Vick's_LOE_Year 1 O&M

October 31, 2023

Ms. Brittany Plyler Florida Department of Environmental Protection Waste Cleanup Program 2600 Blair Stone Road, MS 4520 Tallahassee, FL 32399-2400

Subject: Scope of Work and CEF/LOE 11 Months O&M/Year 1 - Soil Vapor Extraction System Vick’s Cleaners, Inc.

302 Gulf Breeze Parkway Gulf Breeze, Santa Rosa County, Florida

FDEP ID ERIC_5421

Dear Ms. Plyler:

Geosyntec Consultants, Inc. (Geosyntec) has prepared this Cost Estimate Form and Level of Effort (CEF/LOE) for the remaining 11 months of the first year of operations and maintenance (O&M) of the soil vapor extraction (SVE) system at Vick’s Cleaners (Site) (Facility ID ERIC_5421) located in Gulf Breeze, Florida. The SVE system startup occurred on September 7, 2023.

This LOE is subdivided into subtasks by quarter. The major scope elements are outlined below and will pertain to multiple subtasks in some cases. Each subtask will be outlined separately thereafter. A copy of the CEF/LOE is included in Attachment A.

SCOPE OF WORK ELEMENTS

Monthly SVE System O&M Tasks

Geosyntec will conduct 11 monthly O&M visits to the Site beginning in October 2023 through August 2023. Subtask 4 under Task Assignment DC009B includes effort for Month 1 (September 2023) O&M activities. Geosyntec personnel will perform the following tasks during each subsequent monthly O&M visit in accordance with the tasks listed in the Interim Source Removal Work Plan Revision 2 (ISRWP) dated January 2022 and under Subtask 4 of the Scope of Work and Level of Effort, Soil Vapor Extraction System Installation and Startup dated October 6, 2022:

Ms. Britany Plyler October 31, 2023

Vick's_LOE_Year 1 O&M

Record vacuum, pressure, photoionization detector (PID), and temperature readings within the SVE system;

Record air flowrates at the SVE blower exhaust and vapor extraction wells (VEW01 to VEW05) at the VEW manifold;

Drain fluids accumulated (if present) in the moisture separator and disposing of fluids in a 55-gallon drum as investigation derived waste (IDW);

Collect groundwater level measurements in MW001, MW003 and MW006;

Collect wellhead PID measurements at MW001, MW003, MW006, MAGS001, MAGS002, and MAGS004 and manifold PID measurements for VEW01, VEW02, VEW03, VEW04, and VEW05;

Collect wellhead induced vacuum measurements for MW001, MW003, MW006, MAGS001, MAGS002, and MAGS004;

Collect manifold vacuum measurements from VEW01, VEW02, VEW03, VEW04, and

VEW05;

Inspect and clean the SVE equipment compound; and

Perform periodic equipment maintenance activities recommended by equipment manufacturers (LMS Manufacturing, LLC).

The monthly system O&M activities for Year 1 will be documented in a site-specific O&M log, which will be submitted to the FDEP with the monthly O&M summary emails.

Air Sampling

Air emissions will be monitored by sampling influent air to the granular activated carbon (GAC) unit (i.e., pre-GAC) and effluent air from the GAC (i.e., post-GAC), on a quarterly basis (i.e., Month 3 [November 2023], Month 6 [February 2024], Month 9 [May 2024], and Month 12 [August 2024]). Air samples will be collected with a Summa canister and analyzed at a fixed-base laboratory for volatile organic halogens (VOHs) by United States Environmental Protection Agency (USEPA) Method TO-15. Vapor samples from the VEWs will be sampled on an as needed basis. Recommendations to sample the VEWs will be discussed with FDEP and included under a Task Assignment Change Order, if warranted.

Vick's_LOE_Year 1 O&M

Groundwater Sampling

Per the ISRWP, Geosyntec will sample monitoring wells MW002, MW008, and MW009 on an annual basis [i.e., Month 12 (September 2024)] during Year 1 of the SVE system operation. Prior to collecting groundwater samples, depth-to-water measurements will be collected from the entire monitoring well network (12 locations). The groundwater samples will be analyzed by a fixed-based certified laboratory for VOHs using USEPA Method 8260. Results of the groundwater sampling events will be documented in the subsequent Annual O&M Report.

IDW Generation and Management

Two drums of IDW are assumed to be generated over Year 1 from purge water collected during groundwater sampling and moisture captured in SVE system moisture separator. A cost estimate for IDW transport and disposal from Erwin Remediation who retains the existing IDW profile for the Site is included in Attachment B.

SVE System O&M Status Reporting

Monthly Email Summaries and Semi-Annual Reports (i.e., Month 6 [February 2024] and Month 12 [August 2024]) will be prepared to document Year 1 O&M activities. The O&M reports will include, at a minimum, the following:

Results of laboratory analyses of air (Months 3, 6, 9, and 12) and groundwater (Month

12) samples in tabular and graphical form;

O&M activities performed during the reporting period;

Calculated mass of tetrachloroethene (and breakdown products, if detected) removed by the SVE system during the reporting period, and cumulative total removed since startup;

SVE system hours of operation during the reporting period;

Information regarding the depth-to-groundwater;

Information regarding any repairs and/or modifications made to the SVE system;

Vacuum radius of influence data (tabular and illustrated); and

Recommendations pertaining to the continued operation and/or optimization of the SVE system.

Vick's_LOE_Year 1 O&M

Utilities

Monthly electrical utility bills have been estimated at $650 per month based on the estimated system runtime and Florida Power and Light first month O&M invoice. Telemetry connection reoccurring costs from LMS are $120 per month. Telemetry quote from LMS is included as Attachment C.

Hey Ken, Can you also provide the quote for the disposal of two drums if our analytical results show PFAS impacts?

Would they need to go the haz waste landfill in Emelle, AL?
