Subject: Scope of Work and CEF/LOE
Soil Vapor Extraction System Installation and Startup Art Craft Cleaners 1630 University Blvd S Jacksonville, Florida 32207 FDEP Site ID No. ERIC_4584
Dear Ms. Aduwa:
Geosyntec Consultants, Inc. (Geosyntec) has prepared this proposed Scope of Work (SOW) and Level of Effort (LOE) for the procurement, installation, start-up and one month of operation of a Soil Vapor Extraction (SVE) remediation system at the Art Craft Cleaners site located in Jacksonville, Florida (ERIC_4584). A cost estimating form (CEF) and LOE is provided as Attachment A.
Geosyntec submitted bid requests to three contractors and received two cost estimates and one no-bid. A bid comparison table along with copies of subcontractor quotes are included in Attachment B for reference. Product Recovery Management (PRM) provided the most competitive bid and was recommended for system fabrication, construction, and installation.
This recommendation was approved by the Florida Department of Environmental Protection (FDEP) on 8 February 2024.
Subtask 1 – Project Management
Subtask 2 – SVE Installation
This subtask includes the activities associated with preparing for construction activities to be completed by the selected remedial contractor (PRM) that include the following:
• Evaluate required submittals from the Contractor listed in the bid documents such as Contractor’s Health and Safety Plan, construction schedule, certificates of insurance, services agreement/work order, and copy of utility locate ticket (Florida 811);
• Prepare and evaluate permit drawings for the SVE system installation and electrical service with JEA and the City of Jacksonville;
• Assist the Contractor with permit applications;
• Prepare a Health and Safety Plan and new task hazard analyses (THAs) for SVE system construction activities; and
• Attend an onsite kick-off meeting to discuss the installation plans with the owner, tenants, and Contractor (to occur prior to the first day of SVE system construction activities).
This subtask also includes costs associated with the installation of vacuum monitoring point (VMP) wells, installation of conveyance piping outside of the building to the planned location of the SVE container (outside back door adjacent to Woody’s BBQ fridge unit), delivery of the SVE system from the manufacturer to the Site, and all the steps necessary to set up the system at the Site. Based on PRM’s bid, Geosyntec assumes 12 onsite field days (10 hours per day) to observe the construction and installation activities. PRM shall perform the following activities with Geosyntec oversight:
• Conduct private underground utility locating for the installation of the VMP wells and associated trenching.
• Transport and delivery of the SVE system to the Site and off-loading/leveling;
• Install 2 new VMP wells (VMP01 and VMP02).
• Install 5 SVE wellheads (VEW01 through VEW05) and associated manhole completions.
• Install 2 VMP wellheads (VMP01 and VMP02) and associated manhole completions.
• Install exterior SVE system conveyance piping, connect exterior to previously installed interior conveyance piping, connect conveyance piping from SVE wells to SVE system container, and vacuum test all conveyance piping to ensure adequate seals.
• Provide and install two (2), 170-pound vapor phase granular activated carbon (GAC) cannisters outside the SVE system trailer (inside the fenced area).
• Install a 6-ft high galvanized double wide chain link fence (with privacy slats) around four sides of the SVE system.
• Install a 6-ft wide double hinged access gate, equipped with a combination lock.
• Install the FDEP-provided “Warning, No Trespassing, Hazardous Waste Treatment
System” sign.
One soil and one water drum of investigative derived waste (IDW) are anticipated to be generated during trenching activities. IDW generated during system construction activities will be managed upon completion of the operation and maintenance (O&M) activities described under Subtask 4.
The Geosyntec Project Manager (Blaine Dawson) and/or Engineer of Record (Ryan Joslyn) will provide technical assistance to Site personnel during construction activities and conduct alternating weekly Site visits during installation activities. Geosyntec will provide weekly updates to FDEP and will submit field documentation to FDEP as a deliverable milestone for this subtask. The documentation will include field notes and before/after photographs.
Subtask 3 – Power Drop and System Startup
This subtask includes costs associated with providing electrical power and system testing and shakedown to be performed by PRM and overseen by Geosyntec. Based on PRM’s bid, Geosyntec assumes 1 onsite field day (8 hours) for startup activities. PRM shall perform the following activities with Geosyntec oversight:
• Install a main electrical disconnect and meter can near the SVE trailer for three phase, 240-volt electricity provided by JEA.
• Obtain final approval of electrical system from JEA and the City of Jacksonville inspectors.
• Program the onboard (assumed) telemetry system and default alarms.
• Troubleshoot the system and blowers and PRM’s electrician.
During startup, Geosyntec will perform the following activities to demonstrate the mechanical elements of the system are operating within specified rates and capacities:
• Operation of the SVE blower;
• Operation of all valves, gauges, and sample ports;
• Establishment of design well head vacuum and radius of influence (ROI);
• Operation of the hour meter;
• Operation of the vacuum relief valve;
• Operation of the moisture vessel high-level alarm; and
• Operation of telemetry and remote alarm notifications.
Geosyntec will monitor air emissions by screening ambient air at the system with a photoionization detector (PID) and collecting air samples from the nine (9) SVE wells and GAC influent and effluent, approximately 4 hours after system startup. Air samples will be analyzed by a Florida Department of Health (FDOH) National Environmental Laboratory Accreditation Conference
(NELAC) certified laboratory by United States Environmental Protection Agency (USEPA) Method TO-15.
The Geosyntec Engineer of Record will also complete a site inspection on the day of SVE system startup. Geosyntec will submit field documentation to FDEP as a deliverable milestone for this subtask. The documentation will include field notes and before/after photographs.
Subtask 4 – Week 1 and Month 1 System O&M
This subtask includes the week 1 and month 1 operation and maintenance (O&M) events. Each O&M visit will include the following:
• Performing required air sampling;
• Recording vacuum, pressure, and temperature readings at the SVE blower;
• Recording air flow rates at the blower and vapor extraction wells;
• Recording vacuum readings at the vapor extraction wells VEW01 through VEW09 and vapor monitoring points VMP001 and VMP002;
• Draining fluids accumulated in the moisture separator and disposing of fluids in a 55-gallon drum as IDW (1 drum assumed; transportation and disposal will be addressed under Year 1 O&M Task Assignment);
• Collecting groundwater level measurements in monitoring wells MW-1 and PZ-03;
• Inspecting and cleaning the equipment compound;
• Inspecting water entrainment and adjustment of VEW wellhead vacuums (if necessary) to minimize water entrainment; and
• Performing periodic equipment maintenance activities recommended by equipment manufacturers.
This subtask also includes costs for the monthly rental of the SVE system that will be furnished by PRM in accordance with the specifications provided in the Interim Source Removal Work Plan and Bid Specifications Package.
In accordance with the Interim Source Removal Work Plan approved by FDEP on 8 February 2024, vacuum measurements will be collected at each of the system vacuum gauges (system trailer and wellhead) for each VEW (active or passive use) and each vapor monitoring point during each O&M visit. The vacuum monitoring data will be used to assess the actual vacuum ROI at the Site.
As necessary, additional monitoring wells may serve as vacuum monitoring locations. The system will be adjusted to optimize the mass recovery rates.
Geosyntec will monitor air emissions by screening with a PID and collecting samples from SVE wells VEW01 through VEW09, the GAC influent and effluent at the end of the first week and at the end of the first month of SVE system startup (11 samples per event). Air samples will be analyzed by a FDOH NELAC certified laboratory by EPA Method TO-15. The analytical results associated with the first month of operation will be used to evaluate whether off-gas treatment can be terminated after 30 days of SVE operation (untreated individual HAP emissions of less than 2.3 pounds per day (lb/day), total Hazardous Air Pollutant (HAP) emissions of less than 6.8 lb/day, per the October 2008 FDEP Considerations for Air Emissions From Hazardous Waste Cleanup Sites Memorandum).
The results of the Week 1 and Month 1 O&M events will be documented in a site-specific O&M log, which will be submitted to the FDEP with the Construction Completion and Startup Report.
Subtask 5 – Construction Completion Report
This subtask includes costs associated with the preparation of the Construction Completion and Startup Report upon the completion of the initial one month of O&M. The Construction Completion and Startup Report will: (i) document the results of the construction activities; (ii) provide the results of the first month of SVE performance monitoring; (iii) include as-built drawings for the installed SVE system; and (iv) include the O&M manual for the SVE system. The Construction Completion and Startup Report will be signed and sealed by the Engineer of Record, a Florida Licensed Professional Engineer.
Subtask 6 – Utilities
This subtask will include costs associated with electrical utility connection fee, an estimate of one month of electrical usage, and the utility processing fee (electricity) for Month 1.

Good afternoon, Following bid submittal, FDEP has requested that Geosyntec revise the remedial approach for this site to no longer include the construction of a new system. Instead, the selected remedial contractor shall furnish a SVE system that meets the specifications outlined in the ISR Workplan and Bid Specifications package (attached) that will be rented by FDEP on a monthly basis for the duration of system operation. According to the ISR Workplan, the SVE system will operate for a minimum term of 12 months; however, Geosyntec estimates the system to operate between 2 to 4 years following startup. Due to the time since your original bids were submitted, I’m providing those interested an opportunity to resubmit their bid with adjusted rates to reflect the change in scope. Please note that item numbers 14, 15, 16, 17, 19, 21, 22, 23A, and 30 are no longer applicable for the project and should not include any costs in revised bidding. Item number 18 should be for initial fill of carbon only, with rental costs of carbon equipment to be included under new system rental item 31. If still interested, please submit your revised bid proposal forms by COB Wednesday, 8 October 2025 at 17:00 EST.
Feel free to reach out if you have any questions or need anything else to support your efforts.
