About this file
This document is a Task Assignment Change Order (TACO) issued by the State of Florida Department of Environmental Protection (FDEP) for contract HW683 with contractor Geosyntec Consultants. The change order amends the original task assignment DC004A for environmental remediation services at Classic Cleaners, a dry cleaning facility located at 3307 SE Federal Highway in Stuart, Martin County, Florida (ERIC_4929). The Department's Project Manager is Evan Miller (850-245-8928), and the contractor's Project Manager is Todd Kafka (561-922-1033 for the original contact and 813-379-4396 for subsequent contact). This TACO became effective on April 27, 2022.
The change order authorizes a cost increase of $2,309.19 to accommodate additional sampling activities from vapor extraction wells, bringing the total task assignment value from $33,231.06 to $35,540.25, with 169 total labor hours. The work consists of five subtasks: Project Management (Subtask 1); Year 4 Quarter 4 O&M and Reporting covering February through April 2022 (Subtask 2, $6,171.79); Year 5 Quarter 1 O&M and Reporting covering May through July 2022 with additional sampling from eight vapor extraction wells and a required system shutdown for an FDEP bump test (Subtask 3, $26,248.46); Confirmation Soil Sampling (Subtask 4); and six months of utilities from February through July 2022 at cost-plus-fixed-fee arrangement not to exceed $3,000.00 plus a $120 handling fee (Subtask 5, $3,120.00). Deliverables include monthly O&M summary emails, a semi-annual O&M report, GIS tables, and utility invoice documentation, with invoicing scheduled for May 13, 2021, August 26, 2022, and August 31, 2022 respectively.

Subject: Scope of Work and Level of Effort TACO-1 6 Months O&M / Y4Q4 &Y5Q1 - Soil Vapor Extraction System Classic Cleaners (ERIC_4929) 3307 SE Federal Highway Stuart, Martin County, Florida 34997 FDEP Task Assignment No. DC004A
Dear Mr. Miller:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and proposed Level of Effort (LOE) for an additional six months of operations and maintenance (O&M) of the soil vapor extraction (SVE) system at Classic Cleaners (Site) (Facility ID- ERIC 4929) located in Stuart, Florida. Recent vapor sampling results illustrated no rebound of volatile organic halocarbons (VOHs) in the SVE effluent, indicating residual impacts have been liberated from the vadose zone following three months of cycling the SVE System on/off. The SVE system startup occurred in April 2018.
Task Assignment DC032J added six months of O&M to the Year 4 scope (quarter 2 and 3 for Year 4). Therefore, for ease of reference, this LOE is subdivided into subtasks for quarter 4 for Year 4 and quarter 1 for Year 5. This LOE also includes confirmation soil sampling as a separate subtask.
The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.
RED text represents TACO-1 changes.
Classic Cleaners – Y4/Q4 & Y5/Q1 O&M 25 April 2022
FR2925F/Classic Cleaners_Year 4 Q4 & Year 5 Q1 O&M_DC004A-1
SCOPE OF WORK
Monthly SVE System O&M Tasks
Geosyntec personnel will conduct 6 monthly O&M visits to the Site beginning in February 2022 through July 2022, unless the SVE system is shutoff sooner. During each O&M visit, Geosyntec personnel will perform the following tasks:
• record vacuum, pressure, and temperature readings at the SVE blower;
• record air flow rates at the blower and 8 vapor extraction wells (VEWs);
• record vacuum readings at the 8 VEWs, MW001, MW007, VMP001, and VMP002;
• drain fluids accumulated in the moisture separator, dispose of any resulting fluids in a
55-gallon drum as investigation derived waste (IDW), and collect a VOC sample for waste characterization;
• collect groundwater level measurements in MW001 (inside the massage parlor) and MW007 (inside Classic Cleaners);
• perform required air sampling;
• inspect and clean the equipment compound; and
• perform periodic equipment maintenance activities recommended by equipment manufacturers.
The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.
Air Sampling
Geosyntec will collect air samples with a summa canister from the influent during the May and July 2022 monthly O&M events. Samples will also be collected from VEW01, VEW03, VEW04, VEW05, VEW06, VEW07, VEW08 and VEW09 during the May O&M event. Prior to the May O&M event, the system will be shut down for two weeks in order to preform an FDEP requested bump test. The samples will be analyzed at a fixed-base laboratory for VOHs by EPA Method TO- 15.
Groundwater Sampling
A comprehensive round of groundwater samples was last collected from the 8 site monitoring wells in January 2022. An additional comprehensive round will be collected in July 2022, unless the data is needed sooner for shutdown evaluation, etc. Prior to collecting groundwater samples, FR2925F/Classic Cleaners_Year 4 Q4 & Year 5 Q1 O&M_DC004A-1 depth to water measurements will be collected from each monitoring well. The groundwater samples will be laboratory analyzed for VOHs using EPA Method 8260B. Results of the groundwater sampling events will be documented in the O&M report for the same reporting period.
Confirmation Soil Sampling
Geosyntec will mobilize two staff to the Site to collect confirmation soil samples from four soil boring locations (SB007, SB002, SB019, and SB020) located within the massage parlor and dry cleaners. These locations were previously sampled by Geosyntec in 2016 and were reported to the FDEP in Geosyntec’s 2017 Site Assessment Report (SAR). Prior to soil sampling, an interior utility locate utilizing ground penetrating radar (GPR) will be conducted by a subcontractor around the sampling locations. Geosyntec recommends using GeoTek for the utility locate based on their lowest cost/best value shown in Attachment A. Geosyntec will core through the concrete at each boring location using a 6-inch diameter core barrel and electric-powered core drill. Alike to previous soil sampling conducted during Geosyntec’s Site assessment activities, soil samples will be collected with a hand auger from the following depth intervals: 0-0.5 feet below ground surface (ft bgs), 0.5-2 ft bgs, 2-4 ft bgs and 4-6 ft bls. The soils will be screened using a PID at approximately 1 to 2 ft (or less) intervals. Each soil boring will be visually logged following the completion of soil PID screening and sample collection activities. Soil cuttings from these sampling activities will be returned to the borehole and completed with a concrete patch.
All soil samples will laboratory analyzed for VOHs by EPA Method 8260B and will include SPLP leachate extraction for VOH analysis by EPA Method 8260B. The SPLP samples will be placed on hold pending the results from the soil samples; Geosyntec will analyze the SPLP samples that exhibit leachability SCTL exceedances for VOHs (e.g., 30 ug/kg PCE). Geosyntec will email FDEP with its determination of the number of SPLP samples to be analyzed.
Results of the soil confirmation sampling event will be compared to 2016 sampling results and will be documented in the O&M report for the same reporting period.
IDW Generation and Management
Two drums of IDW are assumed to be generated for groundwater IDW and moisture captured in moisture separator. Based on 2021 pricing for IDW transportation and disposal, Geosyntec recommends using Erwin Remediation based on their lowest cost/best value shown in Attachment A. A VOH sample is required to establish a new profile with the vendor ($73).
FR2925F/Classic Cleaners_Year 4 Q4 & Year 5 Q1 O&M_DC004A-1
Reporting
An Annual O&M Report will be prepared and submitted in August 2022 to document the results since July 2022. The O&M report will include, at a minimum, the following:
• results of laboratory analyses of air, soil, and groundwater samples collected during the reporting period (tabular and graphical form);
• O&M activities performed during the reporting period;
• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;
• the SVE system hours of operation during the reporting period;
• information regarding the depth to groundwater;
• information regarding any repairs and/or modifications made to the SVE system;
• vacuum ROI data (tabular and illustrated); and
• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.
Utilities
Monthly electrical utility bills have been estimated at $500 based on the previous year’s average monthly invoices from Florida Power & Light. Geosyntec discontinued use of the modem telephone alarm service due to required upgrades and the fact that the daily cycling will interfere with many of the alarm functions.
