TO: Geosyntec Consultants, Inc HW683 Contract File

FROM: Nancy Murchison, Project Manager

DATE: February 8, 2024

SUBJECT: Negotiation Summary – SRP28

Task Assignment (TA) – BF02A Jackson Square, City of Marianna – ERIC_18360 File Review Letter of Findings, Site Assessment and Report

This Task Assignment authorizes Geosyntec Consultants, to complete site assessment field activities and prepare Site Assessment Report.

A Phase I and Phase II ESA were performed at this site in November 2022 and April 2023 by MDM Services, Inc. The Phase II reported chlorinated ethenes including tetrachloroethene (PCE) and trichloroethene (TCE) present in groundwater samples collected from four temporary monitoring wells at the site. The cause of the groundwater contamination at the property is unknown. These compounds may be present due to a release(s) from the former laundromat, previously located in the shopping center, that had a dry-cleaning machine.

In accordance with the attached Scope of Work, the site assessment activities consist of advancement of soil borings, installation of monitoring wells, and collection of soil and groundwater samples for laboratory analysis. The intent of the proposed additional assessment is to characterize the vertical and horizontal extent of chlorinated volatile organic solvents (CVOCs) in soil and groundwater, determine groundwater flow directions, and collect soil and groundwater data to support remediation and site closure.

The original Cost Estimate exceeded the established budget for the project resulting in a decrease in hand auger soil borings for sample collection and analysis. Reducing the total cost from $187,471.59 to $147,850.02. The FDEP project manager agrees to the scope of work and proposed cost. The final cost associated with this task assignment is $147,850.02 with 463 hours.

The Jackson Square property was formerly used as a commercial shopping center that contained several retail businesses that leased spaces. The shopping center buildings were constructed at the Site in 1960.

According to information provided in the Phase I ESA, a dry-cleaning facility began operating at the site in 1975. It is not known how long the dry-cleaning facility operated at the Site. The buildings on the property were damaged by Hurricane Michael in October 2018. Currently, there are no tenants in the buildings.

Ms. Murchison

The Jackson Square property is located in downtown Marianna and the City is encouraging redevelopment of this blighted area. The Jackson Square property has been acquired by a private party for redevelopment of commercial uses that include potential uses as retail gasoline, medical facility, and other potential developments. The cause of the soil and groundwater contamination at the property is unknown. As noted in the Phase II ESA report prepared by MDM, chlorinated ethenes including tetrachloroethene (PCE) and trichloroethene (TCE) were present in groundwater samples collected from four temporary monitoring wells at the site. These compounds may be present as a result of releases from the former laundromat that had a dry-cleaning machine. Four temporary monitoring wells installed during the Phase II were located on the north, west, south, and east sides of the Site and were removed subsequent to the Phase II assessment.

The Site is in early redevelopment stages and the purpose of this project is to implement the approved QAPP Field work to conduct additional site assessment activities to help support remediation, eventual site closure for soil and groundwater impacts to the property and support future site redevelopment. The intent of the proposed additional assessment is to characterize the vertical and horizontal extent of chlorinated volatile organic solvents (CVOCs) in soil and groundwater, determine groundwater flow directions, and collect soil and groundwater data to support remediation in accordance with FDEP’s Site Cleanup Rule, 62-780 F.A.C. and USEPA Data Quality Objectives. Work will be conducted under the State and Tribal Response Program (SRP) grant administered by FDEP. The associated scope of work consists of the following tasks.

Subtask 1 – Project Management

Subtask 2 – Direct Push Technology Borings and Monitoring Well Installation

The scope of work for this subtask includes advancing 21 Direct Push Technology (DPT) soil and groundwater borings at the proposed locations shown on Figure 1. During the DPT soil and groundwater sampling, up to five (5) shallow monitoring wells will be installed based on the results of soil screening.

In addition, a total of nine (9) deep monitoring wells are proposed to be installed using sonic drilling at locations shown in Figure 1. The locations of the proposed DPT borings and deep monitoring wells will be adjusted as warranted to avoid utilities and based on field data collected during the assessment. DPT and sonic boring locations will be cleared by a utility locate subcontractor and will also be cleared with a hand auger to a depth of 5 ft bls.

The DPT borings will be advanced to a depth of 13 ft bls and as shown on Figure 1, up to 10 of the proposed DPT borings are located inside buildings and where access with a DPT rig is possible. Continuous soil cores will be collected from each DPT boring. The soil cores will be visually classified and screened with a photoionization detector (PID) on approximately 6-inch intervals. At each boring location, a soil sample will be collected from the soil interval with the highest PID reading and sent to a fixed-based laboratory for analysis of chlorinated volatile organic compounds (CVOCs) using EPA Method 8260. In addition, grab groundwater samples will be collected from each DPT boring through the DPT tooling which will be screened from approximately 9 to 13 ft bls. At up to 5 locations outside of the buildings where shallow water is present above 13 ft bls, a shallow monitoring well will be installed using the DPT rig to approximately 13 ft bls and consist of a 0.75 inch prepack well, screened from 8 to 13 ft bls.

The nine (9) monitoring wells shown on Figure 1 will be installed to approximately 40 ft bls and will be 2-inch polyvinyl chloride (PVC) casing with 10 feet of screen from 30 to 40 ft bls. These monitoring wells will be installed using a rotosonic drill rig. The site lithology will be documented by evaluation of soil cores from the sonic rig from land surface to the final borehole depth at each well location. Each well will be constructed of 2-inch-diameter PVC with a 0.010-inch slotted, PVC screen. A 20-30 grade sand filter pack will be installed from the bottom of each well screen to a height of 2 foot above the top of the screen. A minimum 1ft bentonite seal will be placed in the annular space above the sand filter pack. Bentonite will be allowed to hydrate to its expansion volume and then neat cement grout will be applied to fill the remaining annular space to land surface. The remaining annular space will be grouted to surface. The wells will be completed with 8-inch steel manholes set in 2 ft x 2 ft concrete pads. Shortly after each well is installed, it will be developed until the water produced is sediment free. The top-of-casing elevations on the new wells will be surveyed by a professional land surveyor (PLS).

We obtained three drilling quotes from Preferred Drilling Services (PDS), Earth Tech Drilling, and Ambient Technologies Inc. (ATI). We have attached the three drilling quotes with this proposal. The bids are as follows:

PDS - $63,120,

ATI - $80,370,

Earth Tech Drilling - No Bid.

The lowest bid (PDS) will be used, and the cost has been included in the level of effort spreadsheet. We also received 1 bid for the monitoring well survey (Southeastern Survey) who will be used and the cost has been included in the level of effort spreadsheet. We received 3 bids for utility locate for both soil borings and monitoring well locations and the low bidder was GeoTek. The bids are as follows:

Blood Hound - $6,243 GeoTek - $1,500 Geoview – $4,900

The low bidder (GeoTek) will be used, and the cost has been included in the level of effort spreadsheet.

Subtask 3 – Soil and Groundwater Sampling and Analysis

This subtask includes sampling of up to five (5) shallow and nine (9) deep monitoring wells for CVOC analyses. Before collecting a groundwater sample, each monitoring well will be uncapped, and a full round of depth to groundwater will be collected. Subsequent to water level measurements, each monitoring well will be sampled in accordance with the FDEP Standard Operating Procedures (SOPs). Each well will be purged using a peristaltic pump or submersible pump until water quality parameters (including pH, temperature, specific conductivity, dissolved oxygen, and turbidity) have stabilized within the acceptable ranges as stated in the FDEP SOPs. Up to fourteen (14) groundwater samples will be collected from the shallow and deep monitoring wells and submitted for laboratory analysis using Environmental Protection Agency (EPA) Method 8260C on a standard turn-around time (about two weeks).

The DPT soil and groundwater samples collected during subtask 2 will be analyzed for CVOCs using EPA Method 8260C Laboratory analysis under subtask 3. The analyses will be performed on a standard two week turn-around time basis. In addition, we have included the sampling and analysis of the nearby City of Marianna city water production well for PFAS. This sample is anticipated to be collected up to 3 weeks prior to mobilizing for field work to determine if production well water is PFAS free and can be used for drilling at the Jackson Square site. A cost of approximately $6,500 is included in PDS’ bid for supplying PFAS-free water for drilling. If the laboratory analysis shows the production well water is PFAS-free, the cost for PFAS-free water will be deducted from PDS’ bid.

Subtask 4 – Site Assessment Report

Geosyntec will compile the data collected and prepare a SAR which will document the field activities and laboratory analytical results. This SAR will include a review and interpretation of the soil data, soil boring logs, groundwater monitoring well construction logs, soil and groundwater summary data tables, groundwater analytical results, potential groundwater concentration plume maps, a geologic cross section, groundwater elevation/flow maps (if perched and deeper zones are present), and geologic/hydrogeologic data. As warranted, the report will also include discussions on assessment data gaps and recommended activities to address the data gaps. A draft report will be prepared and submitted to the FDEP, and a final signed and sealed SAR will be completed and submitted to the FDEP.

Subtask 5 – IDW Disposal

Geosyntec will prepare an investigation derived waste (IDW) waste characterization profile, an IDW manifest, and coordinate disposal for approximately 37 drums of purge/development water and drill cuttings generated during the groundwater sampling activities and well installation activities described in subtask 2 and subtask 3. Under subtask 3 of the LOE, costs are included for analyzing TCLP soil and groundwater samples necessary to characterize IDW. We obtained 3 quotes for non-hazardous waste IDW disposal and have included those quotes as attachments. The quotes are as follows:

Erwin Remediation: $110 per drum for transportation and disposal of soil or groundwater IDW, Hull’s Environmental Services: $150 per drum for transportation and disposal of soil or groundwater IDW, EnviroServe: $80 per drum for disposal of groundwater and soil IDW. For transportation from

Marianna, Florida to Mulberry, Florida, the cost is an additional $50 per drum. Thus, the total cost per drum is $130.

Erwin Remediation was the low bidder and their costs have been included in the budget for the project in the LOE under subtask 5. In subtask 5 of the LOE, it is assumed that the IDW will be disposed of as a non-hazardous waste.

Invoice and Deliverable Schedule:

Subtask Deliverable Deliverable Due Date Invoice Amount 2,3 Field Forms and Lab Reports 19 June 2024 $115,791.93 1,4 SAR 19 August 2024 $27,048.57 5 IDW Disposal 19 July 2024 $5,009.52

Total: $ 147,850.02

A copy of associated Cost Estimate Form (LOE) has been included with this proposal. As always, we appreciate the opportunity to conduct this project for the FDEP and for the benefit of the City of Marianna.

We will scan as close as reasonably possible to fixed objects such as brush, landscaping, fences, etc. Our deliverable will be marking paint and/or flags indicating the location of potential underground utilities. It is the client’s responsibility to protect and preserve all marks.

We will use both Electromagnetic Induction instruments as well as Ground Penetrating Radar (GPR) to detect objects below the surface. Due to the nature of sub-surface detection and the physical laws governing radio wave propagation, some buried objects may not be detectable due to depth, obscuration, or a weak radar signature. GeoTek Services will use industry standard best practices to locate sub-surface objects; however, some objects may not be detectable. Geotek Services does not guarantee that all underground objects can be found. GeoTek Services assumes no liability for any damages.

We request access to any as-built site plans of the scan areas prior to rendering services. Our utility scanning estimate for this project is $1,500.00. No out-of-pocket expenses are expected for this project. This quote is valid for sixty days.

Thanks Joseph, I am thinking the soils borings would add two additional days to the study. The cost for the additional work would be $3200, so the total project cost would be $4,900.

Schedule-wise at this point we can be out there next week.

Thanks, MJW

Hi Mike, I wanted to confirm you had received my second email adding soil borings to the MWs for clearance. Thank you and please let me know, Joe

(we do not need an autocad map)

Hi Mike, Thank you for your quote, but the client would also like us to clear soil borings that we will be conducting inside the buildings in this former strip mall. There are around 50 SBs inside the buildings on the updated map.

You don't often get email from mwightman@geoviewinc.com. Learn why this is important

Could you revise you quote to include both SBs and MWs and an approximate time to conduct the work please.

Thanks Joseph, cost would be $1700 (including our mobilization). Assume that you do not need an AutoCAD site map prepared to document the study results.

Appreciate the opportunity and let me know if you need a formal proposal.

Best Regards, MJW
