Jackson Square Site Assessment Fieldwork and Reporting

10 February 2025

Megan Johnson Brownfields and CERCLIS Screening Program Florida Department of Environmental Protection 2600 Blair Stone Road, MS 4535 Room 310-D Tallahassee, FL 32399-2400

Subject: Proposal and Level of Effort/Cost Estimate Form Additional Site Assessment Fieldwork and Reporting Jackson Square 4154 Lafayette Street Marianna, Florida 32446 ERIC Site ID # ERIC_18453

Dear Ms. Johnson:

We are pleased to submit the attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct additional Site Assessment and Reporting for the subject property located at 4154 Lafayette Street, Marianna, Florida, (the Site). The City of Marianna submitted an SRP Grant Application to address contamination on the property and the FDEP accepted the application on 3 October 2023. Geosyntec conducted site assessment activities at the Site in April, May and August 2024. Geosyntec submitted a Site Assessment Report (SAR) to the FDEP on 23 September 2024. The FDEP reviewed the SAR and requested Geosyntec to prepare this proposal and CEF/LOE to conduct additional site assessment fieldwork and prepare a SAR Addendum Letter Report to include additional information for potential off-site sources of CVOCs on the southeastern portion of the property. As discussed with the FDEP in our 28 January 2025 meeting, this proposal includes resampling two monitoring wells and preparing a SAR addendum to obtaining an RMO I closure.

Subtask 1 Project Management

Subtask 2 Groundwater Sampling and Analysis

As discussed in our meeting on 28 January 2025, this subtask includes sampling two monitoring wells IMW-4 and IMW-9, for CVOC analyses to assess current groundwater quality on the southeastern portion of the Site where slight exceedances of PCE and TCE were reported in the September 2024 Site Assessment Report (SAR). Before collecting the groundwater samples, both monitoring wells will be uncapped, and a

Ms. Johnson 10 February 2025

Jackson Square Additional Site Assessment and Reporting depth to groundwater measurement will be collected. Subsequent to water level measurements, both monitoring wells will be sampled in accordance with the FDEP Standard Operating Procedures (SOPs).

Both wells will be purged using a peristaltic pump or submersible pump until water quality parameters (including pH, temperature, specific conductivity, dissolved oxygen, and turbidity) have stabilized within the acceptable ranges as stated in the FDEP SOPs. The groundwater samples will be collected from the monitoring wells and submitted for laboratory analysis using Environmental Protection Agency (EPA) Method 8260C on a standard turn-around time (about two weeks).

Subtask 3 SAR Addendum Letter Report

As discussed in our 28 January 2025 meeting, Geosyntec will update the SAR figures to include the presumed location of the former on-Site Dry Cleaner and the former office equipment repair company. Data collected under Subtask 2 will be presented in the Letter Report. In addition, a review and a discussion of the former dry cleaner facility on the south side of US Highway 90 that was investigated by the FDEP SIS will be included in the letter report. A draft SAR Addendum letter report will be prepared and submitted to the FDEP for review. After FDEP provides any comments they may have, a final signed and sealed letter report will be completed and submitted to the FDEP.

Subtask 4 IDW Disposal

Geosyntec will coordinate the disposal for 1 drum of investigation derived waste (IDW) purge water generated during the groundwater sampling activities in subtask 2. The results of characterization samples collected during the previous field events will be used to manifest and dispose of the IDW. We obtained 3 quotes for non-hazardous waste IDW disposal and have included those quotes as attachments. The quotes are as follows:

Erwin Remediation: $125 per drum for transportation and disposal of soil or groundwater IDW, WRI Water Recovery: $125 per drum for transportation and disposal of soil or groundwater IDW.

WRI has a minimum charge of $215, Hull: Did not provide a bid.

Erwin was the low bidder, and their costs have been included in the budget for the project in the LOE under subtask 4. In subtask 4 of the LOE, it is assumed that the IDW will be disposed of as a non-hazardous waste.

Invoice and Deliverable Schedule:

Subtask Deliverable Deliverable Due Date Invoice Amount 2 Field Forms and Lab Reports 15 April 2025 $3,697.

1,3 Letter Report 15 May 2025 $5,44 .

4 IDW Disposal 1 June 2025 $586.32

Total $9,732.

Jackson Square Additional Site Assessment and Reporting

A copy of associated Cost Estimate Form (LOE) has been included with this proposal. As always, we appreciate the opportunity to conduct this project for the FDEP and for the benefit of the City of Marianna.

Please contact Kevin Warner at 850.528.2269 or Joe Applegate at 850.556.8419 if you have any questions.

Sincerely, Kevin Warner, P.E. (FL) Principal Engineer
