be identified in the QAPP to determine if contaminant preferential pathways may exist at the Site.
We anticipate completing the Site Visit within 10 days of authorization of this proposal and LOE and completing a QAPP Work Plan within five to six weeks of authorization.
