HW683_DC044C

This Task Assignment authorizes Geosyntec to conduct quarterly groundwater monitoring at Rips Quality Cleaners in Orange County, Florida (FL). Erwin Remediation (Erwin) was selected as the lowest responsive and responsible bidder. Specific subtasks are detailed below:

Subtask 1: Project Management Project Management is calculated at 13% of the direct labor.

Subtask 2: Quarterly Groundwater Monitoring - First Quarter Geosyntec will collect depth-to-groundwater measurements from MW041.

MW034, MW033, MW040, MW044, and MW045. Groundwater sampling will be conducted at MW044.

Subtask 3: Quarterly Groundwater Monitoring - Second Quarter Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately 3 months after completion of Subtask 2.

Due to the time lag between quarterly events, Geosyntec will prepare a field deliverable containing updated tables, laboratory analytical report, and field forms as a payment milestone for Quarters 1 and 2. In the event that the results from Subtasks 2 and 3 are below GCTLs, Geosyntec will submit a change order to remove the field deliverable and Subtasks 4 and 5 from the Task Assignment. Subtask 7 will be completed in the place of the field deliverable.

Subtask 4: Quarterly Groundwater Monitoring Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately 3 months after completion of Subtask 3.

Subtask 5: Quarterly Groundwater Monitoring Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately 3 months after completion of Subtask 4.

Subtask 6: Site Closure Communication If the 1,1-DCE concentration (assuming no other VOHs appear) at MW044 is below the GCTL for two consecutive events, unconditional site closure will be recommended. Geosyntec will conduct (1) a meeting between the RPO, the RPO representatives, or both as appropriate, regarding the site closure recommendation and (2) a meeting between Geosyntec and the FDEP to discuss next steps regarding site closure. If the 1,1-DCE concentration at MW044 is above the GCTL, a Task Assignment Change Order (TACO) will be submitted to remove Subtask 6 from the Task Assignment.

Subtask 7: Groundwater Monitoring Report/Site Rehabilitation Completion Report It is anticipated that the results of quarterly monitoring will support the preparation of a Site Rehabilitation Completion Report (SRCR) due to attaining GCTLs in two consecutive events.

27 May 2025 Ms. Sarah Aduwa Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Proposal for 2025 Quarterly Groundwater Monitoring Former Rips Quality Cleaners (ERIC_5065) 304 East Michigan Street, Orlando, Orange County, Florida

Dear Ms. Aduwa:

Geosyntec has prepared the attached Scope of Work (SOW) and Cost Estimate Form and proposed Level of Effort (CEF/LOE) for quarterly groundwater monitoring at the former RIPS Quality Cleaners (Site) located in Orlando, Florida. The scope of work was proposed in Geosyntec’s February 2025 Groundwater Monitoring Report and discussed during our site review meeting with the Department on April 29, 2025. The goal is to move the Site towards unrestricted closure as only one monitoring well, MW044, has occasional exceedances of 1,1-DCE above its GCTL (e.g., May 2024 = < 0.7 µg/L and January 2025 = 0.8 µg/L and above the GCTL). Geosyntec recommended (and the Department agreed) collecting a quarterly sample from MW044 in an effort to obtain a two consecutive 1,1-DCE concentrations from MW044 below its GCTL.

Geosyntec has a site access agreement for 300 E Michigan St Orlando, FL 32806 from Stanbery Southside LLC, who purchased the property in 2021, and there has not been a change of ownership since then.

A detailed explanation of the proposed scope of work and report preparation is provided below.

Subtask 1 – Project Management

This subtask covers the general management of the project as specified in Contract No. HW683 by Melissa Shook.

Subtask 2 – Quarterly Groundwater Monitoring – First Quarter

Geosyntec will mobilize to the Site in April 2025 to collect depth-to-groundwater measurements from select Site-wide monitoring wells screened in the surficial aquifer (MW041, MW034, MW033) and intermediate aquifer (MW040, MW044, and MW045) (6 monitoring wells) and collect a groundwater sample from MW044. The Groundwater sample will be submitted for

ERIC_5065

27 May 2025

Former Rips Cleaners_Quarterly GW Sampling_SOW_MS.docx laboratory analysis of VOHs by Environmental Protection Agency (EPA) Method 8260B. Field activities will be performed using FDEP SOPs.

Groundwater sampling purge water will be containerized in a 55-gallon drum, which will be labeled and covered with construction fencing for intended continued use.

Subtask 3 – Quarterly Groundwater Monitoring – Second Quarter

Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 2.

For purposes of cost reduction, the cost for transportation and disposal (T&D) of one 55-gallon drum of investigative derived waste (IDW) is included for Subtask 3 and 5 only. The monitoring well data will be utilized for waste profiling; therefore, additional IDW samples are not required.

Erwin Remediation is the selected subcontractor for IDW transport and disposal. Subcontractor bids are included in Attachment A.

Subcontractor Cost Per T&D Event Selected

Hull’s Environmental Services

$300.00

Erwin Remediation $125.00 X

WRI $215.00

Subtask 4 –Quarterly Groundwater Monitoring – Third Quarter

Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 3.

Subtask 5 –Quarterly Groundwater Monitoring – Fourth Quarter

Geosyntec will replicate the Groundwater Sampling and IDW sections of Subtask 2 approximately three months after completion of Subtask 4.

Former Rips Cleaners_Quarterly GW Sampling_SOW_MS.docx

Subtask 6 – Site Closure Communication

If the 1,1-DCE concentration (assuming no other VOHs appear) at MW044 is below the GCTL for two consecutive events, unconditional site closure will be recommended. Geosyntec will conduct (1) a meeting between the RPO, the RPO representatives, or both as appropriate, regarding the site closure recommendation and (2) a meeting between Geosyntec and the FDEP to discuss next steps regarding site closure. At a minimum, the Geosyntec Project Manager and Project Director will be in attendance.

If the 1,1-DCE concentration at MW044 is above the GCTL, a Task Assignment Change Order (TACO) will be submitted to remove Subtask 6 from the Task Assignment.

Subtask 7 – Groundwater Monitoring Report/Site Rehabilitation Completion Report

It is anticipated that the results of quarterly monitoring will support the preparation of a Site Rehabilitation Completion Report (SRCR) due to attaining GCTLs in two consecutive events. The SRCR will document the field activities and results from the monitoring events performed. Geosyntec will update existing figures and tables based on the results of the sampling events as appropriate. The SRCR will include a section detailing site rehabilitation completion and historical assessment/remediation conducted at the Site. The report will be signed/sealed by a licensed professional geologist/engineer in the State of Florida.
