HW683 DC018A
This Task Assignment authorizes Geosyntec to conduct semi-annual groundwater monitoring at the former First Class Dry Cleaner Site. Geosyntec recommends increasing the frequency of groundwater monitoring from annual to semi-annual to better monitor a jump in concentrations seen in well MW034.
Subtask 1: Project Management An automatic calculation based upon total direct labor hours determines the labor hours within this subtask.
Subtask 2 – Semi-annual Groundwater Monitoring – August 2022 This subtask contains costs for performance of the first semi-annual groundwater monitoring event in August 2022. Geosyntec will mobilize to the Site to collect depth-to-groundwater measurements from each accessible monitoring well (up to 37 total wells) within a 24-hour period, collect 16 groundwater samples, and deploy passive diffusion bags (PDBs) for the February 2023 semi-annual groundwater monitoring. Geosyntec personnel will bail the manholes, measure and record groundwater levels, and resecure the manholes; extra time has been estimated because of the distances between wells, driving time and traffic to access off site wells, calls to the water department and waiting for arrival to access wells, and locating wells with a metal detector in overgrown right-of-way locations. We have assumed only the 3 PDB well locations will be sampled on Day 1.
Subtask 3 – Semi-Annual Groundwater Monitoring Report Geosyntec will prepare a report summarizing sampling activities and results, and provide conclusions and recommendations based on data evaluation. The report will contain tables summarizing field/laboratory data, figures showing groundwater flow direction(s) (one per depth interval, three total) and three VOH isoconcentration figures (three depth intervals), and the results of the groundwater monitoring event. The report will be signed/sealed by a Florida-licensed geologist/engineer.
Subtask 4 – Semi-annual Groundwater Monitoring – February 2023 This subtask contains costs for performance of the first semi-annual groundwater monitoring event in February 2023. Geosyntec will mobilize to the Site to collect depth-to-groundwater measurements from each accessible monitoring well (up to 37 total wells) within a 24-hour

Subtask 5 – Annual Groundwater Monitoring Report Preparation Geosyntec will prepare a report summarizing sampling activities and results, and provide conclusions and recommendations based on data evaluation.
No Site access agreement could be found on Oculus, therefore, prior to field work, Geosyntec will obtain an updated Access Agreement from the current real property owner of the former First Class Cleaners (ERIC_5489) site.
The FDEP Project Manager agrees to the scope of work and final cost associated with this Task Assignment. The final cost for this Task Assignment is $33,502.58 with 219 labor hours.
Geosyntec may invoice following the schedule established in the Deliverables and Invoice Schedule Attachment, which accompanies the Task Assignment Notification Form.

(Geosyntec) has prepared this statement of work (SOW) and attached level of effort (LOE) cost estimate for the Florida Department of Environmental Protection (FDEP) to conduct semi-annual groundwater monitoring at the former First Class Dry Cleaner Site (FDEP Facility ID ERIC_5489). The Site is located at 591 East Semoran Boulevard, Casselberry, Seminole County, Florida. Proposed sampling activities are in accordance with the recommendations provided to FDEP from the Annual Groundwater Monitoring Report 2021.
Groundwater samples were last collected at the Site in December 2021 and a confirmation sample was collected from MW-034 in March 2022.
Based on direction from FDEP following concentration increases in well MW034, this SOW reflects an increase in sampling frequency from annual to semi-annual. Previous sampling events included sampling of six lower surficial wells and three intermediate wells. This SOW adds sampling of three additional upper surficial wells, two additional lower surficial wells, and two additional intermediate zone wells.
The purpose of the semi-annual groundwater monitoring is to collect groundwater samples for analysis of volatile organic halocarbons (VOHs) to evaluate groundwater quality at the Site. The attached LOE consists of five subtasks and is summarized below.
No site access agreement could be found on Oculus, therefore, prior to field work, Geosyntec will obtain an updated Access Agreement from the current real property owner of the former First Class Cleaners (ERIC_5489) site.
Subtask 1 – Project Management
Subtask 2 – Semi-annual Groundwater Monitoring – August 2022 This subtask contains costs for performance of the first semi-annual groundwater monitoring event in August 2022. Geosyntec will mobilize to the Site to collect depth-to-groundwater measurements from each accessible monitoring well (up to 37 total wells) within a 24-hour period, collect 16 groundwater samples, and deploy passive diffusion bags (PDBs) for the February 2023 semi-annual groundwater monitoring. Refer to the sampling plan provided in Attachment A.
Groundwater levels will be collected on the first day. All 37 monitoring wells are flush-mounted and in high traffic areas and prone to collecting stormwater inside the manhole.
Geosyntec will collect 16 groundwater samples from the monitoring well network using a combination of low flow sampling techniques and existing PDBs.
• PDBs deployed in December 2021 are located in MW034, MW035, and MW036 (each screened from 40-50 feet below land surface [ft bls]); new PDBs will be redeployed in these same wells for sampling in February 2023.
• Low flow sampling techniques will be used to collect groundwater samples from eleven 0.75-inch diameter monitoring wells that are too small for PDBs: three set in the upper surficial aquifer – (MW009 (10-15 ft bls), MW010 (20-30 ft bls), and MW012 (10-15 ft bls)); eight set in the lower surficial aquifer – (MW006 (47-52 ft bls), MW011 (50-55 ft bls), MW013 (50-55 ft bls), and MW028 (50-55 ft bls); and four installed in the intermediate zone – MW007 (66-71 ft bls), MW008 (85-90 ft bls), MW014 (70-75 ft bls) and MW029 (70-75 ft bls). Geosyntec has assumed that these wells can be sampled using a peristaltic pump, consistent with previous sampling events at the site. Additional time has been allotted to allow travel between widely spaced wells, right-of-way access, and heavy traffic. Two field personnel will work separately for maximum effectiveness.
• Additionally, low flow groundwater samples will be collected from RW002 (near base of screen near 96 ft bls) and RW005 should both recovery wells be accessible. A PDB will be deployed in RW005 for future sampling events. The presence of cords, tubing and a pump in RW002 prevents deployment of a PDB in that well.
• The groundwater samples will be submitted for laboratory analysis of VOHs by Environmental Protection Agency (EPA) Method 8260B.
Investigation derived waste (IDW) will be collected in two 55-gallon drums, which will be labelled, covered with plastic, and wrapped in orange construction fencing. Geosyntec obtained IDW transportation and disposal (T&D) estimates from Universal Environmental Solutions, LLC (UES), Erwin Remediation, LLC, and Clark Environmental (Attachment B). Each company is a licensed waste hauler in Florida. Erwin is recommended due to lowest per drum cost (total cost of $220.00). One composite IDW sample will be collected for VOH analysis for waste characterization.
Geosyntec will use a metal detector to locate several monitoring wells in vegetated areas that are typically overgrown. Two field personnel are slated in August 2022 due to uncertainties associated with access and removal of equipment from the two recovery wells to be sampled and health and safety concerns associated with the monitoring well locations along busy State Route 436 (Semoran Blvd). Three field days are assumed with round trip mobilization from Tampa.
Geosyntec will mobilize to the Site to collect depth-to-groundwater measurements from each accessible monitoring well (up to 37 total wells) within a 24-hour period, collect 16 groundwater samples, and deploy passive diffusion bags (PDBs) for the August 2023 semi-annual groundwater monitoring. Refer to the sampling plan provided in Attachment A.
Groundwater levels will be collected on the first day. All 37 monitoring wells are flush-mounted and in high traffic areas and prone to collecting stormwater inside the manhole. We have assumed only the 4 PDB well locations will be sampled on Day 1.
Geosyntec will collect 16 groundwater samples from the monitoring well network using a combination of low flow sampling techniques and existing PDBs.
• PDBs deployed in August 2022 are located in MW034, MW035, MW036 (each screened from 40-50 feet below land surface [ft bls]); and RW005 (screened 5 to 50 ft bls). New PDBs will be redeployed in these same wells for sampling in February 2023.
• Low flow sampling techniques will be used to collect groundwater samples from eleven 0.75-inch diameter monitoring wells that are too small for PDBs: three set in the upper surficial aquifer – (MW009 (10-15 ft bls), MW010 (20-30 ft bls), and MW012(10-15 ft bls)); eight set in the lower surficial aquifer – (MW006 (47-52 ft bls), MW011 (50-55 ft bls), MW013 (50-55 ft bls), and MW028 (50-55 ft bls); and four installed in the intermediate zone – MW007 (66-71 ft bls), MW008 (85-90 ft bls), MW014 (70-75 ft bls) and MW029 (70-75 ft bls). RW002, installed in the intermediate zone (screened 66 to 96
ft) will also be sampled.
Erwin Remediation will be contracted to pickup, transport, and dispose of ISW due to lowest per drum cost (total cost of $220.00).
Geosyntec will use a metal detector to locate several monitoring wells in vegetated areas that are typically overgrown. Two field personnel are slated in February 2023 due to uncertainties associated with access and health and safety concerns associated with the monitoring well locations along busy State Route 436 (Semoran Blvd). Two field days are assumed with round trip mobilization from Tampa.
Subtask 5 – Annual Groundwater Monitoring Report Preparation Geosyntec will prepare a report summarizing sampling activities and results, and provide conclusions and recommendations based on data evaluation.
