Subject: Scope of Work and CEF/LOE Soil Excavation and Soil Vapor Extraction Piping Installation Magic Cleaners 5850 San Juan Avenue Jacksonville, Florida 32236 FDEP Site ID No. ERIC_4604
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) to conduct soil excavation and install soil vapor extraction (SVE) system piping at the Magic Cleaners site located in Jacksonville, Florida (ERIC_4604). As approved by FDEP, the remedial approach is a combined remedy using shallow soil excavation and SVE due to site conditions behind the primary Site building. A description of task breakdown for field activities and report preparation is provided below. A cost estimating form (CEF) and LOE are provided as Attachment A.
On 23 May 2025, Geosyntec confirmed that a Site Access Agreement (SAA) was executed with ENAT INJERA, Inc., on 14 June 2022 as the real property owner of the Magic Cleaners Site (ERIC_4064) located at the above address. The Duval County property appraiser database indicates the property owner since 15 August 2018 is ENAT INJERA, Inc., and that the property has not changed ownership since then. Additionally, Geosyntec confirmed that an off-Site Access Agreement was executed with Superior Plumbing, LLC, on 16 September 2022 as the real property owner of the parcel located at 5824 San Juan Avenue immediately east of the Magic Cleaners Site.
The Duval County property appraiser database indicates the off-site property owner since 21 May 2021 is Superior Plumbing, LLC, and that the property has not changed ownership since then.
Subtask 1  Project Management
Blaine Dawson, Senior Geologist, will be the project manager (PM), and his PM hours are directly computed.
Ms. Sarah Aduwa 3 September 2025
ERIC_4604 - Magic Cleaners - ISR and SVE Piping Construction SOW_2025
Subtask 2  Excavation Cutline Refinement
Geosyntec personnel will mobilize to the Site to observe a private underground utility survey and conduct soil sampling to refine the current limits of excavation. GeoTek Services, Inc. provided the most cost competitive bid for private utility locating. Bids are provided in Attachment B. Soil borings will be advanced with samples collected from up to six locations (SB030 through SB035) as presented on Figure 7 in the FDEP-approved Interim Source Removal (ISR) Workplan Revision 1. Three soil samples (0 to 0.5, 0.5 to 2, and 2 to 4 feet below land surface [ft BLS]; (18 total samples) will be collected from each of the six proposed soil boring locations via hand auger.
The soil samples will be analyzed for the presence of volatile organic halocarbons (VOHs) via Environmental Protection Agency (EPA) Method 8260 by a National Environmental Laboratory Accreditation Program (NELAP) accredited, fixed-base laboratory. Soil samples will be screened with a photo-ionization detector (PID) organic vapor analyzer. Split soil samples will be collected from each location and depth interval (via Encore samplers) for analysis of VOHs by the synthetic precipitation leaching procedure (SPLP) should VOH concentrations exceed the leachability-based soil cleanup target levels. For budgetary purposes, it is assumed that approximately half of the proposed soil samples will be analyzed by SPLP for VOHs. Soil boring locations will be surveyed with a GPS upon completion.
Geosyntec will submit a refined excavation plan to FDEP to incorporate the supplemental soil data and present in an email what deviations in cost, if any, may occur in the implementation of the excavation and/or SVE piping.
Subtask 3 -- Excavation and SVE Piping Installation
This subtask includes the activities associated with preparing for and overseeing construction activities including the following:
Evaluate required submittals from the Contractor listed in the bid documents such as Contractors Health and Safety Plan, construction schedule, certificates of insurance, services agreement/work order, and copy of utility locate ticket (Florida 811);
Prepare a Health and Safety Plan for soil excavation and SVE piping installation activities;
Attend an onsite kick-off meeting to discuss the soil excavation and SVE piping installation plans with the owner, tenants, and Contractor (to occur prior to the first day of construction activities);
Oversee completion of on- and off-site soil excavations, backfilling, and Site restoration;
and

RE: Utility Locating Services Magic Cleaners, Jacksonville, Florida
Mr. Dawson, GeoTek Services is pleased to respond to your request for Utility Locating services at the Magic Cleaners located in Jacksonville, Florida. We will scan up to a 20 x 20 area around the six proposed bore locations shown in your PDF drawing with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings, or vehicles. We will scan as close as reasonably possible to fixed objects such as brush, landscaping, debris, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the clients responsibility to protect and preserve all markings.
We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.
We request access to any as-built site plans of the scan areas prior to rendering services. Our estimate for this project is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
