SUBJECT: Negotiation Summary – BIL22 Task Assignment (TA) BIL01B

Former Biscayne Chemical – Site ID # BF139801015 Well Installations and Post Active Remediation Monitoring activities

This TA is intended for conducting well installations and post active remediation monitoring (PARM) activities at the Former Biscayne Chemical site, located at 690 NW 13th Street, Miami, Miami-Dade County. The services under this task are being conducted using federal funds from the State & Tribal Response Program Bipartisan Infrastructure Law (BIL) funding cooperative agreement that is administered by the Department on behalf of the U.S. Environmental Protection Agency (EPA).

Subtask 1: Project Management This subtask is a percentage of the overall project fees and has been negotiated as a contract rate. It includes project management, overhead, general and administrative, and fringe. The agreed upon cost of this subtask is $4,396.03.

Subtask 2: Monitoring Well Installations This subtask will include the installation and development of nine monitoring wells in accordance with a Miami-Dade County DERM February 2023 letter. Two monitoring wells will be installed as individual wells and seven of the monitoring wells will be installed as clusters with either two or three monitoring wells within the same boreholes, where applicable, using a rotosonic or HSA-equipped DPT drill rig. Monitoring wells located in clusters will be installed inside an 8-inch diameter borehole. The agreed upon cost of this subtask is $33,770.96.

Subtask 3: PARM 7 Groundwater Sampling This subtask includes the sampling of 36 monitoring wells: 36 groundwater samples will be submitted for laboratory analysis for iron by EPA Method 6010D, 27 groundwater samples for manganese by EPA Method 6010D, and 10 groundwater samples for CVOCs by EPA Method 8260B. Additionally, two QA/QC samples will be collected and analyzed by these methods. Geosyntec will also prepare an IDW water characterization profile, an IDW manifest, and coordinate disposal for approximately 15 drums of purge/development water and drill cuttings generated during the groundwater sampling activities and well installation activities described in Subtask 2 and Subtask 3. The agreed upon cost of this subtask is $21,575.01.

Negotiation Summary – Task Assignment BIL01B Former Biscayne Chemical – Site ID # BF139801015 March 15, 2023 www.FloridaDEP.gov

Subtask 4: PARM 7 Report Geosyntec will compile the data collected and prepare a PARM 7 Report which will document the field activities and laboratory analytical results. The PARM 7 Report will include a review and interpretation of the groundwater analytical results, plume maps, water table map, and geologic/hydrogeologic data. The agreed upon cost of this subtask is $14,329.17.

Summary The Department’s BIL Contract Manager and Geosyntec’s Contract Manager have both agreed to the scope of work and associated costs. Due to hotel costs exceeding the allowed $175 nightly limit in Miami, justification for a $239.62 nightly rate has been included with the CP/LOE. The final cost associated with this TA is $74,071.17.

Documentation of these costs is included in the Cost Proposal/Level of Effort (CP/LOE) Form and CP/LOE narrative provided by Geosyntec on March 13, 2023 and the TA Form for BIL01B prepared by the Department. The final deliverable for this TA must be received by the Department no later than July 14, 2023.

Subject: Proposal and Level of Effort/Cost Estimate Form Well Installations and PARM 7 Former Biscayne Chemical 690 NW 13th Street Miami, Florida 33032 FDEP Brownfield Site ID# BF139801015 FDEP Task Assignment No. BIL01B

Dear Ms. Johnson:

We are pleased to submit this attached Cost Estimate Form and proposed Level of Effort (CEF/LOE) to conduct additional groundwater assessment/Post Active Remediation Monitoring (PARM) activities at the Former Biscayne Chemical Site (Site). The Site is in a critical redevelopment stage and the purpose of this project is to help support site closure for groundwater impacts to the property being redeveloped under a BSRA into affordable housing. The purpose of the additional groundwater assessment is to install additional monitoring wells in accordance with the Miami-Dade County Division of Environmental Resources Management (DERM) PARM 5 comment letter dated 21 February 2023, conduct the PARM 7 groundwater sampling event, and prepare the PARM 7 report.

This work is being conducted so that portions of the property may be redeveloped by KTLC Biscayne, LLC for the conditional closure of the property with allowance for future residential use that includes a major affordable housing development project. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.

Subtask 1 – Project Management

Ms. Johnson 13 March 2023

Former Biscayne Chemical

Subtask 2 – Monitoring Well Installations

The scope of work for this subtask will include the installation and development of nine (9) monitoring wells in accordance with DERM’s 21 February 2023 letter. Two (2) of the monitoring wells will be installed as individual wells and seven (7) of the monitoring wells will be installed as clusters with either two (2) or three (3) monitoring wells within the same boreholes, where applicable, using a rotosonic or HSA-equipped DPT drill rig. Monitoring wells located in clusters will be installed inside an 8-inch diameter borehole. The site lithology will be documented by evaluation of soil cores from the sonic rig from land surface to the final borehole depth at each well cluster location. Each well will be constructed of 1-inch-diameter polyvinyl chloride (PVC) with a 0.006-inch slotted, PVC screen. A 30-65 grade sand filter pack will be installed from the bottom of each well screen to a height of 2 foot above the top of the screen. Annular space located vertically between filter pack materials for individual well screen intervals will be constructed with bentonite chips. Bentonite will be allowed to hydrate to its expansion volume prior to installing the next well screen and filter pack interval. Filter pack sand and bentonite will be added via tremie pipe. Remaining annular space will be grouted to surface. Individual well and clusters will be completed in 8” steel manholes set in 2’ x 2’ concrete pads. Shortly after each well is installed, it will be developed until the water produced is sediment free. The top-of-casing elevations on the new wells will be surveyed by a professional land surveyor (PLS).

We obtained 3 drilling quotes from Cascade, Earth Tech Drilling, and GFA. We have attached the 3 drilling quotes with this proposal. The lowest bid (GFA) will be used and the cost has been included in the level of effort spreadsheet. We also received 3 bids for the monitoring well survey and the low bidder was Pulice Land Surveyors. The low bidder (Pulice) will be used and the cost has been included in the level of effort spreadsheet. We received 3 bids for utility locate and the low bidder was GeoTek. The low bidder (GeoTek) will be used and the cost has been included in the level of effort spreadsheet.

Subtask 3 – PARM 7 Groundwater Sampling

This subtask includes the sampling of thirty-six (36) monitoring wells for iron, manganese, and/or CVOCs. Before collecting a groundwater sample, each monitoring well will be purged using a peristaltic pump until water quality parameters (including pH, temperature, specific conductivity, dissolved oxygen, and turbidity) have stabilized within the acceptable ranges as stated in the FDEP Standard Operating Procedures (SOPs). Thirty-six (36) groundwater samples collected from the monitoring wells will be submitted for laboratory analysis for iron by Environmental Protection Agency (EPA) Method 6010D, twenty-seven (27) groundwater samples collected from the

Ms. Johnson 13 March 2023

Former Biscayne Chemical monitoring wells will be submitted for laboratory analysis for manganese by EPA Method 6010D, and ten (10) groundwater samples collected from the monitoring wells will be submitted for laboratory analysis for CVOCs by EPA Method 8260B. Additionally, two (2) QA/QC samples will be collected and analyzed by these methods. Laboratory analysis will be performed on a standard turn-around time (about two weeks). Groundwater sampling will be conducted in general accordance with the FDEP’s SOPs. Geosyntec will prepare an IDW waste characterization profile, an IDW manifest, and coordinate disposal for approximately 15 drums of purge/development water and drill cuttings (15 drums total) generated during the groundwater sampling activities and well installation activities described in subtask 2 and subtask 3.

Subtask 4 – PARM 7 Report

Geosyntec will compile the data collected and prepare a PARM 7 report which will document the field activities and laboratory analytical results. This PARM 7 report will include a review and interpretation of the groundwater analytical results, plume maps, water table map, and geologic/hydrogeologic data.

RE: Utility Locating Services – 5 Bore Clusters, 690 NW 13th Street, Miami, FL

Mr. Galvin, GeoTek Services is pleased to respond to your request for Utility Locating services at 690 NW 13th Street located Miami, Florida. We will scan up to a 15’ x 15’ area around the five proposed bore cluster locations with the goal of locating underground utilities. We can only scan the easily accessible open areas for utilities. Note that we cannot scan beneath fixed objects such as landscaping, fencing, buildings. We will scan as close as reasonably possible to fixed objects such as walls, landscaping, fences, etc.

Our deliverable will be crayon, marking paint or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects, however some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our fixed price quote for this effort is $750.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.
