Subject: Proposal and Level of Effort/Cost Estimate Form Additional Groundwater Assessment and Groundwater Sampling Proposal Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015
Dear Ms. Johnson:
We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct additional groundwater assessment and groundwater monitoring to support the conditional closure process for the Former Biscayne Chemical Site (“the Site”). This site is in a redevelopment stage and the purpose of this project is to conduct additional site to help support site closure for groundwater and soil impacts to the property being redeveloped under a BSRA into affordable housing. The purpose of the additional groundwater assessment is to provide data for the boundaries of the conditional closure areas to the east and southwest of the source property to delineate iron and manganese to DERMs AGCTLs.
Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.
Subtask 1 – Project Management
Subtask 2 – HASP Update and Field Preparation
Since it has been over 5 years since the HASP was updated, the HASP will be updated and submitted to the FDEP prior to conducting fieldwork. In addition, we will review historical and
Ms. Johnson 27 March 2026
Former Biscayne Chemical ASA Work Plan current data in preparation for the fieldwork execution. Field forms for well permitting will be completed as well as proper notifications to FDEP and DERM.
Subtask 3 – Additional Groundwater Assessment
The scope of work for conducting the additional groundwater assessment will include the installation of 1 monitoring wells in the southeast corner of the source property (to the west of the School Property) and groundwater sampling of the new monitoring well. In addition, 4 monitoring wells on County Parcels to the Southwest will be sampled and analyzed for iron. These four wells, namely MW-28 (5-15), MW-45 (5-15), MW-29I (25-30) and MW-41I (25-30), were sampled by DERM in February of 2026 and were below the DERM AGCTLs. DERM has stated that if these wells are sampled again in approximately 2 to 3 months and are below AGCTL criteria, these County Parcels will not require a DRC/conditional closure.
Also, per DERM’s request, three monitoring wells to the east of the Site will be sampled for iron and manganese for confirmation. These wells include PMW-5 (5–15) for iron and manganese, PMW-5 (25–30) for iron, and PMW-7 (5–15) for manganese. These wells were sampled by Geosyntec in March 2026. DERM has stated that if these wells (except for PMW-5 (25–30), for which a delineation well will be installed, as discussed below) are sampled again in approximately 2 to 3 months and remain below AGCTL criteria, the area west of the School Property will not require a DRC/conditional closure.
The intermediate monitoring well, PMW-10, 25-35 ft will be installed on-Site approximately 15- 20 feet to the east/southeast of the PMW-5 (25-30). The monitoring wells will be installed using a DPT/auger rig. The site lithology will be documented by evaluation of the soil cores. The well will be constructed of 2-inch-diameter polyvinyl chloride (PVC) with a 0.006-inch slotted, PVC screen.
A 30-65 grade sand filter pack will be installed from the bottom of each well screen to a height of 2 foot above the top of the screen. Remaining annular space will be grouted to surface.
Groundwater samples will be collected from the newly installed monitoring well PMW-10 (25-
30) 24 hours after installation (at least 24 hours after installation and development). The 4 monitoring wells on the southwestern parcels will require a separate mobilization scheduled for May 2026. Additional 4 on-Site monitoring wells will be sampled during a separate mobilization scheduled for June 2026. One QA/QC sample will also be collected from PMW-10 (25-30) during both events. The monitoring wells will be purged using a peristaltic pump until all field parameters have stabilized within the acceptable ranges as stated in the FDEP Standard Operating Procedures (SOPs) and turbidity is below 20 Nephelometric Turbidity Units (NTU). If the turbidity goal cannot be attained, then five well volumes will be purged prior to sampling.
Former Biscayne Chemical ASA Work Plan
Groundwater samples and QA/QC samples will be analyzed for iron and manganese using USEPA Method 6010D. Development and purge water from investigation activities will be containerized as investigation derived waste (IDW) in 55-gallon steel drums and staged on-Site.
We obtained 3 drilling quotes from Preferred Drilling, Cascade, and Earth Tech Drilling. We have attached the 3 drilling quotes with this proposal. The lowest bid (Earth Tech Drilling) will be used and the cost has been included in the level of effort spreadsheet. We received 3 bids for utility locate and the low bidder was Blood Hound. The low bidder (Blood Hound) will be used and the cost has been included in the level of effort spreadsheet.
Subtask 4 – Updated Tables and Figures
Confirmation sampling tables and figures will be prepared to present the groundwater analytical results for iron and manganese results for both newly sampled wells and previously sampled wells.
Subtask 5 – IDW Pickup and Disposal
It is estimated that 2 drums of IDW soil, development water, and purge water will be generated during the field work. Erwin Remediation was the low bidder and will pick up and dispose of the IDW off-site.

This quote is based on information provided by you and is valid for 45 days from the bid date. Unless previously agreed, Cascade requires a 2-week notice prior to mobilization. Your firm is responsible for 1) Obtaining any site specific permits, 2) Locating and clearly marking underground installations or utilities, 3) Furnishing dig Alert numbers at least three working days prior to scheduled start date and proof of private locating services, 4) Obtaining access to site with no overhead wires within 20' of the holes. Cascade Drilling shall not be responsible for damages to underground improvements not clearly and accurately marked. If bedrock, cobbles, flowing sands or other adverse or unsafe drilling conditions are encountered, drilling may continue on a time and materials basis or be terminated at the discretion of Cascade. Additional costs may apply if scope is significantly changed. Well development by others may void some or all of Cascade warranties of workmanship and materials. Prices assume standard labor rates and no work hour restrictions. Due to a volatile pricing environment, Cascade is unable to guarantee the pricing for a period longer than SIX MONTHS from the date of the bid submittal. If the work extends past this DATE, the agreement can be amended to extend the period of performance and address any potential adjustment in pricing resulting from actual increases in costs of labor, materials, and fuel. If you would like to discuss it further, please feel free to reach out to Will Burdette.

From: JApplegate@Geosyntec.com Subject: IDW Quote Request
We will have to respectfully no bid the work. We appreciate the opportunity though!
Hi Jamie, I got your name from Olivia Cain.
We have a site in North Miami, FL that we are assessing for the FDEP Brown elds Group (they do work under the consolidated contract) and would like to request a bid for IDW pickup and disposal. The main constituent in soil and groundwater is arsenic and potentially very low levels of PAHs.
We have pro led IDW there before and have a lot of soil and groundwater analytical and IDW pro led and disposed of in the past have all been non-hazardous.
Can you provide a quote for liquid IDW (well development and purge water) as well as for soil. Anticipating a total of approximately 10 drums, but if you can split out the quote for individual drums, that would be great. The address of the site is 13780 NE 5th avenue. If you cannot provide a bid for some reason, please let me know.
Thanks and call me if you have any questions.
Joe
