Subject: Scope of Work and Level of Effort Annual Groundwater Monitoring - 2023

Former Penthouse Cleaners 2442 South Volusia Avenue Orange City, Volusia County, Florida FDEP Facility ID ERIC_5539

Dear Mrs. Plyler:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this scope of work (SOW) and level of effort (LOE) for annual groundwater monitoring at the Former Penthouse Cleaners (the “Site”;

Facility ID ERIC_5539) located at 2442 South Volusia Avenue in Volusia County, Orange City, FL. This SOW/LOE incorporates comments provided by the Florida Department of Environmental Protection (FDEP) in review of the Annual Groundwater Monitoring Report - 2022 dated 29 June 2022 (Report). The SOW consists of three subtasks and is summarized below.

Subtask 1 – Project Management

Subtask 2 – Groundwater Sampling

Geosyntec will mobilize to the Site in May or June 2023. As recommended in the 2022 Report, Geosyntec will collect depth-to-groundwater measurements from 15 existing monitoring wells at the Site, collect groundwater samples from five Passive Diffusion Bags (PDBs) (already deployed within the monitoring wells from the last groundwater sampling event), and redeploy new PDBs at MW001, MW004, MW005, MW006, MW008. The monitoring wells include three Upper Floridan aquifer wells (MW001, MW004, and MW008) and two lower surficial wells (MW005 and MW006). Water quality parameters will not be collected as part of PBD sampling. Groundwater samples will be submitted for laboratory analysis of Volatile Organic Hydrocarbon (VOH) by Environmental Protection Agency (EPA) Method 8260B. Water remaining in the PDBs after sampling will be returned to the monitoring well from which it was pulled. IDW will not be collected or containerized during sampling activities. The 2023 sampling event will require one mobilization to the Site.

FR0857I/PENTHOUSE CLEANERS SOW-NAM 20233

Subtask 3 – Annual Groundwater Monitoring Report Preparation

Geosyntec will prepare a report summarizing sampling activities and results, and provide conclusions and recommendations based on data evaluation. The report will contain field forms, tables summarizing field and laboratory data, figures showing groundwater flow directions, and a textual summary of the groundwater monitoring event. The PCE groundwater isocontour map will be updated with new analytical results. The report will be signed and sealed by a Florida-licensed geologist and one electronic copy of the final report will be submitted to the FDEP via email and uploaded to FDEP’s file transfer protocol website.

Invoice and Deliverable Schedule:

Note that this schedule reflects two weeks FDEP review of the LOE. Geosyntec requests the following schedule of deliverables and invoices:

Subtask Deliverable Deliverable Date Invoice Amount

1, 2 & 3 Submittal of Annual Groundwater

Monitoring Report 28 July 2023 $7,044.66

TOTAL COST $7,044.66

We appreciate this opportunity to work with FDEP on this project. Feel free to contact us if you have any questions or require any additional information.
