FR2925F/Classic Cleaners_LOE_Year 4 Q4 & Year 5 Q1 O&M

20 January 2022

Mr. Evan Miller Environmental Manager Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Scope of Work and Level of Effort 6 Months O&M / Y4Q4 &Y5Q1 - Soil Vapor Extraction System Classic Cleaners (ERIC_4929) 3307 SE Federal Highway Stuart, Martin County, Florida 34997 FDEP Task Assignment No. DC032K (pending)

Dear Mr. Miller:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Scope of Work (SOW) and proposed Level of Effort (LOE) for an additional six months of operations and maintenance (O&M) of the soil vapor extraction (SVE) system at Classic Cleaners (Site) (Facility ID- ERIC 4929) located in Stuart, Florida. Recent vapor sampling results illustrated no rebound of volatile organic halocarbons (VOHs) in the SVE effluent, indicating residual impacts have been liberated from the vadose zone following three months of cycling the SVE System on/off. The SVE system startup occurred in April 2018.

Task Assignment DC032J added six months of O&M to the Year 4 scope (quarter 2 and 3 for Year 4). Therefore, for ease of reference, this LOE is subdivided into subtasks for quarter 4 for Year 4 and quarter 1 for Year 5. This LOE also includes confirmation soil sampling as a separate subtask.

The major scope elements are outlined below as they will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter.

Classic Cleaners – Y4/Q4 & Y5/Q1 O&M

SCOPE OF WORK

Monthly SVE System O&M Tasks

Geosyntec personnel will conduct 6 monthly O&M visits to the Site beginning in February 2022 through July 2022, unless the SVE system is shutoff sooner. During each O&M visit, Geosyntec personnel will perform the following tasks:

• record vacuum, pressure, and temperature readings at the SVE blower;

• record air flow rates at the blower and 8 vapor extraction wells (VEWs);

• record vacuum readings at the 8 VEWs, MW001, MW007, VMP001, and VMP002;

• drain fluids accumulated in the moisture separator, dispose of any resulting fluids in a

55-gallon drum as investigation derived waste (IDW), and collect a VOC sample for waste characterization;

• collect groundwater level measurements in MW001 (inside the massage parlor) and MW007 (inside Classic Cleaners);

• perform required air sampling;

• inspect and clean the equipment compound; and

• perform periodic equipment maintenance activities recommended by equipment manufacturers.

The results of the monthly system O&M activities will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.

Air Sampling

Geosyntec will collect air samples with a summa canister from the influent during the April and and July 2022 monthly O&M events. The samples will be analyzed at a fixed-base laboratory for VOHs by EPA Method TO-15.

Groundwater Sampling

A comprehensive round of groundwater samples was last collected from the 8 site monitoring wells in January 2022. An additional comprehensive round will be collected in July 2022, unless the data is needed sooner for shutdown evaluation, etc. Prior to collecting groundwater samples, depth to water measurements will be collected from each monitoring well. The groundwater samples will be laboratory analyzed for VOHs using EPA Method 8260B. Results of the groundwater sampling events will be documented in the O&M report for the same reporting period.

Confirmation Soil Sampling

Geosyntec will mobilize two staff to the Site to collect confirmation soil samples from four soil boring locations (SB007, SB002, SB019, and SB020) located within the massage parlor and dry cleaners. These locations were previously sampled by Geosyntec in 2016 and were reported to the FDEP in Geosyntec’s 2017 Site Assessment Report (SAR). Prior to soil sampling, an interior utility locate utilizing ground penetrating radar (GPR) will be conducted by a subcontractor around the sampling locations. Geosyntec recommends using GeoTek for the utility locate based on their lowest cost/best value shown in Attachment A. Geosyntec will core through the concrete at each boring location using a 6-inch diameter core barrel and electric-powered core drill. Alike to previous soil sampling conducted during Geosyntec’s Site assessment activities, soil samples will be collected with a hand auger from the following depth intervals: 0-0.5 feet below ground surface (ft bgs), 0.5-2 ft bgs, 2-4 ft bgs and 4-6 ft bls. The soils will be screened using a PID at approximately 1 to 2 ft (or less) intervals. Each soil boring will be visually logged following the completion of soil PID screening and sample collection activities. Soil cuttings from these sampling activities will be returned to the borehole and completed with a concrete patch.

All soil samples will laboratory analyzed for VOHs by EPA Method 8260B and will include SPLP leachate extraction for VOH analysis by EPA Method 8260B. The SPLP samples will be placed on hold pending the results from the soil samples; Geosyntec will analyze the SPLP samples that exhibit leachability SCTL exceedances for VOHs (e.g., 30 ug/kg PCE). Geosyntec will email FDEP with its determination of the number of SPLP samples to be analyzed.

Results of the soil confirmation sampling event will be compared to 2016 sampling results and will be documented in the O&M report for the same reporting period.

IDW Generation and Management

Two drums of IDW are assumed to be generated for groundwater IDW and moisture captured in moisture separator. Based on 2021 pricing for IDW transportation and disposal, Geosyntec recommends using Erwin Remediation based on their lowest cost/best value shown in Attachment A. A VOH sample is required to establish a new profile with the vendor ($73).

Reporting

An Annual O&M Report will be prepared and submitted in August 2022 to document the results since July 2022. The O&M report will include, at a minimum, the following:

• results of laboratory analyses of air, soil, and groundwater samples collected during the reporting period (tabular and graphical form);

• O&M activities performed during the reporting period;

• the calculated mass of PCE (and daughter products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;

• the SVE system hours of operation during the reporting period;

• information regarding the depth to groundwater;

• information regarding any repairs and/or modifications made to the SVE system;

• vacuum ROI data (tabular and illustrated); and

• recommendations and conclusions pertaining to the continued operation and/or optimization of the SVE system.

Utilities

Monthly electrical utility bills have been estimated at $500 based on the previous year’s average monthly invoices from Florida Power & Light. Geosyntec discontinued use of the modem telephone alarm service due to required upgrades and the fact that the daily cycling will interfere with many of the alarm functions.

RE: Utility Locating Services – Classic Cleaners, Stuart, Florida

Mr. Galvin, GeoTek Services is pleased to respond to your request for Utility Locating services at the Classic Cleaners site located in Stuart, Florida. We will scan a 10’ radius around the four proposed bore locations as shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities.

Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings or vehicles. We will scan as close as reasonably possible to fixed objects such as curbs, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
