Ms. Brittany Plyler Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road Tallahassee, FL 32399-2400

Subject: SOW/LOE - SVE System Decommissioning Walker Plaza (ERIC_4783) 603 – 617 North Maryland Avenue Plant City, Florida

Dear Ms. Plyler:

Geosyntec Consultants, Inc. (Geosyntec) has prepared the following scope of work (SOW) and proposed level of effort (LOE) to perform additional decommissioning of the soil vapor extraction (SVE) system at the Walker Plaza site (herein, the “Site”) located in Plant City, Florida. The following SOW was developed based on email correspondence with the Florida Department of Environmental Protection (FDEP), dated 22 May 2023 (Attachment A). In May 2023, Geosyntec recommended that the selected remedial Contractor for the SVE installation at Scott’s Custom Cleaners (ERIC_5307) also (i) dispose of the geotextile fabric liner and chain-link fencing with privacy slats and (ii) hydroseed the area formerly covered by the geotextile fabric to promote revegetation and for soil stabilization at Walker Plaza. Geosyntec recommended this work be conducted while the selected Scott’s Contractor is removing the SVE system, exhaust stack, anchors, and/or temporary power pole from Walker Plaza.

Subtask 1 – Project Management

James Mills, E.I. will serve as the Project Manager for the proposed SOW. Costs associated with this subtask are directly computed.

Subtask 2 – SVE System Decommissioning

This subtask includes labor and expenses to decommission the SVE system including the following:

• Removing and disposing of the geotextile fabric liner and chain-link fencing with privacy slats and

• Hydroseeding the area formerly covered by the geotextile fabric to promote revegetation and for soil stabilization.

It is Geosyntec’s understanding from the May 2023 email correspondence that the following components of the SVE system will remain after the additional decommissioning:

• Four interior vapor extraction wells (i.e., VEW01 to VEW04) and associated 2-inch PVC conveyance piping that runs vertically from each vapor extraction well through the drop tile ceiling and into the attic crawl space (in the event the extraction wells are necessary for future remediation efforts at the Site); the conveyance piping was cut approximately 1-foot above the attic floor and sealed with a 2-inch diameter PVC end cap in March 2022 during partial decommissioning of the SVE system.

Geosyntec submitted bid requests to three Contractors and received two bids for the decommissioning scope of work. Equipment with Experience (EWE) was the lowest bidder for decommissioning the SVE system and is recommended to complete the SOW. The bids are provided in Attachment B. EWE anticipates the decommissioning activities can be completed in 2 days. Geosyntec proposes using one field staff to provide oversight throughout the duration of the decommissioning activities.

Geosyntec will prepare a brief letter report that documents the SVE system decommissioning activities and includes a photographic log of the activities.

Invoice and Deliverable Schedule

Geosyntec proposes the following deliverables and Period of Performance schedule below. Please note that the following schedule assumes SVE system construction activities for the Scott’s Custom Cleaners site commences in November/December 2023 (task assignment pending).

Subtask Deliverable Deliverable Date Invoice Amount

1, 2 Submittal of Decommissioning Letter Report 01/19/2024 $13,048.43

Total $13,048.43 The above schedule assumes that Geosyntec is tasked for this SOW by July 28, 2023 and the submittal of Subtask 2 coincides with the submittal of Subtask 3 for the Scott’s Custom Cleaners proposal entitled, Soil Vapor Extraction System Installation and Startup, dated 27 June 2023.

CLOSURE

As always, it is a pleasure to work with the FDEP. If you require any additional information or have any questions, please contact us at 813.558.0990.

EXTERNAL MESSAGE

This email originated outside of DEP. Please use caution when opening attachments, clicking links, or responding to this email.

Good morning Brittany, During March 2022, Geosyntec conducted a partial decommissioning of the soil vapor extraction (SVE) system at Walker Plaza in Plant City (please see attached report) as planned and discussed during a meeting with FDEP in September 2021 (see attached email). Following the decommissioning, the following system components remain at Walker Plaza:

The SVE system compound including the SVE system with exhaust stack and four anchors, geotextile fabric liner, and chain‐link fencing with privacy slats (see Photographs 8 through 12);

One temporary power pole (see Photographs 7 and 13);

One piece of metal flashing to cover the former penetrations of the conveyance piping on the building exterior (see Photographs 3 and 6); and

Four interior vapor extraction wells (i.e., VEW01 to VEW04) and associated 2‐inch PVC conveyance piping that runs vertically from each vapor extraction well through the drop tile ceiling and into the attic crawl space; the conveyance piping was cut approximately 1‐foot above the attic floor and sealed with a 2‐inch diameter PVC end cap (see Photograph 14).

As a cost savings to FDEP, we plan to reuse the SVE system, exhaust stack, four anchors, and/or temporary power pole currently at Walker Plaza during SVE construction at Scott’s Custom Cleaners (ERIC_5307) in Safety Harbor. While the selected Scott’s contractor is removing these components from Walker Plaza, we also recommend that the selected contractor conduct three remaining decommissioning tasks at Walker Plaza:

1. Remove and dispose of the geotextile fabric liner and chain‐link fencing with privacy slats;

2. Hydroseed the area formerly covered by the geotextile fabric to promote revegetation and for soil stabilization;

and

3. Abandon VEW01 to VEW04, remove the associated 2‐inch PVC conveyance piping that runs vertically from each vapor extraction well through the drop tile ceiling and into the attic crawl space, replace the drop ceiling tiles with new tiles, and patch the holes that were drilled through the ceiling and into the attic crawl space to accommodate the conveyance piping.

Overall, coupling the remaining three decommissioning tasks at Walker Plaza with the upcoming SVE construction activities at Scott’s will provide a cost savings to FDEP since there will be reduced contractor mobilization/demobilization costs to complete this scope of work at Walker Plaza. If you agree with this approach, we will include the three decommissioning tasks in the upcoming Scott’s bid addendum as separate, contingency line items on the bid form. Once we have selected a remedial contractor to perform the SVE construction activities at Scott’s, we will use the contingency line items to prepare a separate LOE and CEF for Walker Plaza to complete the three decommissioning tasks.

Please let us know if you agree with this approach and we will proceed. Thank you.
